8214 — Articles of cutlery, n.e.s., e.g. hair clippers, butchers' or kitchen cleavers, choppers and mincing knives and paperknives of base metal; manicure or pedicure sets and instruments, incl. nail files, of base metal

Articles of cutlery, n.e.s., e.g. hair clippers, butchers' or kitchen cleavers, choppers and mincing knives and paperknives of base metal; manicure or pedicure sets and instruments, incl. nail files, of base metal

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

This heading covers: (1) Paper knives, letter openers, erasing knives, pencil sharpeners (including pocket sharpeners) and blades therefor, but not pencil sharpening machines of heading 8472. (2) Manicure or pedicure sets and instruments, including nail files (folding or not). Such instruments also include nail cleaners, corn knives and corn pincers, cuticle knives, cuticle pushers, nail nippers and nail scissors. Manicure or pedicure sets are usually put up in boxes, cases, etc., and may contain scissors, non-metallic nail polishers, depilatory tweezers, etc., which, when presented separately, are classified in their appropriate headings. (3) Hair clippers, hand-operated, non-electric. Electric hair clippers with a built-in electric motor fall in heading 8510; mechanical animal clippers, usually mounted on a stand and fitted with a flexible drive, fall in heading 8436. The heading covers not only spare parts for the hair clippers of this heading, but also cutting grids and heads for the mechanical clippers of heading 8436. (4) Special butchers' knives or special kitchen knives and choppers. These articles differ in shape from ordinary knives and may be designed for use with one hand or with both hands.
