2620 — Slag, ash and residues containing metals, arsenic or their compounds (excl. those from the manufacture of iron or steel)
Slag, ash and residues containing metals, arsenic or their compounds (excl. those from the manufacture of iron or steel)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 2620 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

This heading covers slag, ash and residues (other than those included in heading 2618, 2619 or 7112) containing metals, arsenic (comprising or not containing metals) or chemical compounds thereof, and which are mainly used in industry or for the extraction of arsenic or metals or as the basis for the production of their chemical soeds. They are obtained by processing ores or intermediate metallurgical products (such as steins), or by electrolytic, chemical or other processes that do not include the machining of metals. Waste resulting from the machining of metal or scrap consisting of worn or broken metal and buildings is excluded (section XIV or XV). On the other hand, scaling, which is mainly composed of oxides, although obtained by the machining of non-ferrous metals, also falls within this heading.
This heading covers: (1) Mattes (other than copper, nickel or cobalt mattes (Section XV)) and slag or dross, e.g., those rich in copper, zinc, tin, lead, etc. (2) Galvanisers' dross, residues from hot-dip galvanising in molten zinc. (3) Sludges from electrolytic baths, obtained after preparation or cleaning of the baths of metal, and sludges resulting from electroplating. (4) Accumulator sludges. (5) Residues from the electrolytic refining of metals, dried or concentrated in the form of blocks. (6) Residues from the manufacture of copper sulphate. (7) Impure cobalt oxides obtained from the treatment of argentiferous ores. (8) Spent catalysts suitable only for the extraction of metal or for the manufacture of chemicals. (9) Residues of carnallite solution, used mainly for obtaining magnesium chloride. (10) Leaded gasoline sludges and leaded anti-knock compound sludges, obtained from storage tanks of leaded gasoline and leaded anti-knock compounds, consisting essentially of lead, lead compounds (including tetraethyl lead and tetramethyl lead) and iron oxide (formed by the rusting of the storage tanks). Such sludges are mainly used for the recovery of lead or its compounds and contain practically no petroleum oils. (11) Flue dust of zinc, lead or copper, obtained during smelting. Flue dust from copper smelting contains mainly arsenic, while that from lead or zinc smelting contains titanium. (12) Slag, ash and residues of zinc, lead or copper smelting with a high mercury content, generally in the form of oxide, sulphide or amalgams of various metals. (13) Slag, ash and residues containing antimony, beryllium, cadmium, chromium or their mixtures. These products are mainly waste from the processing (e.g., heat treatment) of articles containing these metals. (14) Slag, ash and residues from wastes arising from the production, formulation and use of inks, printing inks, dyes, pigments, paints, polishes and varnishes, used for the recovery of metals or their compounds. The heading also excludes: (a) Ash and residues from the incineration of municipal waste (heading 2621). (b) Sludges from storage tanks of petroleum oils, consisting mainly of such oils (heading 2710). (c) Separate chemically defined compounds of Chapter 28. (d) Waste and scrap of precious metal or of metal clad with precious metal (including, e.g., spent or damaged catalysts in the form of platinum alloy gauze), and other waste and scrap containing precious metal or precious metal compounds, of a kind used principally for the recovery of precious metal (heading 7112). (e) Metal scrap resulting from the mechanical working of metals of Section XV. (f) Zinc dust (heading 7903).

Notes to chapter 26 — Ores, slag and ash 5 items
Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. This chapter does not cover:
(a) slag or similar industrial waste prepared as macadam (heading 2517);
(b) natural magnesium carbonate (magnesite), whether or not calcined (heading 2519);
(c) sludges from the storage tanks of petroleum oils, consisting mainly of such oils (heading 2710);
(d) basic slag of Chapter 31;
(e) slag wool, rock wool or similar mineral wools (heading 6806);
(f) waste or scrap of precious metal or of metal clad with precious metal; other waste or scrap containing precious metal or precious-metal compounds, of a kind used principally for the recovery of precious metal (heading 7112 or 8549); or
(g) copper, nickel or cobalt mattes produced by any process of smelting (Section XV).
2. For the purposes of headings 2601 to 2617, the term ‘ores’ means minerals of mineralogical species actually used in the metallurgical industry for the extraction of mercury, of the metals of heading 2844 or of the metals of Section XIV or XV, even if they are intended for non-metallurgical purposes. Headings 2601 to 2617 do not, however, include minerals which have been submitted to processes not normal to the metallurgical industry.
3. Heading 2620 applies only to:
(a) slag, ash and residues of a kind used in industry either for the extraction of metals or as a basis for the manufacture of chemical compounds of metals, excluding ash and residues from the incineration of municipal waste (heading 2621); and
(b) slag, ash and residues containing arsenic, whether or not containing metals, of a kind used either for the extraction of arsenic or metals or for the manufacture of their chemical compounds.
