Machinery, plant or laboratory equipment, whether or not electrically heated, for the treatment of materials by a process involving a change of temperature, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Apart from the machinery listed above, this heading covers equipment designed to heat or cool materials (solid, liquid or gaseous), either simply to change their temperature or to effect a transformation of the materials resulting principally from the change of temperature (e.g., for heating, cooking, roasting, distilling, rectifying, sterilising, pasteurising, steaming, drying, evaporation, vaporising, condensing or cooling). However, this heading excludes machinery and plant in which the heating or cooling, even if essential, is merely a secondary process designed to facilitate the main mechanical function of the equipment, e.g., machines for coating biscuits, etc., with chocolate and conches (heading 8438), washing machines (heading 8450 or 8451), machines for spreading and compacting bituminous road-surfacing materials (heading 8479). The machines and plant covered by this heading may or may not be fitted with mechanical equipment. This equipment may operate with any heating system (coal, oil, gas, steam, electricity, etc.), except for instantaneous and storage water heaters, which, when electrically heated, fall in heading 8516. This heading covers only equipment not used for domestic purposes, with the exception of instantaneous and storage water heaters, which are dealt with below in this Explanatory Note. This heading covers a wide range of machinery and equipment, described below.
(I) HEATING OR COOLING PLANT AND MACHINERY This category covers general-purpose equipment used in many industries for the simple treatment of materials by heating, boiling, cooking, concentrating, evaporating, vaporising, cooling, etc. This equipment includes: (A) Vessels, vats, etc., of various types for heating or cooling: (1) Vessels, vats, etc., for indirect heating or cooling, having double walls or bottoms and fitted with devices for the circulation of steam, chilled brine or other heating or cooling medium. However, vessels with double walls or double bottoms fall in Section XIV or Section XV (e.g., heading 7309) if they are not fitted with such devices for the circulation of a heating or cooling medium (e.g., heat-insulated containers), or in heading 8418 if they are fitted with the evaporator of a refrigerating unit (direct cooling). (2) Single-walled vessels, vats, etc., incorporating devices for direct heating (including heating by perforated steam coils), other than such vessels of the kind normally used for domestic purposes (generally heading 7321). In general, the industrial types are distinguished by their large dimensions and sturdy construction or by the presence of filters, condensate collectors or mechanical devices such as stirrers or tipping devices. Such vessels, whether single- or double-walled, are often designed for the needs of the chemical and allied industries for operation under high pressure (e.g., autoclaves) or at reduced pressure for special purposes, particularly in the chemical and related industries. Vessels fitted with mechanical devices but not having direct or indirect heating systems fall in heading 8479, unless by their construction they are clearly identifiable as equipment specified in another heading. This category of heating vessels includes pasteurisers, sometimes operating at reduced pressure, which are used for the treatment of foodstuffs or beverages (milk, butter, wines, beer, etc.) at temperatures ensuring the destruction of harmful micro-organisms. (B) Heat exchange units in which a hot medium (hot gas, steam or hot liquid) and a cold medium flow in parallel, usually in opposite directions, separated from each other by thin metal walls so that one medium is cooled and the other heated. These units are generally of three types: (i) concentric tube systems: one flow runs in the annular space, the other in the central tube; (ii) a tubular system for one fluid, enclosed in a chamber through which the other fluid flows; or (iii) two parallel systems of interconnected narrow chambers formed by separating plates. As noted in exclusion (e) of this Explanatory Note, the heading excludes auxiliary plant for steam boilers (heading 8404), many types of which (e.g., steam condensers, air preheaters, economisers) are of the general type of the heat exchange units described above. The following are examples of equipment which, subject to the provisions stated above, is included in Part (I) of this Explanatory Note:
