Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(I) SYNTHETIC ORGANIC COLOURING MATTER, WHETHER OR NOT CHEMICALLY DEFINED; PREPARATIONS AS SPECIFIED IN NOTE 3 TO THIS CHAPTER BASED ON SYNTHETIC ORGANIC COLOURING MATTER Synthetic organic colouring matter is generally obtained from oils or other products obtained by the distillation of coal tar. This heading covers, inter alia: (A) Unmixed synthetic organic colouring matter (whether or not chemically defined) and synthetic organic colouring matter diluted with substances having no colouring properties (e.g., anhydrous sodium sulphate, sodium chloride, dextrin, starch) to reduce or standardise its tinctorial strength. The addition of small quantities of surface-active agents to enhance penetration and fixation of the dye does not affect the classification of the colouring matter. Colouring matter answering to these descriptions is usually in the form of powder, crystals, pastes, etc. Synthetic organic colouring matter put up in forms or packings for retail sale falls in heading 3212 (see paragraph (C) of the Explanatory Note to heading 3212). (B) Mixtures of different types of synthetic organic colouring matter. (C) Concentrated dispersions of synthetic organic colouring matter in plastics, natural rubber, synthetic rubber, plasticisers or other media. These dispersions are usually in the form of small plates or lumps and are used as raw materials for colouring rubber, plastics, etc., in the mass. (D) Mixtures of synthetic organic colouring matter with relatively large quantities of surface-active agents or organic binders, for colouring plastics, etc., in the mass or as ingredients in preparations for printing textiles. They are usually in the form of pastes. (E) Other preparations based on synthetic organic colouring matter, of a kind used for colouring any material or used as ingredients in the manufacture of colouring preparations. However, the preparations referred to in the last sentence of Note 3 to this Chapter are excluded. The various types of synthetic organic colouring matter covered here (both dyes and pigments) include: (1) nitroso- or nitro-compounds; (2) mono- or polyazo-compounds; (3) stilbenes; (4) thiazoles (e.g., thioflavin); (5) carbazoles; (6) quinone-imines, e.g., azines (indulines, nigrosines, eurhodines, safranines, etc.), oxazines (gallocyanines, etc.) and thiazines (methylene blue, etc.), as well as indophenols or indamines; (7) xanthenes (pyronine, fluorescein, eosins, rhodamines, etc.); (8) acridines, quinolines (e.g., cyanines, isocyanines, kryptocyanines);
(9) di- or triphenylmethanes, e.g., auramine and fuchsin; (10) hydroxyquinones and anthraquinones, e.g., alizarin; (11) sulphonated indigoids; (12) other vat dyes or pigments (e.g., synthetic indigo), other sulphur-containing dyes or pigments, indigosols, etc.; (13) phosphotungstic green, etc. (see paragraph 3 of the Explanatory Note to heading 3205); (14) phthalocyanines (whether or not crude) and their metal derivatives, including their sulphonated derivatives; (15) carotenoids obtained by synthesis (e.g., β-carotene, 8'-apo-β-carotenal, 8'-apo-β-carotenoic acid, ethyl-8'-apo-β-carotenoate, methyl-8'-apo-β-carotenoate and canthaxanthin). Certain azo dyes are often supplied in the form of mixtures of stabilised diazonium salts with coupling components for producing an insoluble azo dye directly on the fibre. These mixtures are also classified in this heading. The heading does not, however, cover separate diazonium salts (whether or not stabilised, and whether or not diluted to a standard strength), which may be applied to the fibre separately from the coupling component in the dyeing process to produce the same colouring matter (Chapter 29). The heading also excludes intermediate products obtained at various stages of the manufacture of colouring matter and which are not themselves dyes. These intermediates (e.g., monochloroacetic acid, benzenesulphonic acid or naphtholsulphonic acid, resorcinol, chloronitrobenzene, nitro- or nitrosophenols, nitrosoamines, aniline, nitrated or sulphonated derivatives of amines, benzidine, aminonaphthosulphonic acids, anthraquinone, methylanilines) fall in Chapter 29. They are clearly distinguishable from certain crude products covered here, such as phthalocyanines, which are chemically "finished" and require only simple mechanical treatment to acquire their optimum tinctorial strength. Synthetic organic colouring matter may be soluble or insoluble in water. It has almost completely replaced natural organic colouring matter, especially for dyeing or printing textile materials and for dyeing hides or leather, paper or wood. It is also used for the preparation of colour lakes (heading 3205), paints of headings 3208 – 3210, 3212 and 3213, printing ink, writing ink or drawing ink of heading 3215, and for colouring plastics, rubber, waxes, oils, photographic emulsions, etc. Some of these substances are also used as laboratory reagents or in medicine. Substances which are not in practice used for their colouring properties are excluded from this heading, e.g., azulenes (heading 2902); trinitrophenol (picric acid) and dinitro-ortho-cresol (heading 2908); hexanitrodiphenylamine (heading 2921); methyl orange (heading 2927); bilirubin, biliverdin and porphyrins (heading 2933); acriflavine (heading 3824). (II) SYNTHETIC ORGANIC PRODUCTS OF A KIND USED AS FLUORESCENT BRIGHTENING AGENTS OR AS LUMINOPHORES, WHETHER OR NOT CHEMICALLY DEFINED (1) Organic products of a kind used as fluorescent brightening agents are synthetic organic products which absorb
