Boring machines for metals, not numerically controlled (excl. way-type unit head machines and boring-milling machines)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers metal cutting machines for drilling, stretching, milling, cutting external or internal threads by removing metal, other than lathes (including lathes for multipurpose lathes) of heading 8458. Machine tools are generally mechanically driven, but similar machine tools with manual or pedal drive are also included in this heading. These latter can be distinguished from the hand tools of heading 8205 and from the hand tools of heading 8467 in that they are usually designed to be mounted on the floor, workbench, wall or other machine and are therefore supplied with a support or that, mounting frame, stanina, etc. This heading covers (1) aggregate machines of linear construction. These machines, designed to perform drilling, stretching, milling, cutting external or internal threads, do not have a fixed base. They consist only of a "frame" on which the electric motor and the holder of the working tool are installed, and are equipped with guides and therefore can, when installed on the appropriate base, make reciprocal and translational repetitive movements. The workpiece is installed in an appropriate device, independent of the aggregate machine of linear construction, which moves horizontally reciprocally for drilling, stretching, etc. (2) Drilling machines. They are used to drill cylindrical holes,
including blind holes, in workpieces by means of a rotating tool called a drill or a bit. The workpiece remains stationary during machining, while the tool rotates (cutting) or is fed towards the workpiece (feed). This heading also covers drilling machines in which a stationary tool and a rotating workpiece are used, or similar machines in which both processes are used. Drilling machines include single-spindle machines, radial or other, and machines with several spindles (multi-spindle drilling machines). (3) Boring machines. These machines further machine the internal surface of an already existing hole, bringing it to precise dimensions. Boring may be cylindrical, conical or spherical. Boring machines are used, for example, for machining to precise dimensions the cylinder bores of internal combustion piston engines or of pumps. The boring operation involves the use of loosely mounted cutting tools of fixed dimensions (boring drills, finishing drills with straight or spiral flutes) or of adjustable tools (expanding drills, tipped drills, micrometrically adjustable boring heads, boring heads with inserted cutters), or of tools requiring guides (adjustable expanding or non-adjustable cutters and solid bushes or sleeves with inserted parts). This heading covers, inter alia, vertical boring machines, horizontal boring machines with movable or fixed columns, boring machines with multi-spindle boring heads, boring machines for machining the internal surface of hollow shafts, and also machines commonly known as boring-milling machines, equipped with two coaxial spindles which can work independently of one another; the inner spindle consists of a long hollow shaft on which a boring bar can be mounted (boring spindle), while the outer spindle, rigidly fixed to a faceplate, may be fitted with a milling cutter (milling spindle). This heading also covers machines specially designed and constructed for boring operations, even if they are capable of performing other additional operations (e.g., drilling, surface milling, facing, turning operations and sometimes even external threading). However, lathes (including turning centres) which may perform boring as an auxiliary or additional operation fall in heading 8458. (4) Milling machines. These machines machine flat or profiled surfaces by means of a rotating tool (known as a milling cutter), the circular cutting motion being combined with a longitudinal feed of the workpiece clamped on the machine table. Milling machines include, inter alia, horizontal milling machines, vertical milling machines, horizontal-vertical milling machines, milling machines with adjustable heads, plano-milling machines, universal milling machines which, in addition to ordinary milling, can, by means of a dividing head mounted on the machine, mill keyways on shafts, spur and helical gears, copy-milling machines, milling machines for grooving and chamfering, engraving-milling machines. (5) Machines for cutting internal threads (i.e., machines for cutting screw threads in an already existing hole) and machines for cutting external threads for
the manufacture of bolts, screws, etc. It should be noted that thread-milling machines are regarded as milling machines. PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories (other than tools of Chapter 82) of the machines of this heading fall in heading 8466. The heading excludes: (a) Machine-tools for working any material by removal of material, by laser or other light or photon beam, ultrasonic, electro-discharge, electro-chemical, electron beam, ionic-beam or plasma arc processes; water-jet cutting machines (heading 8456). (b) Machining centres, unit construction machines (single station) and multi-station transfer machines, for working metal (heading 8457). (c) Lathes (including turning centres) for removing metal (heading 8458). (d) Planing machines and other machine-tools for working metal of heading 8461. (e) Tools for working in the hand, pneumatic, hydraulic or with self-contained electric or non-electric motor (heading 8467). (f) Testing machines and appliances of heading 9024. Subheading Explanatory Notes. Subheadings 8459 21, 8459 31, 8459 41, 8459 51 and 8459 61 See the Explanatory Note to subheadings 8458 11 and 8458 91. Subheadings 8459 51 and 8459 59 Machines of these subheadings can be identified by the presence of a knee, consisting of horizontal members, which moves vertically in relation to the column along slideways. This column supports the work table, which can move in a transverse direction. The knee usually houses the devices required for driving the machines.

If the manufacturer's technical documentation and the manufacturer's plate contain conflicting information about the date of manufacture or there is no information about the manufacturer of the equipment on the date of manufacture, then this technique is considered a technique, since the release of which more than 3 years have passed.
If the manufacturer's information indicates only the year of manufacture, then the date of manufacture of the equipment is considered 1 July of the year of manufacture; if the month and year of manufacture are indicated, the date of manufacture is the 15th day of the month specified in the manufacturer's information.
