Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
12.5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

None: russian bans and restrictions, conformity assessment, dual use, trade defence measures — duty on top of the tariff, tariff quota.

(A) Bells, gongs and analogous non-electrical bells and gongs of base metal. This includes bells for places of worship, schools, public buildings, factories, ships, fire engines, etc.; doorbells; bells calling to the table; hand bells; bells for cattle or other animals; bells for bicycles, scooters, bells for baby carriages; bells for fishing accessories (without any external clamps, braces or other devices installed on them); doorbells, gongs calling to the table, etc. for tourist bells; This heading also covers such metallic parts as tongues, handles and domes (including parts suitable for both electrical and other types of calls). It also includes metal buttons and rotating keys for non-electric doorbells and bells calling to the table. This heading does not include:

(a) frames for hanging church bells, etc., of iron or steel (heading 7308); (b) handles, levers and fittings for mechanical door bells (e.g., headings 7325, 7326); (c) electric bells and other signalling apparatus of heading 8531; (d) clock chimes and gongs (heading 9114); (e) sets of bells and gongs for musical instruments of heading 9206 or 9207; (f) articles incorporating bells, e.g., dog collars (heading 4201), certain musical instruments (e.g., tambourines) (Chapter 92), toys (heading 9503), bells for fishing tackle fitted with external clips, clamps or other attachments (heading 9507). (B) STATUETTES AND OTHER ORNAMENTS This category covers a wide range of ornaments of base metal (whether or not with subsidiary non-metallic parts) designed essentially for outdoor and indoor decoration, e.g., in homes, offices, concert halls, places of religious worship, gardens. It should be noted that this category excludes articles covered by more specific headings of the Nomenclature, even if by their nature or finish they are suitable for ornamental use. It covers articles which have no utility value and are wholly ornamental, and articles whose only usefulness is to contain or support other decorative articles or to add to their decorative effect, for example: (1) Busts, statuettes and other decorative figures; ornaments (including ornaments forming parts of clocks) for mantelpieces, shelves, etc. (animals, symbolic or allegorical figures, etc.); sporting or art trophies (cups, etc.); wall ornaments incorporating fittings for hanging (plaques, plates, trays, medallions, other than those for personal adornment); artificial flowers, rosettes and similar ornamental goods of cast or wrought metal (usually of wrought iron); knick-knacks for shelves or domestic display cabinets. (2) Articles of religious use, such as reliquaries, chalices, monstrances or crucifixes. (3) Table bowls, vases, pots, jardinieres (including those of cloisonné enamel). The list also includes, subject to the conditions stated below, certain articles of the following two categories, even if they have a utility value: (A) Household articles potentially falling in the specific headings covering such goods (i.e., headings 7323, 7418 and 7616), or in the headings covering "other articles" (e.g., in the case, in particular, of goods of nickel and tin). These household articles are usually designed essentially for practical purposes, and any decoration of them is usually secondary and does not diminish their utility. If, therefore, such decorated articles serve a useful purpose no less than their ordinary counterparts, they are classified with household goods rather than in this group. However, if the utility of the article is clearly subordinated to its ornamentation or fanciful character, it should be classified here, e.g., trays so ornately decorated that their utility is practically reduced to nil; decorative

articles incorporating a tray or receptacle used as a decorative plate or ashtray, whose practical use is of a secondary character; articles on a reduced scale having no practical value (miniature kitchen utensils). (B) Articles, other than household articles, which would otherwise fall in the "basket" headings at the end of each metal Chapter (e.g., smokers' sets, jewel caskets, cigarette boxes, incense holders, incense burners, match holders). These goods are included in this group if they are clearly designed essentially for decorative purposes. (C) PHOTOGRAPH, PICTURE OR SIMILAR FRAMES; MIRRORS OF BASE METAL This category covers base metal frames for photographs, pictures, mirrors, etc., of all kinds and sizes. They fall in this category if they have supports or backs of paperboard, wood or other material. It covers frames with plain glass, but glass mirrors with metal frames are excluded (heading 7009). Reproductions and photographs presented in base metal frames also fall in this heading if the essential character of the article as a whole is given by the frame; otherwise such articles fall in heading 4911. As regards framed paintings, drawings, pastels, collages and similar decorative plaques and original engravings, prints and lithographs, for the purpose of determining whether the framed articles are to be classified as a whole or the frames are to be classified separately, see Note 5 to Chapter 97 and the Explanatory Notes to headings 9701 and 9702. This category also covers metal mirrors (other than optical elements, see the Explanatory Notes to headings 9001 and 9002), e.g., wall or pocket mirrors and rear-view mirrors, usually made of steel, or of steel or brass electroplated with chromium, nickel or silver. They may be framed, backed or fitted with stands, or be presented with cases or straps of leather, textile or other materials. The heading further excludes: (a) railings and balustrades of iron or steel or of other metals (e.g., heading 7308); (b) knives, spoons, forks, etc. (Chapter 82); (c) locks and parts thereof (heading 8301); (d) mountings and fittings for furniture, doors, staircases and windows (heading 8302); (e) instruments and apparatus of Chapter 90 (e.g., barometers and thermometers, even if presented essentially in decorative form); (f) clocks and cases therefor, even if the latter are decorative or are, for example, statuettes or similar articles clearly designed to serve as clock cases (Chapter 91); (g) articles of Chapter 94; (h) toys and games (Chapter 95); (ij) table lighters (heading 96 13); scent sprays and similar toilet sprays (heading 9616); (k) works of art, collectors' pieces and antiques (Chapter 97).