(1) Freezers of the type of salt-freezers (other than those of heading 8210). (2) Condensers for nitrogen or other gases. (3) Units for pasteurization, concentration, cooling, etc. of milk (including vats with cooling systems). (4) Chants for processing and ripening of cheeses. (5) Equipment for concentration, cooling, etc. fruit juices, wines, etc. (6) Equipment used in agriculture (e.g. autoclaves for cooking potatoes, etc. as fodder; hot water baths for heating honeycombs, including tubs equipped with pressure screws). (7) Cooling columns (for example, used for grinding grains). (8) Autoclaves and steam-processing, boiling, cooking, frying, etc. equipment for cooking or canning food (for example, cooking chambers for ham; braziers for fish; plates, blanching autoclaves, etc. for fruits, vegetables, etc.; autoclaves and coolers for the canning industry; boilers for jam; boilers for confectionery products). (9) Soaking vessels and stirring vats equipped with heating appliances; hop-boiling vessels; pasteurizers and beer coolers, etc. (10) Juice defectors, concentration equipment, vacuum evaporators, vats for carbonization, sulfation or refining, etc., used in the sugar industry. Diffusion units (spray chambers and “calorizers” supplied together) for the extraction of sugar beet juice are not included in this heading (see paragraph (V)(B)(3) of the HS Explanatory Note to heading 8438); however, “calorizers” presented separately are classified in this heading. (11) Autoclaves for melting beef fat or saponifying fats; margarine hardening tanks equipped with a cooling rotating cylinder on which margarine hardens. (12) Vats, vessels, autoclaves, etc. for the chemical preparation of wood pulp or for the hydrolysis of wood. (13) Chans and other dyes preparation containers. (14) Autoclaves for vulcanization of rubber. (15) Vats for etching or degreasing metals. (16) Submersible spirals consisting of plastic tubes arranged in parallel or in the form of braids and sealants orally connected at each end in the form of a honeycomb structure with a connecting element. When immersed in a bath, such devices maintain a predetermined temperature or heat or cool the medium with a liquid or steam circulating in the tubes. (17) Special appliances for heating or cooking, usually not used in everyday life (for example, coffee strainers, tea or milk electric heaters, steam kettles and other items used in restaurants and canteens; steam-heated stoves, p-heating stoves, buffets with a heating system, drying cabinets, etc.; fryers).
(18) Machines for issuing hot or cold drinks without a payment collection device. The above equipment is mainly used in industry, but this heading also includes non-electric water heaters flowing and storage (capacitive), including water heaters based on the use of solar energy, both domestic and non-domestic. Such appliances shall not be included if the heating is by electricity (heading 8516). It should be noted that this heading does not include household steamers, pressure plates, and certain strainers of base metal (Section XV).
(ii) Equipment for DISTILLATION OR RECTIFICATION Except for distillation apparatus made of ceramics (heading 6909) or glass (heading 7017 or 7020), this category includes all installations for distillation of substances (liquid or solid). (A) Simple distillation machines. These devices usually consist of a fixed container in which the distilled liquid evaporates, a cooling device for condensing vapors leaving the container, and a vessel(s) in which distillate (distillates) is collected. These apparatuses may be of periodic action (e.g., simple portion distillers heated directly or by an internal steam coil) or continuous action. In the latter case, the distiller is constantly supplied with liquid and is usually heated by steam pipes or spirals. Continuous distillers can be connected in series; the first of them is heated directly or by steam, and the rest are supplied with a distillate and heated by pairs coming from the previous distiller. (B) Fractionation or rectification devices. This includes more complex machines of continuous operation, including vertical rectification columns, which ensure the separation of complex mixtures in one operation. The most common type of column consists of connecting sections that are separated by plates equipped with bubble caps and drain pipes. The steam rising from one section is in contact with the condensate coming from the above section, and due to a decrease in temperature when the steam rises in the column, the steam streams are separated at different levels according to their boiling points. Apparatuses for the distillation of solid products (charcoal, rot, wood, etc.) operate on the same principle, but the products are heated in furnaces of heading 8417. This heading covers only condensing or rectifying installations used for the separation of volatile products produced in a furnace. The main parts of distillation and the like devices are usually made of metal (for example, corrosion-resistant steel, copper or nickel), but they can be lined with glass or any refractory material. Devices designed for distillation under reduced or increased pressure may be equipped with vacuum pumps or compressors. Portion distillers are used mainly for the preparation of essential oils, liqueurs, etc. Continuous distillation devices (simple or fractional) are used in many industries (for example, in the production of industrial
alcohols, fatty acids, liquid air, synthetic motor fuels, various chemical products; in the refining of crude petroleum; for the distillation of wood, coal, shale, lignite, coal tar). This category also covers separators for irradiated fuel or process effluents. These separators operate on the principle of fractional distillation.
