8212 — Non-electric razors and razor blades of base metal, incl. razor blade blanks in strips
Non-electric razors and razor blades of base metal, incl. razor blade blanks in strips
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8212 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8212 Razors and blades for them (including strip blanks for blades): 8212 10 – razors 8212 20 – blades for safety razors, including strip blanks for blades 8212 90 – other parts
This heading includes: (1) Dangerous razors, including separately presented blades (finished or unfinished), and handles of base metal, presented separately.
(2) Safe razors and their parts and blades made of precious metal in finished or unfinished form. (3) Plastic safety razors presented together with blades. This heading also includes non-electric razors for dry shaving and blades, cutting nets and heads for non-electric razors. Workpieces for safety razor blades also fall in this heading if they appear as strips of steel, let go or not, provided that they have holes for the manufacture of safety razor blades or that the blades are cut at the outer edge and can be separated by little pressure. This heading does not cover: (a) plastic safety razors presented without blades (heading 3924); (b) electric razors and heads, blades and cutting nets of such razors (heading 8510).

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:
(a) base metal;
(b) metal carbides or cermets;
(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or
(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.
2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.
3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
