5308 20 90 — Hemp yarn put up for retail sale

Hemp yarn put up for retail sale

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5308 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

5308 yarn of other vegetable textile fibers; paper yarn: 5308 10 – yarn of fibers of coconut nut 5308 20 – yarn of hemp 5308 90 – other

(A) Yarn of other vegetable textile fibres. This category covers yarn, single or multiple (folded or cabled), obtained by spinning true hemp fibres of heading 5302, vegetable textile fibres of heading 53 05 or vegetable fibres not falling in Section XI (in particular, fibres of Chapter 14, e.g., kapok or istle). However, if the yarn meets the definition of twine, cordage, ropes or cables (see Part (I) (B) (2) of the General Explanatory Note to Section XI), it falls in heading 5607. True hemp yarn is used for making sewing thread (e.g., in the manufacture of footwear and leather goods) or in weaving. Yarn is classified here whether or not put up for retail sale and whether or not treated as described in Part (I) (B) (1) of the General Explanatory Note to Section XI. Metallised yarn, including yarn of this Chapter combined with metal thread in any proportion, is excluded from this heading (heading 5605). (B) Paper yarn. This category covers yarn, single or multiple (folded or cabled), of paper. It is classified in this heading whether or not put up for retail sale and whether or not it meets the definition of twine, cordage, ropes or cables, except for plaited cordage, ropes and cables. Yarn is classified here whether or not it has undergone the treatment described in Part (I) (B) (1) of the General Explanatory Note to Section XI.

Single yarn is obtained by twisting or rolling long narrow strips of moist paper (sometimes coated); multiple (folded or cabled) yarn is obtained from single yarn by folding two or more together. The heading excludes: (a) Paper folded once or more lengthwise (Chapter 48); (b) Paper yarn with metal thread or covered with metal by any process (metallised yarn) (heading 5605); (c) Paper yarn reinforced with metal, and plaited cordage, ropes and cables of paper yarn (heading 5607).
