The term "safety glass" refers only to the types of glass described below and does not apply to protective glass, for example, conventional reinforced glass and selectively absorbent glass (e.g., light-shielding or X-ray impermeable glass). (A) Toughened (tempered) glass. This category includes: (1) Glass obtained by reheating pieces of stacks until softening, but still retaining the original shape. The glass is then quickly cooled in an appropriate manner (thermally hardened glass). (2) Glass whose strength, durability and ductility are significantly enhanced by complex physicochemical treatment (e.g., ion exchange), which may result in changes in the surface structure of the glass (commonly known as "chemically strengthened glass"). This type of glass is not subject to processing after manufacture due to the internal stresses formed during the quenching process, and, therefore, it is made in advance of the required shapes and sizes. (B) Laminated glass. Safety glass of this type, commonly known as laminated glass, sandwich glass, etc., is made in the form of "sen dvicha", with one or more intermediate layers of
plastics between two or more sheets of glass. The plastic interlayer usually consists of films of cellulose acetate, vinyl or acrylic products. Complete adhesion is obtained by considerable heating and pressing, sometimes after a special bonding agent has been sprayed onto the inner faces of the glass sheets. Another method consists of forming the plastic film directly on the glass sheets; the glass sheets are then bonded together in the course of heating and pressing. The characteristic feature of toughened safety glass is that, after a sharp blow, it breaks into small fragments without sharp edges, or even crumbles, which reduces the risk of injury from flying pieces of glass. Laminated safety glass usually cracks without forming splinters, but in the case of a sufficiently heavy blow breaking the glass, the flying splinters are usually not large enough to cause serious injury. For special purposes, wire mesh may be incorporated in laminated glass, or the plastic interlayers may be coloured. These qualities allow the said kinds of glass to be used for making windscreens and windows of motor vehicles, doors, ships' portholes, protective goggles for workers or drivers, eyepieces for gas masks or divers' helmets. Bullet-proof glass is a special kind of laminated glass. This heading makes no distinction between unshaped and shaped glass (e.g., concave or curved glass). However, curved safety glass having the character of watch glasses or sun-glasses falls in heading 7015. Multiple-walled insulating glass, e.g., consisting of two sheets of glass with an interlayer of glass fibres, falls in heading 7008. Articles of toughened (tempered) glass and of glass-ceramics, other than those mentioned above, are classified in each individual case according to their nature (e.g., drinking glasses of toughened glass, borosilicate ovenware and glass-ceramic plates fall in heading 7013). 2. For headings 7003, 7004 and 7005:
(a) the glass is not considered to be “treated” by whatever processes it undergoes prior to annealing;
(b) the cutting of the glass in its shape does not change its classification as sheet glass;
(c) the term “absorbing, reflective or non-reflective layer” means a microscopically thin coating with a metal or chemical compound (e.g., a metal oxide) that absorbs, for example, infrared radiation or improves the reflectivity of the glass while maintaining its degree of transparency or transmittance; or that prevents light from reflecting from the surface of the glass.
3. Articles falling within heading 7006 are also included where they have the character of finished articles.
4. For the purposes of heading 7019, the term “glass” means:
(a) mineral wool with a content of silica (SiO2) not less than 60 wt.%;
(b) mineral wool with a content of silica (SiO2) less than 60 wt.%, alkali metal oxide (K2O or Na2O) more than 5 wt.% or boron oxide (B2O3) more than 2 wt.%.
Other types of mineral wool are classified in heading 6806.
