Granite, porphyry, basalt, sandstone and other monumental or building stone, whether or not roughly crushed, whether or not sawn or otherwise cut into blocks or slabs of a rectangular (including square) shape: sandstone

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 2516 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

2516 Granite, porphyry, basalt, sandstone and stone for monuments or other construction, roughly crushed or unshattered, sawn or uncut, or otherwise divided into blocks or slabs of rectangular (including square) shape (+): – granite: 2516 11 – raw or roughly crushed 2516 12 – sawn or otherwise divided into blocks or slabs of rectangular (including square) shape 2516 20 – sandstone 2516 90 – stone for monuments or other construction

Granite is a very hard rock of volcanic origin, formed by the agglomeration of quartz crystals with feldspar and mica. The color changes (gray, green, pink, red, etc.) depending on the ratio of these three minerals and the presence of iron oxide or manganese oxide. Porphyry is a fine-grained, slightly translucent variety of granite. Sandstone is a rock of sedimentary origin, consisting of small quartz and silica particles naturally agglomerated with lime or silica material. Basalt is also of volcanic origin, black, very dense and very hard. This heading also includes other hard volcanic rocks (e.g., syenite, gneiss, trachite, lava, diabase, diorite, phonolyte) and limestone for monuments or construction, not included in heading 2515 (including building limestone or marl), and serpenti new marble (or ophite), which, being a natural form of magnesium silicate, cannot be included in heading 2515. The stones of this heading may be shaped and treated in the same manner as the stones of heading 2515 (see the Explanatory Note to that heading 2515). For crushing stones for gravel pavement, these pores are classified in heading 2517, and stones identified as paving stones, curb stones and paving slabs are classified in heading 6 801, even if they have been worked and shaped under the conditions described in the text of this heading.

Ekaussin, sometimes known as petite granite, Belgian granite, or Flanders granite, falls in heading 2515. Floated basalt is classified in heading 6815. Stones of this heading presented as pellets, crumbs or powder are classified in heading 2517. Explanation of subheadings. Subheading 2516 11 See note to subheading 2515 11. Subheading 2516 12 See explanation to subheading 2515 12.

1. Unless otherwise specified in the context of or in note 4 to this chapter, this chapter includes only products raw or washed (including with chemicals that remove impurities without changing the structure of the product), crushed, ground, powdered, sifted, enriched by flotation, magnetic separation or other mechanical or physical processes (except crystallization). Products which have been roasted, calcined, mixed or processed by methods not specified in each heading are not included in this chapter.

Products of this group may contain additives of dust suppressant, provided that this does not alter the properties of the product, making it suitable for specific rather than conventional use.

2. This group does not include:

(a) freeze-dried, precipitated or colloidal sulfur (heading 2802);

(b) mineral dyes containing 70 % or more by weight of chemically bound iron in terms of Fe2O3 (heading 2821);

(c) medicinal products or other products of Chapter 30;

(d) perfumes, cosmetics or toiletries (Chapter 33);

(e) dolomite padding mixture (heading 3816);

(f) paving stones, curbstones or paving boards (heading 6801); mosaic cubes or similar articles (heading 6802); slate for roofing, cladding or waterproofing (heading 6803);

(g) precious or semi-precious stones (heading 7102 or 7103);

(h) crystals of sodium chloride or magnesium oxide, artificially grown (other than optical elements), each weighing not less than 2.5 g (heading 3824); optical elements of sodium chloride or magnesium oxide (heading 9001);

(ij) billiard crayons (heading 9504); or

(k) pencils for writing or drawing, pencils for tailors (heading 9609).

3. Any products which may be classified either in heading 2517 or in any other heading of this Chapter shall be classified in heading 2517.

4. Heading 2530 covers, inter alia: vermiculite, perlite and chlorites, unfoamed; natural pigments, whether or not calcified, mixed or unmixed; natural mica oxide of iron; sepiolite (in polished or unpolished pieces); amber; sepiolite agglomerated and amber agglomerated, in plates, rods, sticks, or similar forms, not processed after casting; gagatron (black yanthronate), or with brontrontrontone; or with ambertrontrontone.
