7020 Other articles of glass

This heading includes articles of glass (including glass parts of various articles) which do not fall in the other headings of this Chapter or in other groups of the Nomenclature.

These articles are included in this heading even if they incorporate materials other than glass, provided they retain the essential character of glass articles. This heading includes: (1) Industrial articles, such as tanks, vats, cylinders or discs for treating hides and skins; protective devices or other appliances; oilers; thread guides; sight glasses and water-level gauge glasses; S-bend tubes; coils; channels and drains for corrosive products (usually of fused quartz or other fused silica); absorption cylinders for hydrochloric, or muriatic, acid and drip tubes. (2) Articles for agriculture (tanks, troughs, etc.) and horticulture (cloches for protecting plants, etc.). (3) Letters, numerals, signs and similar motifs for shop signs and shop windows, whether or not incorporating printed motifs or text (other than those covered by heading 7006, 7009 or 7014, or by heading 9405 if illuminated). (4) Glass inners for vacuum flasks or for other vacuum vessels, other than inners placed in a casing or some other protective cover (complete or partial) in vacuum flasks or other vacuum vessels; such articles fall in heading 9617. These inners are generally made of ordinary glass or of glass having a low coefficient of linear expansion. They are usually more or less cylindrical in shape and double-walled, the inner part being silvered or gilded. The air is evacuated from the space between the walls, which are then sealed. This heading covers only glass inners. They may be finished or unfinished, with or without stoppers or other closures (whether attached or not). (5) Miscellaneous articles such as floats for fishing nets; door handles, cistern chains, etc.; saucers for water colours; bird-cage fittings (seed or water troughs, etc.); display bottles for shops; pipettes, spirit lamps other than those described in heading 7017; castor cups for piano or furniture legs; finished panels and other ornaments of glass mosaic, whether or not framed; lifebuoys and lifebelts. This heading also excludes: (a) glass knobs, handles and similar articles for umbrellas and walking-sticks (heading 6603); (b) insulators and fittings of insulating materials of heading 8546 or 8547; (c) instruments, apparatus and other articles of Chapter 90; (d) articles of Chapter 91 (e.g., glass watch cases, other than covers used for protective purposes only); (e) musical instruments and parts and accessories thereof of Chapter 92 (e.g., fused quartz tuning forks); (f) glass furniture and parts thereof, clearly identifiable as such (Chapter 94); (g) toys, games, Christmas tree decorations, fishing or hunting requisites and other glass articles of Chapter 95; (h) glass articles of Chapter 96 (e.g., buttons; pen-holders; pencil-holders; pen nibs; lighters; scent sprayers; vacuum flasks and other vacuum vessels, complete); (ij) antiques of an age exceeding 100 years (heading 9706).

1. This group does not include:

(a) the goods of heading 3207 (e.g. vitreous enamels and glazes, vitreous fritta, other glass in powder, granules or flakes);

(b) articles of Chapter 71 (for example, jewelry);

(c) fiber optic cables of heading 8544, electrical insulators (heading 8546) or fittings of insulating materials of heading 8547;

(d) front windshields, rear windows and other framed windows for vehicles of Chapters 86 to 88;

(e) front windshields, rear windows and other windows, whether or not framed, containing heating or other electrical or electronic devices for vehicles of Chapters 86 to 88;

(f) optical fibers, optically processed optical elements, subcutaneous injection syringes, artificial eyes, thermometers, barometers, hydrometers or other articles of Chapter 90;

(g) luminaires and lighting fixtures, light signs, light plates bearing a name or address or similar articles having an integrated light source or parts thereof of heading 9405;

(h) toys, games, sports equipment, Christmas tree decorations or other articles of Chapter 95 (except glass eyes without doll machinery or other articles of Chapter 95); or

(ij) buttons, assembled vacuum receptacles, sprayers or similar sprayers or other articles of Chapter 96.

2. For headings 7003, 7004 and 7005:

(a) the glass is not considered to be “treated” by whatever processes it undergoes prior to annealing;

(b) the cutting of the glass in its shape does not change its classification as sheet glass;

(c) the term “absorbing, reflective or non-reflective layer” means a microscopically thin coating with a metal or chemical compound (e.g., a metal oxide) that absorbs, for example, infrared radiation or improves the reflectivity of the glass while maintaining its degree of transparency or transmittance; or that prevents light from reflecting from the surface of the glass.

3. Articles falling within heading 7006 are also included where they have the character of finished articles.

4. For the purposes of heading 7019, the term “glass” means:

(a) mineral wool with a content of silica (SiO2) not less than 60 wt.%;

(b) mineral wool with a content of silica (SiO2) less than 60 wt.%, alkali metal oxide (K2O or Na2O) more than 5 wt.% or boron oxide (B2O3) more than 2 wt.%.

Other types of mineral wool are classified in heading 6806.

5. Throughout the Nomenclature, the term “glass” means fused quartz and other fused silica.
