3825 61 — Wastes from chemical or allied industries, mainly containing organic constituents (excl. anti-freeze fluids)

Wastes from chemical or allied industries, mainly containing organic constituents (excl. anti-freeze fluids)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

3825 Residual products of the chemical or allied industries, not elsewhere specified or included; municipal waste; sewage sludge; other wastes specified in Note 6 to this Chapter: 3825 10 – Municipal waste 3825 20 – Sewage sludge 3825 30 – Clinical waste – Waste organic solvents: 3825 41 – – Halogenated 3825 49 – – Other 3825 50 – Wastes of metal pickling liquors, hydraulic fluids, brake fluids and anti-freeze fluids – Other wastes from chemical or allied industries: 3825 61 – – Mainly containing organic constituents 3825 69 – – Other 3825 90 – Other

(a) Residual products of chemical or related industries, in another place not named or included (1) Basic iron oxide for gas purification (in particular coal gas) containing crude trivalent iron oxide obtained as a by-product of the process of extracting aluminum from bauxite. These byproducts also contain sodium carbonate, silicon dioxide, etc. (2) Residues from the production of antibiotics (called "tortillas") with very low antibiotic content, suitable for use in the preparation of combined animal feed. (3) Ammonia liquids obtained as a water part of untreated coal tar condensed from coal gas, and obtained also by absorption of ammonia from coal washing waters. They are usually concentrated before transportation. These are brownish liquids used in the production of ammonium salts (in particular, ammonium sulfate) and purified and concentrated aqueous solutions of ammonia. (4) After most of the ammonia is extracted by water, coal gas is chemically purified by passing through a mass usually consisting of swamp ore or hydrated iron (III) oxide, sawdust and calcium sulfate. This mass removes some pollution from the gas.

(Hydrogen sulfide, hydrocyanic acid, etc.). After the cleaning process, the waste gas treatment mass contains a mixture of sulfur, Berlin azure, a small amount of ammonium salts and other substances and is known as the spent mass of the iron ore gas cleaner. This mass is usually in the form of powder or granules, from greenish to brownish, has an unpleasant odor and is used mainly as a source of sulfur and cyanides (in particular, Berlin azure) and as a fertilizer or insecticide. (5) Residues from the treatment of flue gases produced by power plants by means of limestone-gypsum desulfurization. These residues in solid form or in the form of a liquid cement solution can be further processed and used as a substitute for natural gypsum in the production of gypsum plates. However, purified calcium sulphate separated from these residues is excluded (heading 2833). (B) CITY WASTE This heading also includes municipal waste collected from houses, hotels, restaurants, hospitals, shops, offices, etc., road and sidewalk debris, and construction and demolition waste. Urban waste usually contains a variety of materials, such as plastic, rubber, wood, paper, fabrics, glass, metals, food waste, broken furniture and other damaged or discarded items. Individual materials or items isolated from waste (such as plastics, rubber, wood, paper, fabrics, glass or metals and spent batteries) and industrial waste are excluded and fall into the corresponding headings of the Nomenclature. (For industrial waste from chemical or related industries, see paragraph (D) below.) These materials or articles, but sorted, must also be included in the headings concerned. (C) Wastewater sludge is sludge produced in urban wastewater treatment plants, including pretreatment waste, washing water and unstabilized sludge. This heading does not cover stabilized sludge if it is suitable for use as fertilizer (Chapter 31). However, this heading covers wastewater sludges containing other materials harmful to agriculture (e.g. heavy metals) and rendering stabilized sludges unfit for use as fertilizers. (D) Other wastes referred to in NOTE 6 to this Chapter This heading also includes a wide variety of other wastes referred to in Note 6 to this Chapter. They include: (1) Clinical waste, which is contaminated waste resulting from scientific research in the field of medicine, diagnostic, curative or other medical, surgical, dental or veterinary procedures. Such wastes often contain pathogens, pharmaceuticals, and body fluids, and require special disposal procedures (e.g., contaminated clothing, used gloves, and syringes).

(2) Waste organic solvents, generally resulting from cleaning and washing processes and containing mainly organic solvents, not usable in their original state for further use as primary products, whether or not intended for the recovery of the solvents. Wastes containing mainly petroleum oils or those obtained from bituminous minerals are excluded (heading 2710). (3) Wastes of metal pickling liquors, hydraulic fluids, brake fluids and anti-freezing fluids, unfit for further use in their original state as primary products. They are generally used for the recovery of the primary products. However, the heading excludes ash and residues from waste metal pickling liquors, of a kind used for the recovery of metals or metal compounds (heading 2620), and waste hydraulic fluids and brake fluids containing mainly petroleum oils or those obtained from bituminous minerals (heading 2710). (4) Other wastes from the chemical or allied industries. This category covers, inter alia, wastes from the production, formulation and use of inks, printing inks, dyes, pigments, paints, lacquers and varnishes, other than municipal waste and spent organic solvents. They are generally heterogeneous mixtures which may vary from liquid to semi-solid dispersions in aqueous or non-aqueous media with a wide range of viscosities. They are unfit for further use as presented. However, the heading excludes slag, ash and residues from the wastes from the production, formulation and use of inks, printing inks, dyes, pigments, paints, lacquers and varnishes, used for the recovery of metals or their compounds (heading 2620), and wastes containing mainly petroleum oils or those obtained from bituminous minerals (heading 2710). The heading also excludes: (a) slag, ash and residues containing metals, arsenic or their mixtures, of a kind used in industry for the extraction of arsenic or metals or for the manufacture of their compounds (heading 2620); (b) ash and residues from the incineration of municipal waste (heading 2621); (c) terpenic by-products from the deterpenation of essential oils (heading 3301); (d) residual lyes from the manufacture of wood pulp (heading 3804).
