8447 — Knitting machines, stitch-bonding machines and machines for making gimped yarn, tulle, lace, embroidery, trimmings, braid or net and machines for tufting (excl. hem-stitching machines)

Knitting machines, stitch-bonding machines and machines for making gimped yarn, tulle, lace, embroidery, trimmings, braid or net and machines for tufting (excl. hem-stitching machines)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8447 Knitting machines, stitch-bonding machines, and machinery for making gimped yarn, tulle, lace, embroidery, braid or net, and tufting machines: – circular knitting machines: 8447 11 – – with cylinder diameter not exceeding 165 mm 8447 12 – – with cylinder diameter exceeding 165 mm 8447 20 – flat knitting machines; stitch-bonding machines 8447 90 – other

This heading covers all machines for producing knitted fabric or curtain-net and tulle articles by knitting, stitch-bonding machines, machinery for making gimped yarn, tulle, lace, braid or net, tufting machines, etc., or for embroidering on any ground, from roving, textile yarn (including peat fibre), from other threads (e.g., of metal, glass or asbestos) or from wire. (A) KNITTING MACHINES These are divided into two main types: (1) Circular knitting machines, which produce circular knitted straight fabric or, by varying the number of loops in the course, circular knitted blanks of a definite shape (in the manufacture of hosiery, sleeves, berets, fezzes or similar knitted headgear, etc.). (2) Flat knitting machines for producing flat knitted fabric of constant width or, by increasing or decreasing the number of loops in the course, flat but shaped fabric blanks which are subsequently sewn together (e.g., into stockings, socks). Flat knitting machines include ordinary knitting machines (e.g., Cotton's patent machines) and warp knitting machines (Raschel machines, high-speed tricot machines, etc.). The range of these machines extends from very simple machines to machines with a large number of needle beds, in some cases equipped with a Jacquard mechanism or similar mechanisms for producing various stitches.

This heading also covers small domestic knitting machines, and machines designed for picking up the several stitches needed for repairing stockings. Machines for joining two pieces of knitted fabric by sewing the edge loops fall in heading 8452. (B) STITCH-BONDING MACHINES This category covers stitch-bonding machines of all kinds, on which fabric is produced by the chain-stitch method. The following machines are included here: (1) Machines having a needle mechanism for joining "warp" and "weft" threads by the chain-stitch method. (2) Machines for inserting loops of yarn into a woven ground fabric previously produced on a standard loom, and securing them in the woven ground by knitted loops. (3) Stitch-bonding machines for stitching through a fibrous layer produced on other machines (e.g., on carding and garnetting machines), thus obtaining a dense sheet textile material used as filter material, carpet backing, insulating material, etc. (C) MACHINES FOR MAKING KNOTTED NETTING, TULLE, BRAID, LACE, FOR PRODUCING GIMPED YARN, EMBROIDERY, TUFTED ARTICLES, ETC. These include: (1) Machines for making nets or netting for any purpose, in the piece or in the form of made up articles (e.g., fishing nets). (2) Machines for making plain tulle. (3) Machines for making figured tulle, lace, etc. (4) Bobbinet machines for making bobbinet tulle, bobbinet curtains and bobbinet lace, which produce plain net or plain net curtains, as well as mechanically produced (woven) lace from warp and weft threads. However, the warp and weft threads are not interlaced at right angles as in weaving, but are twisted and tied by the forward and backward movement of a shuttle, with the aid of a large number of warp threads (threads on packages) arranged on small packages. (5) Embroidery machines, including hand embroidery machines (embroidery machines with pantograph shuttles), which by means of needles embroider various designs with one or more threads on an existing ground of textile fabric or other material. Embroidery machines, other than hand-operated machines, may be equipped with Jacquard or similar mechanisms. This heading also covers drawn-thread machines which draw out threads and tie the remaining threads into hemstitch work. The heading excludes overcasting or quilting machines for blankets (used mainly for finishing the edges of certain textile articles, but which may be used for simple embroidery), and sewing machines which, in addition to their principal function, can perform simple embroidery (heading 8452). (6) Machines for producing gimped yarn. On these machines a dense spiral wrapping is produced, by one main thread, around a thicker core (e.g., metal wire, rubber thread, fibres unsuitable for spinning or a single

or a few thick threads. These machines can also be used to weave thin electrical wires. (7) Machines for the manufacture of various lace products by weaving threads or flattens (sometimes braided) in different directions from various textile materials (weaves, tambourines, etc.). This heading also includes machinery for weaving wire hoses of rubber, polymeric materials, etc., or for weaving wire tubular articles, provided that they have the same basic mechanical parts as the textile machinery referred to in the preceding paragraph. (8) Machines for tightening buttons, tassels, etc. with textile threads. (9) Tufting machines for inserting loops or bundles of yarn into a woven substrate in order to obtain carpets, mats or light products (bed coverings, bathing gowns, etc.). Subject to the general provisions relating to the classification of parts (see general provisions to section XVI), parts and accessories of machinery of this heading are classified in heading 8448.

1. For the purposes of subheading 8482 10 900 1, the term “gross mass” means the total mass of the goods with all kinds of packaging materials and packagings ensuring their safety during storage and transport. The total weight of the goods does not include the mass of packaging materials or containers that are clearly suitable for reuse.

2. For the purposes of subheading 8415 81 001 0, the term “special production facilities” means premises in which the maintenance of precise values of temperature and humidity is due to the operational requirements of the equipment installed therein, such as machines, computers, switching equipment, surgical equipment, etc., or to the operations performed therein.

3. In subheadings 8427 20 190 1, 8427 90 000 1 and 8436 80 100 1, the date of manufacture shall be determined on the basis of the technical documentation of the manufacturer (technical passport, instruction manual) and the manufacturer's plate, which shall be fixed in a conspicuous, easily accessible place of the machinery and shall not be replaced during operation. If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.

If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
