This heading covers the following types of articles, most of which are obtained by pressing or blowing in moulds: (1) Table or kitchen glassware, e.g., drinking glasses, goblets, beer mugs, decanters, feeding bottles, jugs, plates, salad bowls, sugar bowls, sauce-boats, fruit and cake stands, hors d'oeuvres dishes, bowls, basins, egg-cups, butter dishes, oil or vinegar cruets, dishes (for serving, cooking, etc.), sauté pans, saucepans, trays, salt cellars, sugar dispensers, knife and fork rests, mixers, table bells, coffee-pots and coffee filters, sweetmeat dishes, kitchen measuring glasses, plate warmers, stands for hot dishes, certain parts of household mixers, lids for coffee mills, cheese dishes, lemon squeezers, ice buckets. (2) Toilet articles, such as soap dishes for bar and liquid soap, toilet buckets, hooks and rails (for towels, etc.), powder boxes, perfume bottles, parts of toilet sprays (other than heads) and toothbrush holders. (3) Office glassware, such as paperweights, desk sets and inkwells, book-ends, paper-clip boxes, pen rests and ashtrays. (4) Glassware for indoor decoration and other glassware (including church and similar articles), e.g., vases, ornamental fruit bowls, statuettes, fancy articles (in the form of animals, flowers, foliage, fruit, etc.), table centres (other than those of heading 7009), aquaria, incense burners, etc., and souvenirs bearing pictures. These articles may be of ordinary glass, of lead crystal, of glass having a low coefficient of linear expansion (e.g., borosilicate glass) or of glass-ceramics (the last two kinds being used, in particular, for kitchenware). The articles may be colourless, coloured or of flashed glass, cut, frosted, etched or engraved or otherwise decorated. They may also be of mirror glass (e.g., certain trays fitted with handles). Table centres of ordinary mirror, however, are excluded from this heading (see the Explanatory Note to heading 7009). However, the heading covers ornamental articles which have the shape of a mirror but cannot be used as mirrors because of a printed design; otherwise they fall in heading 7009. Glassware combined with other materials (base metal, wood, etc.) falls in this heading only if the glass wholly determines its character. Precious metal or metal clad with precious metal may be present only as minor trimmings;

articles in which these metals are used other than as mere trimmings are excluded from this heading (heading 7114). The heading also excludes: (a) glass mirrors, framed or not (heading 7009); (b) bottles, flasks, jugs and pots, of a kind generally used for the commercial conveyance or packing of goods, and preserving jars (heading 7010); (c) stained glass windows and similar articles (heading 7016); (d) articles of heading 7018 intended for interior decoration (e.g., articles imitating flowers and foliage, made of glass beads, and ornaments of lamp-worked glass); (e) clock cases (heading 9112); (f) lamps and lighting fittings and parts thereof, of heading 9405; (g) scent sprayers and similar toilet sprayers (heading 9616); (h) vacuum flasks and other vacuum vessels of heading 9617.

1. This group does not include:

(a) the goods of heading 3207 (e.g. vitreous enamels and glazes, vitreous fritta, other glass in powder, granules or flakes);

(b) articles of Chapter 71 (for example, jewelry);

(c) fiber optic cables of heading 8544, electrical insulators (heading 8546) or fittings of insulating materials of heading 8547;

(d) front windshields, rear windows and other framed windows for vehicles of Chapters 86 to 88;

(e) front windshields, rear windows and other windows, whether or not framed, containing heating or other electrical or electronic devices for vehicles of Chapters 86 to 88;

(f) optical fibers, optically processed optical elements, subcutaneous injection syringes, artificial eyes, thermometers, barometers, hydrometers or other articles of Chapter 90;

2. For headings 7003, 7004 and 7005:

(a) the glass is not considered to be “treated” by whatever processes it undergoes prior to annealing;

(b) the cutting of the glass in its shape does not change its classification as sheet glass;

(c) the term “absorbing, reflective or non-reflective layer” means a microscopically thin coating with a metal or chemical compound (e.g., a metal oxide) that absorbs, for example, infrared radiation or improves the reflectivity of the glass while maintaining its degree of transparency or transmittance; or that prevents light from reflecting from the surface of the glass.

3. Articles falling within heading 7006 are also included where they have the character of finished articles.

4. For the purposes of heading 7019, the term “glass” means:

(a) mineral wool with a content of silica (SiO2) not less than 60 wt.%;

(b) mineral wool with a content of silica (SiO2) less than 60 wt.%, alkali metal oxide (K2O or Na2O) more than 5 wt.% or boron oxide (B2O3) more than 2 wt.%.

Other types of mineral wool are classified in heading 6806.

5. Throughout the Nomenclature, the term “glass” means fused quartz and other fused silica.
