Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

7113 Articles of jewellery and parts thereof, of precious metal or of metal clad with precious metal: – Of precious metal whether or not plated or clad with precious metal: 7113 11 – – Of silver, whether or not plated or clad with other precious metal 7113 19 – – Of other precious metal, whether or not plated or clad with precious metal 7113 20 – Of base metal clad with precious metal
This heading covers articles of jewellery as defined in Note 9 to this Chapter, wholly or partly of precious metal or of metal clad with precious metal, namely: (A) Small objects of personal adornment (with or without set precious stones), such as rings, bracelets, necklaces, brooches, ear-rings, neck chains, watch chains and other ornamental chains; fobs, pendants, tie-pins and clips, cuff-links, dress-studs, buttons, etc.; religious or other crosses; medals and insignia; hat ornaments (pins, buckles, rings, etc.); ornaments for ladies' or men's bags; buckles and clasps for belts, shoes, etc.; hair-slides, tiaras, combs and other hair ornaments. (B) Articles of personal use normally carried in the pocket, in a lady's or man's bag or on the person, such as cigar or cigarette cases, snuff boxes, spectacle cases, powder boxes, lipstick cases, pocket combs, pill boxes, chain purses, rosaries, key rings. To fall in this heading, these articles must contain precious metal or metal clad with precious metal as more than minor constituents (thus, a base metal cigarette case with a simple gold or silver monogram is still classified as an article of base metal). Subject to this provision, the goods may also contain pearls (natural, cultured or imitation), precious or semi-precious stones (natural, synthetic or reconstructed), imitation stones, or parts of tortoise-shell, mother-of-pearl, ivory, amber (natural or agglomerated), jet or coral. This heading also covers unfinished or incomplete articles of jewellery and identifiable parts of jewellery, provided they contain precious metal or metal clad with precious metal as more than minor constituents, e.g., ornamental elements for setting in rings, brooches, etc. This heading excludes: (a) articles of heading 4202 or 4203 referred to in Note 3 (B) to Chapter 42;
(b) goods of heading 4303 or 4304 (articles of furskin or of artificial fur); (c) footwear, headgear and other articles of Chapter 64 or 65 with parts of materials of this Chapter; (d) imitation jewellery of heading 7117; (e) coins, other than those mounted as articles of jewellery (heading 7118 or Chapter 97); (f) articles of Chapter 90 (e.g., spectacles, lorgnettes, etc., and frames therefor); (g) watches and watch bracelets (Chapter 91); (h) articles of Chapter 96, other than articles of headings 9601 – 9606 or 9615, e.g., fountain pens, stylograph pens, dip pens and recording pens (and parts and fittings thereof); lighters, smoking pipes, cigar or cigarette cases and parts thereof; scent sprayers or similar toilet sprayers, their mounts and heads; (ij) articles of jewellery of an age exceeding 100 years (heading 9706).
