Waste of wool or of fine or coarse animal hair, incl. yarn waste (excl. garnetted stock, waste of hair and bristles used in the manufacture of brooms and brushes, and of horsehair from the mane or tail)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5103 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

Generally, this heading covers all waste (other than cleaved raw materials) of wool or fine or coarse animal hair, that is, waste obtained in the process of successive treatment, turning untreated wool or hair into washed, combed, spinned, weaved, knitted, etc. products. The principal wastes included in this heading are: (1) Waste combing, scratching or other processes of preparation for spinning, such as: comb wool, of great importance, containing short fibers removed in the process of combing; tearing of canvases and tapes, small pieces of waste of paddle comb; weed and combed "shoddy", waste collected in the process of scratching; fibers obtained by cleaning the rollers of comb machines and known as the eyeballs. (2) Spinning waste, such as ragged, knotted or tangled yarn collected as waste in spinning, torsion, winding, weaving, knitting, etc. (3) Waste, such as sorting waste and washing waste, collected from the bottoms of washing baths or from lattices of washing machines. (4) Waste, such as hair and wool of old mattresses. Some of this waste may be soaked in oil from machines or mixed with dust or other impurities (e.g. natural contaminants of spruce origin). This waste according to the type and quality can be used for spinning, padding, etc. Their inclusion in this heading is independent of carbonisation, bleaching, dyeing, etc. This heading does not cover: (a) horsehair waste (heading 0511);

(b) wool (heading 3005 or 5601); (c) wastes of animal wool or hair suitable only for use as fertilizer (heading 31); (d) cleaved raw materials of wool or fine or coarse animal hair (heading 5104); (e) wastes of cardio or combing of wool or fine or coarse animal hair (heading 5105); (f) textile down and dust and nodules (heading 5601).
