7015 — Clock or watch glasses and similar glasses, glasses for non-corrective or corrective spectacles, curved, bent, hollowed or the like, but not optically worked, hollow glass spheres and their segments, for the manufacture of such glasses (excl. flat glass for such purposes)

Clock or watch glasses and similar glasses, glasses for non-corrective or corrective spectacles, curved, bent, hollowed or the like, but not optically worked, hollow glass spheres and their segments, for the manufacture of such glasses (excl. flat glass for such purposes)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7015 Clock or watch glasses and similar glasses, lenses for corrective or non-corrective spectacles, curved, bent, hollowed or the like, not optically worked; hollow glass spheres and their segments, for the manufacture of such glasses: 7015 10 – Glasses for corrective spectacles 7015 90 – Other

This heading includes: (A) Curved, recessed or similar glass, of any shape or size, with or without parallel surfaces, used as watchglasses; all similar glass frames for photographs and the like, for medallions, hygrometers, barometers and similar appliances are also included. This heading therefore covers glazing generally intended to protect the scale or surfaces of the articles in question, even when in some cases these glazings are intended for the manufacture of laboratory inspection glasses or for the manufacture of mirrors. When the glasses described above do not have parallel surfaces, they may still have certain optical properties, but if the primary function of the glass elements of heading 7014 is to provide the desired optical effect, the principal function of the articles referred to in this paragraph is the protective function. (B) Curved or similar glasses for non-vision correcting glasses (for example, for sunglasses and other protective glasses), that is, as a rule, glass of inferior quality compared to glasses used in vision corrective glasses.

Usually, these glass and rub parallel surfaces and are not actually designed for optical processing. However, if they have been optically treated, they are not included in this heading (heading 9001). The glass described in points (A) and (B) are usually made in the following ways: (1) A hollow sphere with a diameter usually not more than 80 cm is blown out. This sphere is then divided into three or four parts, which in turn are divided by a diamond-tipped compass into small segments. Then, in the shape of the edges of each segment are folded under pressure at high temperature. (2) Small squares or discs are cut from flat glass. They are then bent by softening in a concave form, or rotating on a circle when exposed to high temperature, or hot pressing in a mold. (3) Molten glass is poured directly into the form of a mechanical press. (4) On one of the surfaces of a round or rectangular (including square) flat glass, a notch is carved in order to leave room for the hands of the clock. In addition to glasses formed for their intended use (round, oval or rectangular, including square), this heading also includes hollow spheres and segments resulting from the process described in paragraph (1) above. (C) Glass (including blanks, i.e. pieces of glass, simply pressed or cast, but not optically processed) for vision corrective glasses. In most cases, for the manufacture of such glasses, glass obtained by pressing molten glass into blanks, usually in the form of ready-made lenses, is used. Occasionally, lens blanks are obtained by slicing the sheet glass obtained by rolling or pulling, and then by softening the cut pieces of glass in the oven before compressing them into blanks. The workpieces obtained by any of these methods require additional processing, mainly polishing, before they can be used as vision corrective lenses. This heading covers blanks for lenses of vision correcting glasses, that is, simply molded and not optically processed products. Before forming glass of this type falls in heading 7003, 7004, 7005 or 7006 respectively. This heading does not cover: (a) flat glass intended for the same purposes (in particular headings 7005, 7006 and 7007); (b) optical elements of heading 7014; (c) glass for watches of all kinds specially designed for work in laboratories (worked in such a way as to ensure airtightness, etc.) (heading 7017); (d) glass for vision corrective glasses or contact lenses optically processed (Chapter 90).

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. This group does not include:

(a) the goods of heading 3207 (e.g. vitreous enamels and glazes, vitreous fritta, other glass in powder, granules or flakes);

(b) articles of Chapter 71 (for example, jewelry);

(c) fiber optic cables of heading 8544, electrical insulators (heading 8546) or fittings of insulating materials of heading 8547;

(d) front windshields, rear windows and other framed windows for vehicles of Chapters 86 to 88;

(e) front windshields, rear windows and other windows, whether or not framed, containing heating or other electrical or electronic devices for vehicles of Chapters 86 to 88;

(f) optical fibers, optically processed optical elements, subcutaneous injection syringes, artificial eyes, thermometers, barometers, hydrometers or other articles of Chapter 90;

(g) luminaires and lighting fixtures, light signs, light plates bearing a name or address or similar articles having an integrated light source or parts thereof of heading 9405;

(h) toys, games, sports equipment, Christmas tree decorations or other articles of Chapter 95 (except glass eyes without doll machinery or other articles of Chapter 95); or

(ij) buttons, assembled vacuum receptacles, sprayers or similar sprayers or other articles of Chapter 96.

2. For headings 7003, 7004 and 7005:

(a) the glass is not considered to be “treated” by whatever processes it undergoes prior to annealing;

(b) the cutting of the glass in its shape does not change its classification as sheet glass;

(c) the term “absorbing, reflective or non-reflective layer” means a microscopically thin coating with a metal or chemical compound (e.g., a metal oxide) that absorbs, for example, infrared radiation or improves the reflectivity of the glass while maintaining its degree of transparency or transmittance; or that prevents light from reflecting from the surface of the glass.

3. Articles falling within heading 7006 are also included where they have the character of finished articles.

4. For the purposes of heading 7019, the term “glass” means:

(a) mineral wool with a content of silica (SiO2) not less than 60 wt.%;

(b) mineral wool with a content of silica (SiO2) less than 60 wt.%, alkali metal oxide (K2O or Na2O) more than 5 wt.% or boron oxide (B2O3) more than 2 wt.%.

Other types of mineral wool are classified in heading 6806.

5. Throughout the Nomenclature, the term “glass” means fused quartz and other fused silica.

1. For the purposes of subheadings 7013 22, 7013 33, 7013 41 and 7013 91, the term “lead crystal” means only glass having a lead monoxide (PbO) content of at least 24 % by weight.
