2503 — Sulphur of all kinds (excl. sublimed sulphur, precipitated sulphur and colloidal sulphur)

Sulphur of all kinds (excl. sublimed sulphur, precipitated sulphur and colloidal sulphur)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

2503 Sulfur of all kinds except freeze-dried, precipitated and colloidal sulfur

The heading covers: (1) Native sulphur, occurring in the free state, whether or not concentrated by mechanical processes to remove part of the gangue. (2) Crude sulphur extracted from native sulphur by melting. This process may be carried out in calcarones or Gill furnaces, or directly in the deposit by injecting steam through pipes sunk into a borehole (Frasch process). (3) Crude sulphur obtained by roasting pyrites or by treating other sulphur-bearing minerals. (4) Crude sulphur recovered as a by-product in the purification of coal gas, in the washing of sulphurous gases from roasting furnaces, from natural petroleum gas with a high sulphur content, in the refining of sour corrosive crude petroleum, etc. This sulphur, sometimes known as "purified sulphur" or "precipitated sulphur", should not be confused with the precipitated sulphur described in the Explanatory Note to heading 2802. The varieties of crude sulphur mentioned in the last three items are sometimes fairly pure. This is particularly true of sulphur obtained by the Frasch process, which contains impurities in such small quantities that they can practically never be removed; they are usually present as rare small inclusions or finely dispersed particles. (5) Refined sulphur, obtained by rapid distillation of crude sulphur and its condensation in the liquid state; sulphur obtained in this way may be cast in moulds in the form of sticks or lumps, or may be crushed after solidification. (6) Sulphur ground to a powder, i.e., sulphur (crude or refined) in the form of a fine powder, obtained by grinding and then sifting, either mechanically or by atomising with gas. These products are known as "sifted sulphur", "ventilated sulphur", "micronised sulphur", etc., according to the process used and the degree of fineness of the particles. (7) Sulphur obtained by sudden cooling of sulphur vapour without the particles passing through the liquid phase is insoluble, in particular in carbon disulphide (sulphur ).

The various types of sulphur included in this heading are used in the chemical industry (the production of numerous sulphur compounds, sulphur dyes, etc.) for the vulcanization of rubber, as a fungicide for pest control in viticulture, for the manufacture of matches and sulphur wicks, and for the extraction of sulphur dioxide during bleaching, etc. This heading excludes freeze-dried, precipitated and call oid sulphur (heading 2802). Sulfur packaged in moulds or packages for retail sale as fungicides, etc., is classified in heading 3808.

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. Unless otherwise specified in the context of or in note 4 to this chapter, this chapter includes only products raw or washed (including with chemicals that remove impurities without changing the structure of the product), crushed, ground, powdered, sifted, enriched by flotation, magnetic separation or other mechanical or physical processes (except crystallization). Products which have been roasted, calcined, mixed or processed by methods not specified in each heading are not included in this chapter.

Products of this group may contain additives of dust suppressant, provided that this does not alter the properties of the product, making it suitable for specific rather than conventional use.

2. This group does not include:

(a) freeze-dried, precipitated or colloidal sulfur (heading 2802);

(b) mineral dyes containing 70 % or more by weight of chemically bound iron in terms of Fe2O3 (heading 2821);

(c) medicinal products or other products of Chapter 30;

(d) perfumes, cosmetics or toiletries (Chapter 33);

(e) dolomite padding mixture (heading 3816);

(f) paving stones, curbstones or paving boards (heading 6801); mosaic cubes or similar articles (heading 6802); slate for roofing, cladding or waterproofing (heading 6803);

(g) precious or semi-precious stones (heading 7102 or 7103);

(h) crystals of sodium chloride or magnesium oxide, artificially grown (other than optical elements), each weighing not less than 2.5 g (heading 3824); optical elements of sodium chloride or magnesium oxide (heading 9001);

(ij) billiard crayons (heading 9504); or

(k) pencils for writing or drawing, pencils for tailors (heading 9609).

3. Any products which may be classified either in heading 2517 or in any other heading of this Chapter shall be classified in heading 2517.

4. Heading 2530 covers, inter alia: vermiculite, perlite and chlorites, unfoamed; natural pigments, whether or not calcified, mixed or unmixed; natural mica oxide of iron; sepiolite (in polished or unpolished pieces); amber; sepiolite agglomerated and amber agglomerated, in plates, rods, sticks, or similar forms, not processed after casting; gagatron (black yanthronate), or with brontrontrontone; or with ambertrontrontone.
