1. In this chapter, and in the case of Notes 1(d), 1(e) and 1(f), throughout the Nomenclature, the following terms mean:
(a) “dividing cast iron” means an alloy of iron with carbon, unfit for forging, containing more than 2 % by weight of carbon and which may contain one or more other elements within the following limits:
- chromium not more than 10% by weight,
- manganese not more than 6 wt.%,
- phosphorus not more than 3 wt.%,
silicon not more than 8 wt.%,
other elements as a whole not more than 10 wt.%;
(b) “mirror cast iron” means an alloy of iron and carbon containing more than 6 % by weight but not more than 30 % by weight of manganese and, for other components, meeting the conditions specified above in point (a) of this note;
(c) "ferroalloys" means alloys in the form of chunks, dugs, chunks or other primary forms obtained by continuous casting, as well as in the form of granules or powders, agglomerated or non-agglomerated, usually used as additives in the manufacture of other alloys or as deoxidants, desulphurators or other similar purposes in ferrous metallurgy and usually unsuitable for forging, containing 4 wt.% or more iron and one or more of the following elements:
- chromium more than 10% by weight,
- manganese more than 30% by weight,
- phosphorus more than 3 wt.%,
silicon more than 8 wt.%,
other elements in the amount of more than 10 wt.%, excluding carbon, provided the copper content does not exceed 10 wt.%;
(d) "steel" means iron-based alloys other than those referred to in heading 7203 which (except for certain types of castings) are malleable and contain 2 % or less carbon by weight. Chromium steels, however, may contain a higher percentage of carbon.
(e) “corrosion-resistant steel” means alloy steel containing 1.2 % or less carbon by weight and 10.5 % or more chromium by weight, with or without other elements;
(f) "other types of alloy steels" means steels which do not fall within the definition of corrosion-resistant steel and contain one or more of the following elements in the following ratios:
aluminium 0.3 wt.% or more,
boron 0.0008 wt.% or more,
chromium 0.3 wt % or more,
cobalt of 0.3 wt.% or more,
- copper 0.4 wt % or more,
lead of 0.4 wt % or more,
Manganese 1.65 wt.% or more,
molybdenum 0.08 wt.% or more,
nickel 0.3 wt % or more,
niobium 0.06 wt.% or more,
silicon 0.6 wt.% or more,
titanium 0.05 wt.% or more,
tungsten 0.3 wt.% or more,
vanadium 0.1 wt.% or more,
zirconia 0.05 wt.% or more,
other elements (other than sulfur, phosphorus, carbon and nitrogen), taken separately, 0.1 wt.% or more;
(g) “ferrous metal ingots for remelting (shield ingots)” – articles roughly cast in the form of ingots without foundry profit or casts or in the form of shells, having obvious surface defects and differing in chemical composition from the converted cast iron, mirror cast iron or ferroalloys;
(h) “pellets” means articles less than 90 % by weight of which are sieved through a sieve of 1 mm cell size and 90 % by weight of which are sieved through a sieve of 5 mm cell size;
(ij) “Semi-finished products” means articles of continuous cross-section obtained from continuous casting, not subjected to or subjected to primary hot rolling; and other articles of continuous cross-section which have not been treated other than primary hot rolling or rough forging, including blanks for corners, shaped or special profiles.
These products are not supplied in rolls;
(k) “flat rolled” means rolled products of a continuous rectangular (other than square) section which do not fall within the definition of (ij) above and are manufactured as follows:
rolls with consecutively wound layers, or
sheets which, with a thickness of less than 4.75 mm, have a width of at least 10 times the thickness and, with a thickness of 4.75 mm or more, have a width exceeding 150 mm and at least two thicknesses.
Flat-rolled products include articles with a relief surface obtained as a result of rolling (for example, having furrows, protrusions, cages, diamonds) or articles perforated, corrugated or polished, provided that they have not acquired the properties of articles included in other headings.
A flat rolled product of any size other than rectangular or square shall be classified as a product of a width of 600 mm or more, provided that it does not have the characteristics of products of other headings;
(l) “hot rolled rods in free coves” means hot rolled products in freely coiled coves having a continuous cross section in the form of circles, circular segments, ovals, rectangles (including squares), triangles or other convex polygons (including “flattened circles” and “altered rectangles”, in which the two opposite sides are convex arcs, and the other two sides are straight, equal in length and parallel). These products may have notches, protrusions, grooves or other deformations obtained during rolling (rebars);
(m) “Other bars” means articles which do not fall within any of the above definitions in (ij), (k) or (l) or the definition of wires having the same continuous cross-section along the entire length in the form of circles, circular segments, ovals, rectangles (including squares), triangles or other convex polygons (including “flattened circles” and “altered rectangles”, in which two opposite sides are convexed arcs, and two equal sides – arcs).
These articles may:
have notches, protrusions, furrows or other deformations obtained during rolling (rebars);
- to be twisted after rolling;
(n) "corners, shaped and special profiles" means articles having the same continuous cross-section along the entire length, which do not fall under any of the definitions in (ij), (k), (l) or (m) or the definition of wire.
This Chapter does not include articles of heading 7301 or 7302.
(o) “wire” means cold-deformed articles in bays having any continuous cross-section of the same length and not falling within the definition of flat-rolled;
(p) "hollow rods for drilling" means hollow rods of any cross-section suitable for drilling, the maximum outer cross-sectional size of which is more than 15 mm, but not more than 52 mm, and the maximum internal size does not exceed 1/2 of the maximum external size. Hollow bars of ferrous metals not complying with this definition are classified in heading 7304.
2. Ferrous metals clad with another ferrous metal are classified as articles of that ferrous metal whose mass prevails.
3. Ferrous metal articles produced by electrolytic deposition, injection molding or sintering shall be classified according to their shape, composition and appearance in the headings of this Chapter for similar hot-rolled articles.
Subheading notes

1. In this chapter, the following expressions have the meanings hereby assigned to them:
(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.
(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.
(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.
(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.
(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.
2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
