Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9001 Optical fibres and optical fibre bundles; optical fibre cables other than those of heading 8544; sheets and plates of polarising material; lenses (including contact lenses), prisms, mirrors and other optical elements, of any material, unmounted, other than such elements of glass not optically worked: 9001 10 – optical fibres, optical fibre bundles and cables 9001 20 – sheets and plates of polarising material 9001 30 – contact lenses 9001 40 – spectacle lenses of glass 9001 50 – spectacle lenses of other materials 9001 90 – other
This heading includes: (A) Optical fibres and fiber optic harnesses and fiber optic cables other than those referred to in heading 8544. Optical fibers consist of concentric layers of glass or plastic with different refractive indices. Those that are stretched out of glass have a very thin coating of plastic, invisible to the naked eye, which makes the fibers less prone to fracture. Optical fibers are usually supplied on coils and can be several kilometers long. They are used for the manufacture of fiber-optic harnesses and fiber-optic cables. Fiber-optic harnesses can be rigid – in this case, the fibers are connected by a bandage along their entire length or they can be flexible – in this case, they are bound only at the ends. If they are connected in a kogre beam, they are used to transmit an image, but if they are connected in an incoherent beam, they are only suitable for transmitting a light flux for illumination. Fiber-optic cables of this heading (which may be provided with connectors) consist of a shell containing one or more fiber-optic harnesses, the fibers of which do not have individual shells. Fiber-optic harnesses and cables are used mainly in optical apparatus, especially in endoscopes of heading 9018. (B) A polarizing material in sheets or plates which consists of specially treated plastic sheets or plates or of sheets or plates in which the "active" plastic layer has on one or both sides a substrate of other plastics or glass. This sheet or plate of this material is trimmed in the desired shape for the manufacture of polarizing elements described in paragraph (6) below. (C) Optical elements made of glass, optically processed, not fixed permanently. In order to distinguish optical elements of glass of this heading from those of Chapter 70, it is necessary to determine whether they have been optically processed or not. Optical processing of glass is usually carried out in two steps, namely: the manufacture of surfaces of the desired shape (i.e., the necessary curvature, at the right angle, etc.) and polishing of these surfaces. This treatment consists of grinding surfaces with abrasives, first rough, then gradually thinner, with successive operations being roughing, editing, cleaning and polishing. Finally, the lenses, which should have an exact diameter, are sharpened edges;
this process is known as centring and edging. The heading covers only optical elements the whole or part of whose surface has been polished so as to obtain the required optical properties. It therefore includes elements which have been ground and polished as described above, and also elements which have been polished after moulding. The heading does not cover unpolished elements which have undergone only one or more of the processes preceding polishing. Such elements fall in Chapter 70. (D) Optical elements of any material other than glass, whether or not optically worked, not permanently mounted (e.g., elements of quartz (other than fused quartz), fluorite or fluorspar, plastics or metal; optical elements in the form of cultured crystals of magnesium oxide or of the halides of the alkali or alkaline-earth metals). Optical elements are manufactured so as to produce the desired optical effect. An optical element does more than merely allow light (visible, ultra-violet or infra-red) to pass through it; the passage of the light is to a large extent modified in some way, e.g., by being reflected, attenuated, filtered, refracted, collimated, etc. Optical elements with temporary mountings provided solely for protection during transport are regarded as unmounted. Subject to the provisions set out above concerning optical elements of glass, this heading covers: (1) Prisms and lenses (including compound prisms and lenses assembled with adhesive), whether or not edged. (2) Plates and discs with plane or plane-parallel faces (e.g., optical flats or interferometers for checking the flatness of surfaces). (3) Ophthalmic lenses. These lenses may be aspherical, spherical, sphero-cylindrical, unifocal, bifocal or multifocal. They also include contact lenses. (4) Mirrors constituting optical elements. They are used, for example, in telescopes, projectors, microscopes, medical, dental or surgical instruments and sometimes in vehicles as rear-view mirrors. (5) Colour filters (e.g., for cameras). (6) Polarising elements (for microscopes or other scientific instruments; for sun glasses; for spectacles for viewing three-dimensional films, etc.). (7) Diffraction gratings. These may be: (a) highly polished glass on which parallel lines have been ruled close together at regular intervals (e.g., 100 lines per millimetre); (b) "replica" gratings consisting of a thin film of plastics or gelatin on a support such as a glass plate. This thin film bears an impression of the lines of the original ruled grating. These gratings are used, like prisms, for the study of spectra. (8) Interference filters. They consist of alternate very thin films, e.g., of magnesium fluoride and silver, enclosed between two glass
plates or between two glass prisms each with an angle of 45° (together forming a cube). They are used as colour filters or for splitting a light beam into two components. (9) Screens for half-tone or similar printing, usually circular or rectangular (including square), of carefully polished glass (original screens for photogravure or for the photo-mechanical process of making printing plates), consisting of: (i) two glass plates with very fine parallel lines etched on them and made opaque with a special varnish, which are then pressed together so that the lines are exactly at right angles; or (ii) a single glass plate on which small, usually square, recesses have been etched and made opaque with a special varnish. Some of the optical elements listed above (lenses, prisms, etc.) may be coloured or coated with an anti-reflecting film of cryolite, calcium or magnesium fluoride, etc. This does not affect their classification in this heading. The heading excludes: (a) cultured crystals which are not optical elements (generally heading 3824); (b) mirrors of heading 7009, i.e., glass mirrors not optically worked. Flat or even curved mirrors (e.g., shaving mirrors and compact powder-case mirrors) are therefore classified in heading 7009; (c) optical elements of glass of heading 7014, i.e., elements not optically worked (generally moulded) (see the Explanatory Note to heading 7014); (d) glasses of heading 7015 not optically worked (e.g., blanks for contact lenses or for corrective spectacle lenses, for goggles, for protecting the dials of measuring instruments, etc.); (e) mirrors not constituting optical elements, of precious metal (Chapter 71) or of base metal (heading 8306); (f) connectors for optical fibres, optical fibre bundles or cables (heading 8536); (g) optical fibre cables made up of individually sheathed fibres (heading 8544).
