7312 — Stranded wire, ropes, cables, plaited bands, slings and the like, of iron or steel (excl. electrically insulated products and twisted fencing wire and barbed wire)

Stranded wire, ropes, cables, plaited bands, slings and the like, of iron or steel (excl. electrically insulated products and twisted fencing wire and barbed wire)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7312 Twisted wire, cables, ropes, wicker cords, slings and similar articles, made of ferrous metals, without electrical insulation: 7312 10 – twisted wire, cables and ropes 7312 90 – other

This heading includes twisted wires obtained by the tight rolling of two or more wires, and cables and ropes of all sizes, which in turn are obtained by twisting such wires together. Provided that they are essentially wire products made of ferrous metals, cables and ropes can be made with cores of plant materials (hemp, jute, etc.) or covered with textile materials, plastic, etc. Cords and ropes generally have a round and feathered section, but this heading also includes cords having a usually rectangular (including square) cross-section obtained by weaving single or twisted wires. This heading covers such ropes, trousers, cords, etc., whether they are cut in length or not cut or provided with hooks, carabins, vertebrae, rings, tips, clips, locks, etc. (provided that they do not thereby acquire the distinguishing features of the articles of other headings), or are combined into single or composite straps, slings, etc. These products are used when lifting loads (with the help of cranes, winches, blocks, lifts, etc.) in mining, quarrying, in maritime affairs, etc.; when towing; as cables; for driving belts; for installing or securing masts, towers, etc.; for fencing; for stone-cutting works (usually three-row wire of special steel), etc. This heading does not cover: (a) barbed wire and loosely twisted double wire for fences, non-pillar (heading 7313); (b) insulated electrical cable (heading 8544); (c) brake cables, accelerator cables and similar cables suitable for use in vehicles, Chapter 87.

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.

2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

Additional note

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.

Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.

Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.

Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
