5404 12 — Polypropylene monofilament of >= 67 decitex and with a cross sectional dimension of <= 1 mm (excl. elastomers)
Polypropylene monofilament of >= 67 decitex and with a cross sectional dimension of <= 1 mm (excl. elastomers)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

Explanatory notes to heading 5404 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5404 Mononity synthetic linear density 67 detex or more and with a cross-sectional size of not more than 1 mm; flat and similar threads (for example, artificial straw) from synthetic textile mother ales with a width of not more than 5 mm: - monofilaments: 5404 11 - - elastomeric 5404 12 - - other polypropylene 5404 19 - - other 5404 90 - other
This heading covers: (1) Synthetic monofilament. These are extruded from spinnerets as single filaments. They fall in this heading only if they measure 67 decitex or more and their cross-sectional dimension does not exceed 1 mm. Monofilament of this heading may be of any cross-sectional shape and may be obtained not only by extrusion through spinnerets but also by splitting or fusing. (2) Strip and the like of synthetic textile materials. The strip of this heading consists of strips of a width not exceeding 5 mm, either produced by extrusion through spinnerets or cut from wider strips, bands or sheets. Provided that their apparent width (i.e., in the folded, flattened, compressed or twisted condition) does not exceed 5 mm, the heading also covers: (i) strip folded along its length; (ii) flattened tubes, whether or not folded along their length; (iii) strip and articles referred to in items (i) and (ii) above, compressed or twisted. Where the width (or apparent width) is not uniform, the average width is taken for classification purposes. The heading also covers multiple (folded) or cabled strip and the like. All these products are usually of great length, but they fall in this heading even if cut into short lengths, whether or not put up for retail sale. According to their various characteristics, they are used in the manufacture of brushes, sports rackets, fishing lines, surgical sutures, upholstery materials, belts, headgear, braids, etc. The heading excludes: (a) sterile synthetic monofilament (heading 3006); (b) synthetic monofilament of which any cross-sectional dimension exceeds 1 mm, or strip and flattened tubes (including strip and flattened tubes folded along their length), whether or not compressed or twisted (e.g., artificial straw), provided that their apparent width (i.e., in the folded, flattened, compressed or twisted condition) exceeds 5 mm (Chapter 39); (c) synthetic monofilament of less than 67 decitex, of heading 5402; (d) strip and the like of Chapter 56;
(e) synthetic monofilaments with hooks attached and whether otherly manufactured fishing forests (heading 9507); (f) prepared assemblies and bundles for the manufacture of brush articles (heading 9603).

Notes to chapter 54 — Man-made filaments; strip and the like of man-made textile materials 2 items
Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Throughout the nomenclature, the term ‘man-made fibres’ means staple fibres and filaments of organic polymers produced by manufacturing processes, either:
(a) by polymerisation of organic monomers to produce polymers such as polyamides, polyesters, polyolefins or polyurethanes, or by chemical modification of polymers produced by this process (for example, poly(vinyl alcohol) prepared by the hydrolysis of poly(vinyl acetate)); or
(b) by dissolution or chemical treatment of natural organic polymers (for example, cellulose) to produce polymers such as cuprammonium rayon (cupro) or viscose rayon, or by chemical modification of natural organic polymers (for example, cellulose, casein and other proteins, or alginic acid), to produce polymers such as cellulose acetate or alginates. The terms ‘synthetic’ and ‘artificial’, used in relation to fibres, mean: synthetic: fibres as defined at (a); artificial: fibres as defined at (b). Strip and the like of heading 5404 or 5405 are not considered to be man-made fibres. The terms ‘man-made’, ‘synthetic’ and ‘artificial’ shall have the same meanings when used in relation to ‘textile materials’.
2. Headings 5402 and 5403 do not apply to synthetic or artificial filament tow of Chapter 55.
