Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8201 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8201 Hand tools, the following: spades, shovels, mattocks, picks, hoes, forks and rakes; axes, bill hooks and similar hewing tools; secateurs of all kinds; scythes, sickles, hay knives, garden shears, timber wedges and other tools of a kind used in agriculture, horticulture or forestry: 8201 10 – spades and shovels 8201 30 – mattocks, picks, hoes and rakes 8201 40 – axes, bill hooks and similar hewing tools 8201 50 – secateurs and similar one-handed shears (including poultry shears) 8201 60 – hedge shears, pruners and similar two-handed shears 8201 90 – other hand tools of a kind used in agriculture, horticulture or forestry
This heading covers hand tools used mainly in agriculture, horticulture or forestry, although some of them may also be used for other purposes (e.g., for road work, excavation work, mining, quarrying, carpentry or household use). The heading includes: (1) Spades and shovels, including household coal shovels and special types of spades (e.g., trenching tools for campers, soldiers, etc.). (2) Forks. (3) Mattocks, picks, hoes and rakes, including lawn rakes, combined rake-cultivators, grubbers, weeders and cultivators. (4) Axes, bill hooks and similar hewing tools, including woodcutters' axes, hatchets, choppers, splitting axes, adzes, saws and cutters. (5) Secateurs and similar one-handed shears (including poultry shears). These tools usually consist of two handles pivoted together at about three-quarters of their length. One of the handles often has a concave and the other a convex cutting edge at the end ("parrot beak"); moreover, they differ from the scissors of heading 8213 in that they have no finger rings. These tools are almost always fitted with a spring which opens the handles after cutting, and with a hook or other catch which allows them to be easily opened or closed with one hand. One hand is sufficient for cutting, and these tools have a very powerful action. The heading covers garden secateurs, flower or fruit gatherers; vine-pruning shears with narrow wedge-shaped blades, etc. The heading does not, however, cover pruning-type scissors which have secateur blades and finger rings (see the Explanatory Note to heading 8213). (6) Hedge shears, pruners and similar two-handed shears, including lawn shears and lopping shears. (7) Other hand tools of a kind used in agriculture, horticulture or forestry. This group covers scythes, sickles (including sack or sheaf hooks), hay or straw cutters of all types; dibbers, seeders, hole-diggers, trowels and seedling transplanters; fruit pickers; cow combs, horse-curry combs and pig scrapers; bark scrapers and knives; timber wedges, lumbermen's log-handling equipment (hooks, grabs, log tongs, cant hooks); lawn edgers; sheep shears. All these tools fall in this heading whether or not they have handles. The heading also covers identifiable parts of such tools, of base metal. The heading further excludes: (a) ear-marking pliers for sheep and other animals (heading 8203); (b) road or stone splitters; anvils for straightening scythe blades (heading 8205); (c) pruning knives (heading 8211);
(d) garden rinks, harrows, hay or grass mowers and similar devices, including devices which are pushed or pulled by hand (Chapter 84); (e) ice columns (heading 9506).

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:
(a) base metal;
(b) metal carbides or cermets;
(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or
(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.
2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.
3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
