Waste and scrap of precious metal or of metal clad with precious metal; other waste and scrap containing precious metal or precious-metal compounds, of a kind used principally for the recovery of precious metal other than goods of heading 8549: other: of platinum, including metal clad with platinum but excluding sweepings containing other precious metals
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
The zero rate is temporary, valid until Dec 31, 2028 — tariff footnote 111С). After that the rate is 15%.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
7112 Waste and scrap of precious metal or of metal clad with precious metal; other waste and scrap containing precious metal or precious metal compounds, of a kind used principally for the recovery of precious metal: 7112 30 – Ash containing precious metal or precious metal compounds – Other: 7112 91 – – Of gold, including metal clad with gold but excluding waste containing other precious metals 7112 92 – – Of platinum, including metal clad with platinum but excluding waste containing other precious metals 7112 99 – – Other
This heading covers waste and scrap in metallic form, suitable only for the recovery of precious metal or for use as a base for the manufacture of chemical reagents. The heading also covers waste and scrap of various materials containing precious metal or precious metal compounds, of a kind used principally for the recovery of precious metal. It includes, in particular: (A) Ash containing precious metal or precious metal compounds, resulting from the incineration of photographic films, printed circuit boards, etc. (B) Waste and residues from the working of precious metal or of metal clad with precious metal, arising in mints, in the jewellery workshops of goldsmiths and silversmiths, etc., e.g., sweepings, dust, filings, etc., produced by cutting, drilling, working, etc. (C) Scrap in the form of worn-out or damaged articles (tableware, goldsmiths' or silversmiths' wares, catalysts in the form of wire gauze, etc.) no longer fit for their original purpose. This does not apply to articles which can be used again for their original purpose, with or without repair, or to articles which can be converted for use for other purposes without resort to processes for recovering the precious metals. (D) Waste and scrap of photographic plates, films, paper, paperboard or textile materials, containing precious metal either in metallic form or in the form of compounds (e.g., silver halides). (E) Waste and scrap of electronic boards and similar articles, containing precious metal (e.g., gold or silver). (F) Residues from metallurgical, electrolytic and chemical processes, containing precious metal (e.g., slags and sludges from electrolytic refining and electroplating, silver residues from photographic fixing baths).

(a) natural or cultivated pearls or precious or semi-precious stones (natural, artificial or reconstructed); or
(b) from precious metals or metals clad with precious metals.
2. (A) Headings 7113, 7114 and 7115 do not include articles in which the precious metal or metal clad with the precious metal is present only as minor components, such as fine fittings or minor finishes (e.g. monograms, rims and edgings), and the provisions of point (b) of note 1 do not apply to these articles.
(B) Heading 7116 does not include articles containing precious metals or metals clad in precious metals (other than small constituent parts).
3. This group does not include:
(a) amalgams of precious metals or precious metals in the colloidal state (heading 2843);
(b) sterile surgical suture materials, dental filling materials or other products of Chapter 30;

However, this does not apply to metals clad with precious metals, base metals or non-metals coated with precious metals by a galvanic method.
7. Throughout the Nomenclature, the term “precious metal clad metal” means a material made from a metal, on one or more surfaces of which a coating of precious metal is coated by soldering, welding, hot rolling or similar mechanical means. Unless otherwise specified in the context, the term also means a base metal inlaid with a precious metal.
