Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8449 Machinery for the manufacture or finishing of felt or fur felt or nonwovens in the piece or in shapes, including machinery for making felt hats; blocks for making hats
This heading covers machinery for the manufacture or finishing of all types of felt or fur felt or nonwovens, or of articles of such materials, other than machinery for the manufacture of fulled fabrics. The heading also covers hat-making blocks. The machinery used in the operations preliminary to fulling or felting (e.g., fan-type wool-sorting machines, opening machines, scutching machines and carding machines) is the same as that used in the preliminary operations of preparing fibres for spinning, and falls in heading 8445. (A) MACHINERY FOR THE MANUFACTURE OR FINISHING OF FELT OR FUR FELT OR NONWOVENS IN GENERAL This category includes: (1) Felting and matting machines, generally consisting of two heavy ribbed plates, one of which is fixed while the other reciprocates. Between these plates the batt of carded fibres is subjected to friction and high pressure and becomes felted. Such machines also include devices for damping the batt and heating the plates. In some types of these machines the plates are replaced by ribbed rollers. (2) Soaping machines for soaping partly formed felt. (3) Fulling machines. In these machines the pieces of felt, previously soaped, are subjected to the action of hammers to complete the felting. Such machines are classified in this heading even though they may be used for fulling small woven or knitted articles; however, rotary fulling machines, which are used mainly for fulling or felting fabrics, are excluded from this heading (heading 8451). (4) Machines for producing reinforced felt or fur felt. The felt or fur felt and a supporting woollen fabric may be felted together under the action of a heated roller; or barbed needles pierce the batt and draw some of the fibres into a non-woollen base before felting. (5) Finishing machines for felt or fur felt, such as polishing and grinding machines, shearing machines, etc.
(6) Machines for the production of nonwoven materials (e.g., using a dry process, wet process or direct molding). (B) Equipment for the manufacture of FETROW HATS This category of goods includes: (1) Machines for wooling animal hair into the headgear. These consist of a roller system that feeds wool onto rotating brushes or rotating needle-type straps that carry hair onto rotating perforated metal cone cartridges (or the same parts from a grid). A strong flow of air sucks the hair to the surface of the cartridge, for a layer on its surface. (2) Presses for rolling with two grooved slabs, usually of wood, one or both of which can make a reciprocal movement, between which a preformed headgear is laid. (3) Roller presses for completion of headgear blanks. (4) Extension machines where the conical headgear is further shaped and the conical end is rounded. (5) Machines on which the fields of a hat are molded by treating its edges with conical rollers. (6) Polishing machines that remove protruding hair from the surface using pumice or abrasive fabric. (7) Scorching machines for burning protruding hair from the surface of the workpiece of the molded headgear. (8) Machines for ensuring waterproof headgear, in which the blanks of headgear are soaked or covered with shellac or gelatin and pressed between rollers. (9) Machines on which the processing of the fields of the hat is completed and its final shape is given. (10) Sand treatment presses; these devices press hot sand bags to the inner surface of the headgear blank, placed in a hollow shape, ensuring the restoration of the felt surface damaged by previous operations. (11) Machines with rotating cushions to give the felt a smooth shiny surface. Machines for the manufacture of wool felt headgear are the same as the machines described above for the manufacture of headgear from felt made from animal hair, with the exception of the first molding operation. In the case of wool, a layer of fibers from the scratch machine is formed into the headgear blank using a device consisting of two rotating cones. (C) BOLVANS FOR THE MANAGEMENT OF HATS Such bolts may be made of wood or metal (usually aluminum) and used with some of the above machines. Headgear stretchers used in the fitting of headgear are also included in this heading. Contour copying machines
Heads for fitting hats are not included in this heading (heading 9031). Subject to the general provisions relating to the classification of parts (see the general provisions of Section XVI), this heading also includes parts of machinery of that heading. This heading does not cover: (a) calenders for pressing a fibre canvas before draping (heading 8420); (b) knitting machines used for the manufacture of knitted headgear (berets, fezks, etc.) (heading 8447).

If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.
If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
