8609 — Containers, incl. containers for the transport of fluids, specially designed and equipped for carriage by one or more modes of transport

Containers, incl. containers for the transport of fluids, specially designed and equipped for carriage by one or more modes of transport

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8609 Containers (including containers for carrying liquids or gases) specially designed and equipped for single-sludge and multi-mode transport

These containers (including lift vans) are receptacles specially designed and equipped for carriage by one or more modes of transport (e.g., road, rail, water or air). They are reinforced with fittings (hooks, rings, castors, supports, etc.) to facilitate handling and transport and for securing them on a land vehicle, an aircraft or a vessel. They are intended for the "door-to-door" delivery of goods, without intermediate repacking in transit. They are of robust construction and are intended for repeated use. The ordinary container, of wood or metal, is a large box equipped with doors or removable side walls. The main types of containers are: (1) Containers for the transport of furniture. (2) Insulated containers for the transport of perishable goods. (3) Containers (usually cylindrical) for the transport of liquids or gases. These containers fall in this heading only if they have a base allowing them to be secured on any vehicle or on vessels; otherwise they are classified according to the material of which they are made. (4) Open containers for the bulk transport of coal, ores, paving blocks, bricks, tiles, etc. They often have hinged bottoms or sides to facilitate unloading. (5) Specialised types of containers for the transport of fragile goods such as glassware, ceramic ware, etc., or for the transport of animals. Containers generally have a capacity of 4 to 145 m3. Some types of containers are, however, smaller, but as a rule not less than 1 m3. The heading excludes: (a) boxes, cases, etc., which, although designed for the "door-to-door" delivery of goods, are not fitted, as indicated above, with devices for securing them on a land vehicle, an aircraft or a vessel; such containers are classified according to the material of which they are made; (b) road-rail trailers (designed mainly for use as road trailers but so constructed that they can be carried in special railway wagons equipped with guide rails) (heading 8716).
