8519 89 — Sound recording or sound reproducing apparatus (excl. using magnetic, optical or semiconductor media, those operated by coins, banknotes, bank cards, tokens or by other means of payment, turntables and telephone answering machines)

Sound recording or sound reproducing apparatus (excl. using magnetic, optical or semiconductor media, those operated by coins, banknotes, bank cards, tokens or by other means of payment, turntables and telephone answering machines)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers sound recording apparatus, sound reproducing apparatus and apparatus capable of both recording and reproducing sound. As a rule, sound is recorded on or reproduced from an internal storage device or a medium (e.g., magnetic tape, optical media, semiconductor media or other media of heading 8523). Sound recording apparatus modifies the recording medium in such a way that sound reproducing apparatus can subsequently reproduce the original sound wave (speech, music, etc.). This category includes recording by picking up the sound wave or by other means, e.g., by recording audio information files downloaded from an Internet site or from a compact disc by an automatic data processing machine onto the internal storage device (e.g., a flash memory device) of digital audio apparatus (e.g., an MP3 player). Apparatus which records sound in the form of digital code is generally not capable of reproducing sound unless it incorporates a means of converting the recording from digital code into an analogue signal. (I) COIN-, BANKNOTE-, BANK CARD-, TOKEN- OR OTHER MEANS OF PAYMENT-OPERATED APPARATUS This apparatus is operated by coins, banknotes, bank cards, tokens or other means of payment and selects and plays audio recordings in a chosen sequence or in random order. It is commonly called a "juke-box".

(II) TURNTABLES (RECORD-DECKS) These devices rotate the discs by mechanical or electrical means. They may or may not incorporate a reproducing head, but they must not incorporate either an acoustic device or an electrical means of sound amplification (see "record-players" below). They may be fitted with an automatic device allowing a series of records to be played in succession. (III) TELEPHONE ANSWERING MACHINES These machines are designed to operate in conjunction with a telephone set (but not forming an integral part of the set). They transmit a pre-recorded message and may record incoming messages left by callers. (IV) OTHER APPARATUS USING MAGNETIC, OPTICAL OR SEMICONDUCTOR MEDIA Apparatus of this category may be portable. It may also incorporate acoustic devices or may be designed for connection to acoustic devices (loudspeakers, earphones, headphones) and an amplifier. (A) Apparatus using magnetic media This category includes apparatus using tapes or other magnetic media. Sound is recorded by altering the magnetic properties of the medium. Sound is reproduced when the tape passes in front of a magnetic reproducing head. Examples are cassette players, magnetic tape recorders and cassette recorders. (B) Apparatus using optical media This category includes apparatus which uses optical media. Sound is recorded in the form of digital code, converted from amplified currents of varying intensity (analogue signal), on the surface of the recording medium. To reproduce the sound, a laser is used to read such media. Examples are compact disc players and minidisc players. This category also includes apparatus using media combining magnetic and optical technologies, for example, apparatus using magneto-optical discs, on which areas of variable reflectivity are created by the application of magnetic technology, but which are read by means of an optical (e.g., laser) beam. (C) Apparatus using semiconductor media This category includes apparatus using semiconductor (e.g., solid-state non-volatile) media. Sound is recorded in the form of digital code, converted from amplified currents of varying intensity (analogue signal), on the surface of the recording medium. Sound is reproduced by reading such media. The semiconductor medium may be permanently installed in the apparatus or may be in the form of a removable solid-state non-volatile storage device. Examples include flash memory audio players (e.g., certain MP3 players), which are portable battery-operated apparatus consisting essentially of a housing containing a flash memory device (internal or removable), a microprocessor, an electronic system incorporating an audio-frequency amplifier, a liquid crystal display and control buttons. The microprocessor is programmed to use MP3 files or similarly formatted files. The apparatus may be connected to an automatic data processing machine for downloading MP3 files or similarly formatted files.

(D) Apparatus using any combination of magnetic, optical or semiconductor media This apparatus includes devices capable of recording and reproducing using any two or more magnetic, optical or semiconductor media. (V) OTHER SOUND RECORDING OR SOUND REPRODUCING APPARATUS This category includes: (1) Record-players. These appliances reproduce sound from records (discs with grooves) by means of electric amplifiers and loudspeakers, the mechanical vibrations being converted into electrical oscillations by a reproducing head (sound pick-up head). They may be fitted with an automatic device enabling a series of records to be played in succession. (2) Cinematographic sound recording apparatus, which records sound by photoelectric means. The sound may be recorded photoelectrically on the film in the form of a track either (a) of zigzag shape or (b) of variable density. Cinematographic sound recording apparatus comprises, in addition to the sound recording head, a film magazine, a drive mechanism for synchronising the film speed with that of the cinematographic camera working with it, and a film-feed mechanism. (3) Cinematographic sound reproducers. These are equipped with a reading device incorporating a photoelectronic sound reproducing head and a charge-coupled device. (4) Sound re-recording apparatus for cinematography, used, for example, for re-recording photoelectrically or digitally sound tracks recorded by other means, e.g., magnetic, optical or electronic. PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories of the apparatus of this heading are classified in heading 8522. The heading excludes: (a) presses or injection moulding machines for moulding recorded optical discs of plastics (heading 8477); (b) telephone answering machines forming an integral part of a telephone set (heading 8517); (c) microphones, loudspeakers, audio-frequency electric amplifiers and electric sound amplifier sets, presented separately (heading 8518); (d) video recording or reproducing apparatus of heading 8521; (e) sound recording or sound reproducing apparatus combined in the same housing with reception apparatus for radio-broadcasting (heading 8527); (f) sound recording or sound reproducing apparatus combined with television receivers (heading 8528); (g) cinematographic cameras and projectors incorporating sound recording or sound reproducing devices (heading 9007).

For supply or control of power, these modules also contain discrete active elements, discrete passive elements or articles of heading 8536 or 8542. LED modules (LED) are not equipped with a cap, facilitating installation or replacement in the lamp, and providing mechanical and electrical contact;

(b) "LED lamps" are electrical light sources containing one or more LED modules containing additional components such as electrical, mechanical, thermal or optical elements. The difference between LED modules (LED) and LED lamps (LED) is that the latter have a cap that facilitates installation or replacement in the lamp, and provides mechanical and electrical contact.
