Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers: (I) Machinery, used mainly in the extractive industries, for treating (sorting, screening, separating, washing, crushing, grinding, mixing or kneading) solid mineral substances (in general, products classified in Section V of the Nomenclature), e.g., earth (including mineral colours), clay, stone, ores, mineral fuels, mineral fertilisers, slag cement or concrete. (II) Machinery for agglomerating, shaping or moulding solid mineral products in powder or paste form (e.g., agglomerating solid mineral fuels; moulding ceramic pastes, unhardened cements, plastering materials, etc., with or without the addition of a binder or filler). (III) Machines for forming foundry moulds of sand. Many machines of this heading combine two or more of the above functions (e.g., machines for hydraulic sorting and washing, for crushing and sorting, for crushing and mixing, for mixing and shaping). Certain machines of this type normally used for treating mineral products may also be used for treating non-mineral products (e.g., wood or bones); such machines remain in this heading. However, the heading excludes machines specially designed for similar operations on non-mineral materials (e.g., for sorting or sifting wood chips; for grinding wood flour; for grinding or mixing chemicals or organic colouring matter; for grinding bones into meal, crushing ivory, etc.; for agglomerating or pressing cork flour). (I) MACHINERY REFERRED TO IN CATEGORY I ABOVE (MACHINES MAINLY FOR THE EXTRACTIVE INDUSTRIES) This category includes:

(A) Sorting, screening, separating or washing machines, for separating materials, generally according to the size or weight of the lumps or particles, or for washing impurities out of materials. These include: (1) Roll sorters. These consist of a number of parallel rollers rotating in the same direction, more or less close to one another. Each roller has a series of grooves, so that together with the adjacent roller it forms a channel through which material passing over the rollers can fall if it is small enough. The cross-section of these channels increases along the length of the machine, so that the material passes through the channels and collects in receiving hoppers beneath them according to particle size. (2) Screens with wire meshes or perforated plates. The material passes over an inclined screen, the size of the meshes or perforations of which increases towards the lower end. These machines are of two types: in machines of the first type the wire mesh or perforated sheet is formed into a rotating inclined drum, usually cylindrical or hexagonal in shape (trommels); in machines of the second type a flat inclined screen or grid vibrates or oscillates. (3) Grizzlies. The material is sorted by mechanical rakes arranged in succession, the teeth of which are spaced at appropriate intervals. (4) Special machines of various types for removing stones, etc., from mined coal. (5) Washing machines, hydraulic separators or concentrating machines. Some machines merely wash off impurities; others separate or concentrate the heavier part of the material, which is not suspended in the water. (6) Flotation machines, mainly for the concentration of ores. The crushed ore is mixed with water and certain surface-active additives (oil or various chemicals). A film forms on certain particles of the mineral which carries them to the surface, where they are removed; in certain cases this process is accelerated by aerating the mixture. The heading also covers sorting machines and separators incorporating magnetic or electrical systems (e.g., electrostatic separators), and machines using electronic or photoelectronic detectors, e.g., sorting equipment for uranium or thorium ores operating on the principle of measuring the intensity of radioactivity. The heading excludes centrifugal sorting machines, i.e., machines in which the separation of materials is based entirely on centrifugal force, by which solid particles of materials of different densities collect at different distances from a rapidly rotating centre (heading 8421). However, machines in which centrifugal force is used to throw the material onto a wire screen are covered by this heading. Belt conveyors used in conjunction with sorting devices or screens remain in their appropriate headings, unless they form an integral part of the sorting machine or screening unit, or unless the belt conveyor itself is a sorting or sifting device (e.g., has perforations for these purposes). (B) Crushing or grinding machines. These include:

