Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

None: russian bans and restrictions, mandatory labelling, recycling fee, conformity assessment, export control, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 7102 5 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
7102 Diamonds, whether or not worked, but not mounted or set (+): 7102 10 – Unsorted – Industrial: 7102 21 – – Unworked or simply sawn, cleaved or bruted 7102 29 – – Other – Non-industrial: 7102 31 – – Unworked or simply sawn, cleaved or bruted 7102 39 – – Other
Diamond in its pure form is a crystalline allotropic form of carbon with a very high refractive index and degree of dispersion. It's the hardest of them all.
minerals. Owing to these qualities, diamonds are used in the manufacture of jewellery and also for industrial purposes (in particular, in wire drawing). This heading covers both unworked stones and worked stones, e.g., stones worked by cleaving, sawing, bruting, cleaning or tumble polishing, cutting, grinding, polishing, drilling, engraving (including cameos and intaglios), or made up as doublets, provided that they are not set or mounted. This heading excludes: (a) diamond dust and powder (heading 7105); (b) unmounted worked diamonds for sound pick-ups (heading 8522); (c) diamonds worked so as to be recognisable as parts of measuring instruments or other goods of Chapter 90 (Chapter 90). Subheading Explanatory Notes. Subheading 7102 10 Before 'unworked' or 'rough' diamonds are placed on the market as 'industrial' or 'non-industrial', they are sorted by experts guided by technical criteria. The technical criteria include weight (mass) and crystallographic suitability for cutting. The shape, transparency, colour and purity, or quality, of the crystals are also taken into account. This subheading covers lots (i.e., parcels) of such diamonds or single diamonds which have not been subjected to such expert assessment. This subheading also covers groups of unworked diamonds which have been sieved and packed in bags according to size without being submitted for subsequent expert assessment. Subheadings 7102 21 and 7102 29 These subheadings cover the following natural diamonds: (1) Diamonds proper, i.e., transparent or translucent diamonds which, owing to their characteristics, cannot normally be used in jewellery or by goldsmiths or silversmiths. (2) Black diamonds, as well as other polycrystalline diamond aggregates, including 'carbonado', which are harder than transparent diamonds. (3) Bort proper, namely opaque and other diamonds (including waste from the working of diamonds), usually unsuitable for cutting. (4) Diamonds which, owing to their characteristics (colour, purity, or quality, transparency, etc.), are intended for a certain specific use in industry (e.g., dressing tools and wire-drawing dies or diamond anvils), but which are also suitable for use in jewellery. These diamonds are generally intended for setting in tools (diamond-tipped cutters, drilling tools, etc.) or for mounting in tools for the maintenance of machinery, and also in the machinery itself.
Subheading 7102 21 includes: (1) Diamonds in their natural state, that is, as they occur in deposits or extracts from parent rock, sorted in lots or parcels. (2) Diamonds are simply sawn (for example, into thin strips), split (by splitting along the natural plane of the chip), roughed or cleaned or polished in the drum, or having only a small number of polished faces (for example, the so-called "windows", which are mainly made to conduct an expert examination of the internal characteristics of the rough diamond), that is, stones having only a preliminary shape and suitable for further processing. Stripes may also be cut into discs, rectangles, hexagons or octagonal nicks, provided that all surfaces and ribs remain rough, matte and unpolished. (3) Peeled or polished diamonds, the surface of which is made glossy and sparkling by chemical treatment, also known as chemical polishing. Chemical polishing differs from traditional abrasive polishing in that diamonds are not individually fastened, but are loaded into a chemical reactor. (4) Broken or crushed diamonds. Subheading 7102 29 covers polished or drilled diamonds and engraved diamonds (excluding diamonds which are engraved for identification purposes only). Subheadings 7102 31 and 7102 39 These subheadings include natural diamonds which, because of their characteristic features (color, purity, transparency, etc.), are suitable for use by jewelers, gold or silver craftsmen. Subheading 7102 31 includes: (1) Diamonds in their natural state, that is, as they occur in deposits or extracts from the mother genus, sorted in lots or parcels. (2) Diamonds that are simply sawn, split (split in the natural plane of the layers), roughed or have only a small number of polished faces (for example, the so-called "windows", which are mainly made for the purpose of conducting an expert examination of the internal characteristics of the rough diamond), that is, stones that have only a preliminary shape and undoubtedly must be subjected to further processing. (3) Peeled or polished drum-bathed diamonds whose surface is made glossy and sparkling by a chemical treatment known as chemical polishing. Chemical polishing differs from traditional abrasive polishing in that diamonds are not individually mounted and polished in a polished circle, but are loaded into a chemical reactor. Subheading 7102 39 includes: (1) Polished diamonds with numerous flat polished surfaces or faces which do not require further processing for use in jewelry.
(2) Drilled diamonds, engraved diamonds (including cameos and intalias) and diamonds made as doublets or triplets. (3) Diamonds that have been split in the process of processing by polishing, drilling, as well as diamonds that have been split during transportation or storage. Subheading 7102 39 does not cover: (a) diamonds which have only a small number of polished faces (e.g. so-called “windows” which are made for the purpose of carrying out an expert examination of the internal characteristics of rough diamonds) and which are clearly to be further processed; (b) diamonds which have been engraved solely for identification purposes.

2. (A) Headings 7113, 7114 and 7115 do not include articles in which the precious metal or metal clad with the precious metal is present only as minor components, such as fine fittings or minor finishes (e.g. monograms, rims and edgings), and the provisions of point (b) of note 1 do not apply to these articles.
(B) Heading 7116 does not include articles containing precious metals or metals clad in precious metals (other than small constituent parts).
3. This group does not include:
(a) amalgams of precious metals or precious metals in the colloidal state (heading 2843);
