Furnace burners for liquid fuel, for pulverised solid fuel or for gas; mechanical stokers, including their mechanical grates, mechanical ash dischargers and similar appliances: parts

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8416 Fuel burners for liquid fuel, sprayed solid fuel or for gas; mechanical furnaces, including their mechanical grates, mechanical ash removers and similar devices: 8416 10 – Fuel burners for liquid fuel 8416 20 – Other furnace burners, including combined

8416 30 – Mechanical stokers, including their mechanical grates, mechanical ash dischargers and similar appliances 8416 90 – Parts

This heading includes apparatus for mechanical or automatic ignition and maintenance of combustion of furnaces of all types and for the removal of ash and slag. (A) Flow burners of the burner direct the flame directly into the furnace and, if necessary, distribute to the grille and to remove the ash. Types of burners: (1) Heavy fuel burners (nozzles). Heavy fuel is sprayed in the air stream in some cases compressed in the air, in others – high-pressure steam or mechanically (the latter types of devices usually contain an engine, pump and air supercharger). (2) Dust burners. Usually large. A jet of powdered coal is sent to the furnace by air flow, which is also the primary source of air. Burners can sometimes be equipped with a conveyor for transporting coal and a crusher. In other types, coal powder is fed into the furnace by a pulsating jet of high or low pressure steam. (3) Gas burners. They are divided into high pressure burners for use with blowing and low pressure for use with atmospheric pressure air. In both cases, the air and the gas being burned are supplied through concentric or converging tubes. (4) Combined burners. These burners provide simultaneous combustion of liquid fuel, gas and coal trim or any two of the listed fuels. (B) MECHANIC ACTOCS, MECHANIC BELLRICK GRATTERS, MECHANIC AGLETS AND ANALOGICAL DEVICES These mechanical devices serve to supply solid fuel to the furnace or to create a burning layer. Mechanical furnaces and mechanical grates are often combined and are also equipped with devices to automatically remove slag and ash from the furnace, thus making up a fully automatic installation. In other cases, mechanical or automatic units may be combined with non-mechanical elements. (1) Power furnaces. There are many types of furnaces. They usually consist of a loading funnel with various devices, such as Archimedes screw, mechanical shovels, movable pallets, moving pistons with manual or mechanical drive to regulate the amount of coal and feed it to the furnace. Often on these spots set limits on the consumption of coal. This heading includes mechanical furnaces of central heating boilers (including domestic ones). (2) Mechanical grates.

Mechanical lattices of various types are used to evenly distribute coal and move it in the furnace to ensure its uniform combustion. The most common type is based on the principle of crawler tape or has the form of oscillating inclined steps. Often at the ends of the grates, there are devices for removing ash and slag. In other systems, slag and ash are removed by separate mechanical appliances which also fall under this heading. Subject to the general provisions relating to classification and parts (see the general provisions of Section XVI), parts of the goods of this heading are also included in this heading (for example, burner nozzles, push pistons, pallets for mechanical furnaces, frames for mechanical grates, connecting sections and links, guides and rollers of mechanical grates). This heading does not cover industrial or other non-mechanical brackets or lattices. Cottons consisting of fixed grilles in a metal shell, designed to be fitted as a single unit in certain types of boilers, do not fall into this heading and are considered parts of boilers of heading 8402. Similarly, certain other types of non-mechanical gratings identified as specific to certain mechanisms and devices are classified as parts of these mechanisms (e.g., for gas generators, heading 8405). However, cast iron and general purpose grilles for masonry are classified in heading 7321, 7322 or 7326 according to their type.

1. For the purposes of subheading 8482 10 900 1, the term “gross mass” means the total mass of the goods with all kinds of packaging materials and packagings ensuring their safety during storage and transport. The total weight of the goods does not include the mass of packaging materials or containers that are clearly suitable for reuse.

For the purposes of subheading 8415 81 001 0, the term “special production facilities” means premises in which the maintenance of precise values of temperature and humidity is due to the operational requirements of the equipment installed therein, such as machines, computers, switching equipment, surgical equipment, etc., or to the operations performed therein.

3. In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.

If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.

4. For the purpose of classification of goods in subheading 8482 10 900 1 in the states, whose territories constitute the customs territory of the Eurasian Economic Union, when applying the term "French border of the country of importation", the country of import is understood as the customs territory of the Eurasian Economic Union.