(1) Gyratory crushers. These consist essentially of a casing in which a cone rotates, sometimes with an eccentric motion; the material is crushed in the gap between the cone and the walls of the casing. (2) Jaw crushers of various types. The material to be crushed falls into the gap between two vertical ribbed jaws, one of which is fixed and the other movable. (3) Tumbling crushers. The material is lifted to the top of the drum and is broken as it falls to the bottom. (4) Roll crushers or grinders. The material is crushed as it passes into the gap between parallel rollers rotating in opposite directions; the distance between the rollers is adjusted according to the fineness of crushing required. In many cases the machine contains several pairs of such rollers. (5) Impact grinders. The material is forcibly thrown (e.g., by the blades of a rapidly rotating rotor) against the walls of the machine casing. (6) Hammer mills. (7) Ball or rod mills. These consist essentially of a rotating drum containing a large number of balls or short rods (e.g., of steel or earthenware). The material is fed into the rotating drum and is crushed or ground by the balls or rods. (8) Millstone-type grinders. (9) Stamp mills with falling pestles (known as stamp batteries), used mainly for crushing ore minerals. A series of cam-operated falling pestles, often arranged in several stages, breaks the material down to the required particle size. (10) Machines for breaking up and mixing lumps of clay before further processing in the ceramic industry. (C) Mixing or kneading machines. These consist essentially of a container fitted with blades or other stirring devices; in this container two or more materials are mixed by the action of the stirring devices or agitators. These include: (1) Concrete or mortar mixers. However, concrete mixers permanently mounted on a railway wagon or on a lorry chassis are excluded from this heading (heading 8604 or 8705). (2) Machines for mixing mineral substances (broken or crushed stone, gravel, limestone, etc.) with bitumen for the preparation of bituminous road-surfacing materials. They may take the form, e.g., of plants consisting of a group of separate units (feed hopper, drying unit, dust extractor, mixer, elevator, etc.) mounted on a common chassis, or of functional blocks in which these units are simply placed side by side (stationary or mobile asphalt plants). (3) Ore mixers. (4) Machines for mixing coal dust, etc., with binders to make briquetted fuel.

(5) Machines used in the ceramic industry (for example, for mixing clay with coloring substances or for rubbing ceramic composition). (6) Mixing machines used in preparing the molding mixture. (ii) EQUIPMENT FOR AGLOMERATION, MUSTING OR COLLING These machines generally belong to one of the following three types: (i) various presses working with forms in which the pre-prepared material is agglomerated and pressed to give it the desired shape; (ii) large cylinders, the surfaces of which have a series of indentations or shapes in which the material is pressed and takes the desired shape; or (iii) extruder machines. This category of machines includes: (A) Machines for agglomeration of solid mineral fuels (coal dust, peat fibers, etc.) giving it a prismatic, spherical, ovoid or other shape. (B) Machines for agglomeration or molding of ceramic compositions. This includes: (1) Machines for the preparation of bricks by pressing or squeezing, including machines for cutting extruded raw timber into bricks. (2) Presses for tiles, including machines for cutting edges. (3) Machines for molding or extruding ceramic pipes. (4) Bricanyon mesh machines . . . in these machines the wire mesh passes through the rollers and is covered with clay at the intersections of the wires. (5) Pottery circles and similar machines on which the ceramic mass is rotated and molded by hand or with tools. (6) Machines for molding porcelain artificial teeth. (B) Machines for agglomeration of abrasives in the production of grinding circles. (D) Machines for the manufacture of various finished concrete products (e.g. pavement stones, pillars, balustrades, supports), including machines for centrifugal pipe molding. (D) Machines for molding plaster products, plaster mortars for exterior, interior work, etc. (for example, toys, figurines, decorative elements of ceilings). (E) Machines for molding asbestos cement products (e.g. tanks, gutters, chimneys) and machines for making asbestos cement pipes or tubes by rolling on mandrels. Machines for molding graphite electrodes. (H) Extruders for squeezing graphite pencil rods. (i) Machines for molding writing school chalks. (iii) Molding machines for the manufacture of casting molds from sand

These machines may be of various types and are designed for packing previously prepared moulding sand either into a mould to form a foundry core, or into the space around a pattern placed in a moulding box to form a sand mould. These machines often incorporate a jolting mechanism which helps to compact the sand in the moulding box. The heading covers numerous types of machines in which compressed air acts either on a piston or directly on the surface of the sand; but it excludes machines in which the sand is projected in a stream of compressed air (heading 8424). The heading also excludes drying ovens for cores or foundry moulds (heading 8419). PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the machines of this heading also fall in this heading. However, balls for ball mills are classified according to their constituent material. The heading also excludes: (a) Burners for pulverised fuel; mechanical stokers incorporating equipment for pulverising or grinding the fuel (heading 8416). (b) Calenders or other rolling machines (heading 8420). (c) Filter presses (heading 8421). (d) Machine-tools for working stone or other mineral materials or for cold working glass (heading 8464). (e) Concrete vibrators (heading 8467 or 8479, as the case may be). (f) Glass moulding or pressing machines (heading 8475). (g) Machines for moulding plastics (heading 8477). (h) General purpose presses (heading 8479). (ij) Concrete spreaders (heading 8479 or Chapter 87). (k) Moulding boxes for metal foundry; moulds for use in the machines of this heading (heading 8480).
