8481 80 11 — Mixing valves for sinks, washbasins, bidets, water cisterns, baths and similar fixtures

Mixing valves for sinks, washbasins, bidets, water cisterns, baths and similar fixtures

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8481 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8481 Taps, cocks, valves and similar appliances for pipes, boiler shells, tanks, cisterns, vats or the like, including pressure-reducing valves and thermostatically controlled valves: 8481 10 – Pressure-reducing valves 8481 20 – Valves for oleohydraulic or pneumatic transmissions 8481 30 – Check (non-return) valves 8481 40 – Safety or relief valves 8481 80 – Other appliances 8481 90 – Parts

This heading covers taps, cocks, valves and similar appliances, fitted to the outside or inside of pipes, tanks, vats, etc., for regulating the flow (filling, emptying, etc.) of various fluids (liquid, viscous or gaseous) or in certain cases of solid particles (e.g., sand). The heading covers appliances designed for regulating the pressure or the rate of flow of a liquid or gas. The appliances regulate the flow by opening or closing an aperture (e.g., by means of a gate, disc, ball, plug, needle or diaphragm). They may be operated manually (by a key, wheel, push-button, etc.), by

by means of a motor, an electromagnet, a clockwork mechanism or an automatic device such as, for example, a spring, a counterweight, a float lever, a thermostatic element or a pressure-sensitive capsule. Taps, cocks, valves, etc., incorporating such mechanisms or devices fall in this heading. For example, this heading covers a valve fitted with a thermostatic element (bimetallic strip, bulb, diaphragm). The heading also includes valves, etc., connected to a thermostatic element by means of, for example, a capillary tube. Combinations consisting of a tap, cock, valve, etc., and a thermostat, manostat or other measuring, checking or automatically controlling instrument or apparatus of heading 9026 or 9032 fall in this heading if the instrument or apparatus is mounted, or is designed to be mounted, directly on the tap, cock, valve, etc., and provided that the combined appliance has the character of an article of this heading. If these conditions are not satisfied, such combined apparatus fall in heading 9026 (e.g., a liquid-type pressure gauge fitted with a drain cock) or in heading 9032. In the case of remote-control systems, only the tap, cock, valve, etc., falls in this heading. Taps, cocks, valves, etc., are usually made of base metal or of plastics, but those made of other materials (other than unhardened vulcanised rubber, ceramic materials or glass) also fall in this heading. Taps, cocks, valves, etc., fall in this heading even if their construction has additional distinctive features (e.g., double walls for heating or cooling; short lengths of tubing; spouts ending in a shower rose; small basins with a drinking fountain; locking devices). Taps, cocks, valves, etc., also fall in this heading if they are specially designed for use in the construction of a particular machine or apparatus, or on a land vehicle or aircraft. However, certain parts of machinery which incorporate an entire valve or which regulate the flow of a fluid within the machine, although not forming a complete valve in themselves, are classified as parts of the machines concerned, e.g., inlet or exhaust valves of internal combustion engines (heading 8409), slide valves for steam engines (heading 8412), suction or delivery valves of air or gas compressors (heading 8414), pulsators for milking machines (heading 8434) and nipples for non-automatic lubrication (heading 8487). The heading includes, inter alia: (1) Pressure-reducing valves for reducing the pressure of gases and maintaining this reduced pressure at a constant level by means of a shut-off member whose position is regulated by a pressure-sensitive device (diaphragm, bellows, membrane, etc.) and damped by a spring of adjustable tension. These valves provide direct regulation of the pressure of the gases passing through them; they are fitted, for example, on cylinders of compressed gas, on pressure vessels or on the pipeline supply systems of the appliances they serve.