ultraviolet rays and emit visible rays, thus enhancing the apparent whiteness of white articles. They generally consist of stilbene derivatives. (2) Organic products of a kind used as luminophores are synthetic products which, under the action of light rays, produce a luminescent or fluorescent effect. Some of these products also have the character of a dye. An example of such luminophores is rhodamine B in plastics, which produces a red fluorescence. Such a product is usually in the form of a powder. Most organic products of a kind used as luminophores (e.g., diethyl dihydroxyterephthalate and salicylaldazine) are not colouring matter. They are added to colouring pigments to enhance their brightness. These products are classified in this heading even if they are chemically defined, but the same products in a non-luminescent form (e.g., less pure, with a different crystalline structure) are excluded (Chapter 29). Thus, salicylaldazine used as a blowing agent in the manufacture of rubber falls in heading 2928. Organic products of a kind used as luminophores, mixed together or with synthetic organic colouring matter, are classified in this heading. However, when mixed with inorganic pigments, they are excluded from this heading (see heading 3206). Subheading Explanatory Notes. Subheadings 3204 11 to 3204 19 Synthetic organic colouring matter and preparations based thereon, as specified in Note 3 to this Chapter, are subdivided according to their field of application. The products of these subheadings are described below. Disperse dyes are mainly water-insoluble non-ionic dyes which are applied to hydrophobic fibres from an aqueous dispersion. They are used on polyester, nylon or other polyamide fibres, acetate or polyacrylonitrile fibres, and for the surface dyeing of certain thermoplastics. Acid dyes are water-soluble anionic dyes which are used on nylon, wool, silk, modacrylic fibres or for dyeing leather. Mordant dyes are water-soluble compositions which require the use of a mordant (e.g., chromium salts) to bind them to textile fibres. Basic dyes are water-soluble cationic dyes which are used on modacrylic fibres, on modified nylon or modified polyester fibres, or on unbleached paper. They were originally intended for dyeing silk, wool or tannin-mordanted cotton, where brightness of shade was valued more highly than fastness. Some basic dyes show biological activity and are used in medicine as antiseptics. Direct or substantive dyes are water-soluble anionic dyes which, in aqueous solution in the presence of electrolytes, play an important role in the dyeing of cellulosic fibres. They are used for dyeing cotton, regenerated cellulose, paper, leather and, to a lesser extent, nylon. In order to improve the fastness
dyes, fabrics to be directly dyeed, are often subjected to subsequent processing, such as diazotation and in situ azocombination, chelato formation with metal salts, or formaldehyde treatment. Cube dyes are insolates orimable in water dyes, reduced in an alkaline bath to a water-soluble leukoform, in which they are used mainly on cellulose fibers, after which they are re-oxidized to an insoluble ketoform with color. Chemically active dyes are dyes that attach to fibers, usually cotton, wool or nylon, due to reactions with functional groups of fiber molecules to form a covalent bond. Pigments are synthetic organic dyes that retain their crystalline form or the shape of microparticles throughout the application process (as opposed to dyes that lose their crystalline structure when dissolved or evaporated, although they are able to melt their former shape at a later stage of the dyeing process). These include insoluble metal salts or some of the aforementioned dyes. Subheading 3204 19, inter alia, covers: – mixtures described in note 2 to this chapter; – dyes soluble in organic media, which dissolve in organic solvents and are used for dyeing synthetic fibers, for example, nylon, polyester or acrylonitrile fibers, or are used in gasoline, varnishes, herbs, printing ink, or carcasses, waxes, etc. Some of these synthetic organic dyes have two or more uses that fall under different subheadings. They are dealt with as follows: – those which as presented may be used as both cube dyes and pigments are considered as cube dyes in subheading 3204 15; – others which may potentially be dealt with in two or more specific subheadings 3204 11 to 3204 17 are to be included in the last suitable subheading; – those which may potentially be dealt with in one of the specific subheadings 3204 11 to 3204 17 and in subheading 3204 19 are to be included in the specific subheading. Mixtures of synthetic organic dyes and preparations derived therefrom are classified as follows:—Mixtures of two or more products of the same subheading shall be included in the same subheading;—Mixtures of two or more products of different subheadings (32 04 11 to 3204 19) shall be included in standby subheading 3204 19. Optical bleaches, sometimes referred to as "bleaches", are not included in subheadings 3204 11 to 3204 19, as they are more in conformity with specific subheading 3204 20.