(III) evaporative or drying equipment This equipment is designed for various purposes (sometimes for operation in vacuum) according to the types of different materials, taking into account their heat sensitivity. This equipment can be heated directly or indirectly. This heading covers only evaporative or drying units employing comparatively low temperatures which are to be distinguished from industrial furnaces of heading 8417 in which the generated temperature is much higher. The most common types of industrial units within this heading are: (A) Vaporizers. These installations are usually in the form of vessels with a large working surface, heated directly or indirectly by steam coils. They are usually equipped with a system for removing generated vapors. These installations can be single or multi-purpose. In the latter case, their principle of operation and design are similar to multi-purpose distillers, but do not provide recoupling of condensed steam. (B) Laboratory freeze drying units and freezer dryers. These aggregates are used for stabilization and preservation by dehydration of biological substances such as antitoxins, bacteria, viruses, plasma and serums. The substances are frozen and then gradually reheated at very low pressure as the ice sublimates, leaving the dehydrated product. (C) Tunnel drying units . They consist of large chambers, usually equipped with conveyor equipment, with the help of which materials move at the required speed in the direction opposite to the flow of hot air. These installations are used, inter alia, in pottery, in the manufacture of glass, in the food industry (including equipment for smoking fish, meat, etc.); in drying wood, hay, etc. (D) Rotating dryers. These units consist of rotating cylinders or drums that are heated by internal or external sources. They are used in azlic industries (paper industry, potato flakes, etc.). (E) Plate dryers . . . These include metal chambers having a series of horizontally cut plates or shelves, sometimes internally heated. The central rotating shaft, which has lattices, distributes the material over the surface of the hot plates and directs it down through the slots to each subsequent plate. Equipment of this type is used for processing malted barley. (F) Spray dryers . These mouths work as evaporators and are metal chambers equipped with an internal horizontal disk that rotates with high frequency. These include a heater and fan to create a stream of hot air through which the injected disc centrifugally sprays liquid matter in the form of dispersion. So the liquid is instantaneous.
dried and converted to a powdered state. In devices of another type, the liquid is injected into the chamber with a thin stream directed against the flow of hot air. Devices of this type are used, in particular, for the preparation of powdered milk. This category of goods also includes units and equipment intended for evaporating solutions of fissile or radioactive substances and whether for drying fissile or radioactive products. This heading does not cover: (a) centrifuges for drying radioactive fallout (heading 8421); (b) equipment for drying bottles or other containers (heading 8422); (c) equipment for drying textile yarn, fabrics or finished textile articles (heading 8451). The equipment of this type often consists of rotating cylindrical or spherical containers in which the products to be processed (e.g. coffee beans, cocoa beans, cereals or nuts) are subjected to controlled heating by contact with the heated walls of the container or by a direct flow of air supplied through a heating medium (e.g., gas or fuel oil burners or coke flames). These devices are usually equipped with devices that ensure the constant rotation of the material for uniform processing, as well as to prevent charring. Other types are performed in the form of perforated, inclined or rotating shelves installed in the chamber into which heated gases are supplied. The equipment of this heading is not to be confused with industrial or laboratory furnaces of heading 8417. These devices may be closed vessels (their general type is described in this explanatory note above) in which various materials may be wet-heated (e.g., by steam supplied under pressure or by vapours emitted by the products themselves). Such equipment is used in various industrial operations (for example, in the preparation of plant or animal extracts; in the food industry as a whole; in operations involving the use of steam for degreasing or cleaning). Devices of another type are larger chambers in which the substance is exposed to more or less prolonged exposure to vapor. Such equipment is used, for example, for conditioning textile fibers in bulk, for steam processing of wood, etc. This heading does not include machinery for the conditioning of textile yarn or fabrics or for other steam treatment of such textile materials (heading 8451). As a rule, these apparatuses are containers or chambers, usually heated by steam or boiling water (or sometimes hot air), in which the articles or materials to be sterilized are kept at high temperature for a time necessary to kill bacteria, etc., without changes in the composition or physical condition of the articles or materials themselves. Many sterilizers for liquids are similar to the apparatus described above in point (I) (for example, pasteurizers). Some large arithic sterilizers can
be fitted with conveyors by which the articles are carried through the heating medium and then, if necessary, passed through a cooling unit which may also form part of the equipment. This category covers not only industrial sterilisers (e.g., for milk, wine, fruit juices, cotton wool) but also sterilisers used in operating theatres, etc. (VII) MACHINERY FOR LIQUEFYING AIR; SPECIAL LABORATORY APPARATUS AND EQUIPMENT The heading covers machines of the Linde or Claude type, used for liquefying air. The heading also covers specially designed laboratory apparatus and equipment, usually of small size (autoclaves, distilling, sterilising or steaming apparatus, dryers, etc.), but it excludes demonstration apparatus falling in heading 9023, as well as measuring, checking and similar apparatus more specifically described in Chapter 90. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), the heading covers parts of the apparatus described above. These parts include certain components of stills or rectifying columns, such as retorts, bubble caps and rings, plates and certain pipe elements; rotating plates and drums, etc., for roasters or dryers. Unassembled metal pipes and tubes which have been bent or curved but not otherwise worked are not identifiable as parts of articles of this heading and therefore fall in Section XV.
