Electromechanical domestic appliances, with self-contained electric motor, other than vacuum cleaners of heading 8508: other appliances

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8509 Electromechanical household machines with an integrated electric motor, other than vacuum cleaners of heading 8508: 8509 40 – food grinders and mixers; juicers for fruits or vegetables 8509 80 – appliances other 8509 90 – parts

This heading covers those types of domestic appliances which incorporate an electric motor. The term "domestic appliances" in this heading means appliances normally used in the household. These appliances are identified, according to type, by one or more characteristics such as overall dimensions, design, capacity, working volume. The criterion for these characteristics is that the appliances of this heading must not operate at a level exceeding purely household requirements. Subject to the exclusions and, where appropriate, the weight limits set out in Note 4 to this Chapter, this heading covers appliances which meet the above criteria. The heading excludes machines driven by a separate electric motor (whether or not through a flexible shaft, transmission belts or other means of transmission) and appliances which, although similar in construction and use, are clearly designed exclusively for industrial purposes (e.g., in the food industry, for cleaning pipes, cleaning machines and cleaning roads); such machines generally fall in heading 8210 or in Chapter 84. The machines of this heading are of two kinds (see Note 4 to this Chapter):

(A) A limited category of articles is dealt with in this heading irrespective of their weight. This category includes only: (1) Floaters (regardless of whether they have a device for rubbing the floors with wax or not, and regardless of whether they have a heating element for breaking the wax or not). (2) Food shredders and mixers, for example: meat, fish, vegetables or fruit shredders; multipurpose shredders (for coffee, rice, barley, crushed peas, etc.); milk shakers; ice cream mixers; sherbet mixers; dough mixers; mayonnaise whippers; other similar shredders and mixers (including those that, when changing parts, can also be used for cutting or other manipulations). (3) Juicers for fruits or vegetables. (B) An unlimited category of articles is to be considered in this heading provided that their mass is 20 kg or less. This category includes, inter alia: (1) Devices for washing, cycling or removing layers from floors, and devices for vacuum removal of dirty water or soap foam after floor washing. (2) Devices for spraying polishing material on floors before polishing. As a rule, they have heating elements for melting wax. (3) Kitchen waste disposers .These and devices are designed to be fixed to the kitchen sink and used for grinding kitchen waste. (4) Devices for cleaning, grinding, cutting, etc. of potatoes or other vegetables. (5) Choppers of all kinds (for example, for meat, sausages, bacon, cheese, bread, fruit or vegetables). (6) sharpening and cleaning devices for knives. (7) Electric toothbrushes. (8) Air humidifiers and dehumidifiers. EQUIPMENT PROVIDED WITH MACHINES OF THIS COMMODITY POSITION Many of the devices listed above can be provided with interchangeable nodes or auxiliary devices by which they can be used for various purposes. Examples are food mixers that can be used for cutting, grinding, whipping, shredding, etc.; thin-slicing devices equipped with finishing and grinding elements; canvases with a set of brush-type polishing devices; canvases with soap supply devices and waka smart device for removing dirty water or soap. Such a device is included in this heading together with the assemblies and appliances presented with it, provided that their form and quantity are those which are normally used with the corresponding device. The mass of additional replacement units or parts or removable auxiliary devices should be neglected in determining whether,

whether or not a particular appliance falls in this heading under the terms of Item (B) above. The machines of this heading may be mounted on skids, castors or similar devices to facilitate their handling. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the appliances of this heading are also classified in this heading. The heading excludes: (a) fans or ventilating or recycling hoods incorporating a fan, whether or not fitted with filters (heading 8414); (b) refrigerators (heading 8418); (c) calendering or other ironing machines (heading 8420 or 8451); (d) centrifugal clothes-dryers (heading 8421) and household washing machines (heading 8450); (e) dish washing machines (heading 8422); (f) lawn mowers (heading 8433); (g) butter churns (heading 8434); (h) fruit or vegetable juice extractors, food grinders and mixers or similar appliances for industrial or commercial use, used in restaurants or similar establishments (heading 8435 or 8438, respectively); (ij) appliances for cleaning carpets in place by spraying a liquid cleaning agent into the carpet and then extracting it by suction, designed for use in establishments (other than residential premises) such as hotels, motels, hospitals, offices, restaurants and schools (heading 8451); (k) sewing machines (heading 8452); (l) hair-removing appliances (heading 8510); (m) electro-thermic domestic appliances (heading 8516); (n) massage apparatus (heading 9019).

In shape, the display screens of such modules can be flat, curved, flexible, folding, stretching or other shapes. Flat display panel modules may include additional components, including those necessary for receiving video signals and distributing them across screen pixels. Heading 8524, however, does not include display modules equipped with components for converting video signals (e.g., a video format conversion integrated circuit, a decoder integrated circuit or an application processor) or otherwise having assumed the character of articles of other headings.

In classifying the flat panel modules referred to in this note, heading 8524 takes precedence over any other heading of the Nomenclature.

For supply or control of power, these modules also contain discrete active elements, discrete passive elements or articles of heading 8536 or 8542. LED modules (LED) are not equipped with a cap, facilitating installation or replacement in the lamp, and providing mechanical and electrical contact;

(b) "LED lamps" are electrical light sources containing one or more LED modules containing additional components such as electrical, mechanical, thermal or optical elements. The difference between LED modules (LED) and LED lamps (LED) is that the latter have a cap that facilitates installation or replacement in the lamp, and provides mechanical and electrical contact.