The heading also covers pressure-reducing valves (sometimes called pressure regulators, pressure reducers or pressure reducer-regulators), which are also fitted at the outlets of pressure vessels or boiler units, on connected fuel-supply piping systems or near the appliances they serve, in order to perform the same function in relation to compressed air, steam, water, hydrocarbons or other fluids. When combined with a pressure gauge, pressure-reducing valves fall either in this heading or in heading 9026, according to whether or not the combined appliance retains the essential character of a tap, valve, etc. (see the fourth paragraph of the Explanatory Note to this heading). (2) Valves for oleohydraulic or pneumatic transmissions (see Subheading Note 3 to this Chapter). These valves, which may be of various types (pressure-reducing, check, etc.), are used, in particular, in the transmission of "fluid power" in hydraulic or pneumatic systems, where the energy source is supplied in the form of a pressurised liquid or gas. (3) Non-return valves (e.g., swing check valves and ball valves). (4) Safety valves, relief valves, etc., whether or not incorporating a warning whistle. In certain cases bursting discs (thin discs of plastics or metal) are used as safety devices instead of valves; they are fitted in piping systems or on pressure vessels by means of a holder and burst at a given pressure. They are classified according to their constituent material (headings 3926, 7115, 7326, 7419, 7508, 7616, etc.). (5) Manifold valves (e.g., three-way valves and "Christmas tree" valves). (6) Control cocks, blow-off cocks, stop valves, etc., for level gauges. (7) Radiator drain cocks. (8) Valves for tyre inner tubes. (9) Float-controlled valves. (10) Steam traps, in which water condensed from steam as it passes through a steam line collects and which empty automatically (e.g., by the action of a float). The heading also covers steam traps whose closing device is actuated by a thermostatic element (bimetallic or diaphragm type) mounted inside the steam trap (thermostatically controlled steam traps). (11) Fire hydrants (standpipes), fire cocks, fire hose nozzles, etc., fitted with taps or valves and designed for producing a jet or spray. The heading excludes mechanical sprinkler heads for fire-fighting installations, mechanical sprinkler heads for watering gardens, etc. (heading 8424). (12) Mixing taps and mixing valves with two or more inlets and a mixing chamber. The heading also covers thermostatically controlled mixing valves incorporating an adjustable thermostatic element. This element acts on the appropriate closing devices, regulating the admission into the mixing chamber of liquid flows of different temperatures.

(13) Drain outlets with plugs (other than simple drain outlets with stoppers inserted by hand, which are classified according to their constituent material). (14) Sea-cocks and other underwater valves, cocks, etc., for ships. (15) Lubricating cocks with flexible or telescopic tubes for lubricating the shafting of steamers, etc. (16) Valves for soda-water siphons. (17) Caps for pressurised spray containers designed to be filled with liquid or gaseous insecticides, disinfectants, etc., under pressure, fitted with a metal head with a push-button which moves a needle opening or closing the ejection orifice. (18) Taps and cocks for fitting in the bung-holes of barrels, tubs, etc. (19) Taps for bottling machines, designed to close automatically when the liquid reaches the top of the bottle. (20) Gas-operated beer-dispensing appliances designed for installation in beer bars. These appliances essentially consist of one or more hand-operated taps to which beer is delivered by the pressure of carbon dioxide fed by pipeline into the beer barrels. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the appliances of this heading also fall in this heading. The heading also excludes: (a) Taps, cocks, valves and similar appliances of unhardened vulcanised rubber (heading 4016), of ceramics (heading 6903 or 6909) or of glass (heading 7017 or 7020). (b) U-bends for waste water from wash-basins, lavatories, bathrooms, etc., and flushing cisterns, whether or not equipped with their mechanisms, which are classified according to their constituent material (e.g., headings 3922, 6910, 7324). (c) Centrifugal governors for steam engines (heading 8412). (d) Steam injectors or ejector pumps (heading 8413). (e) Air sprayers (heading 8424). (f) Pneumatic grease guns (heading 8467). (g) Blow pipes for gas welding (heading 8468). (h) Taps combined with metering devices for dispensing ice cream, spirits, milk, etc. (heading 8479).
