9015 10 — Rangefinders
Rangefinders
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9015 Geodetic or topographical surveying (including photogrammetrical surveying), hydrographic, oceanographic, hydrological, meteorological or geophysical instruments and appliances, excluding compasses; rangefinders: 9015 10 – Rangefinders 9015 20 – Theodolites and tachymeters (tacheometers) 9015 30 – Levels 9015 40 – Photogrammetrical geodetic or topographical surveying instruments and appliances 9015 80 – Other instruments and appliances 9015 90 – Parts and accessories
(I) INSTRUMENTS AND APPLIANCES USED IN GEODESY, TOPOGRAPHY, LAND SURVEYING OR LEVELLING These instruments are mainly designed for use in the field, e.g., in cartography (land or hydrographic maps); in preparing plans; for triangulation measurements; in calculating the areas of plots of land; in determining elevations or depressions relative to a horizontal level; for similar measurements in construction works (building of roads, dams, bridges, etc.), in mining work, military operations, etc. This category includes: (1) Optical or opto-electronic theodolites (vernier, micrometer-microscope, suspended (wall-mounted), universal, mountain, mine and similar types), optical or opto-electronic tachymeters (theodolites with built-in rangefinder), meridian instruments or transits, gyrotheodolites, inclinometers, sighting clinometers for use in surveying or artillery, etc. (2) Optical levels (spirit, self-adjusting, telescopic, collimator, laser, etc.), usually mounted on a tripod. (3) Alidades (with or without telescope), mirror cross-staffs and plain cross-staffs (with or without prisms) and pantometers (with or without telescope), clinometers (with collimator or telescope) used for determining gradients and slopes, miners' dials, graphometers, heliostats for trigonometrical surveying, etc.
(4) Plane tables, surveyors' chains and other special measures for surveying (including tape measures specialised for these purposes, winch-type measures for mine shafts, etc.), survey pegs or ranging rods, whether or not graduated (of metal, wood, etc.), levelling staves (self-reading, telescopic, folding, etc.), reflector prisms and poles for electromagnetic distance-measuring equipment. This heading excludes: (a) global positioning system (GPS) receivers (heading 8526); (b) measuring instruments consisting of steel tape, waterproof tape, etc., and similar unspecialised instruments for measuring length (heading 9017); (c) revolution counters, mileage counters and similar articles (heading 9029); (d) levels (spirit levels with an air bubble, etc.) used in building work (e.g., by masons, carpenters or mechanics), and plumb-lines (heading 9031).
(ii) PHOTOGRAMMETRIC MEASURES AND DEVICES These instruments and devices are mainly used for drawing topographic, archaeological and other maps, but are also used for other purposes (for example, the study of sea tides, bottom waves, etc.). Maps, etc., are drawn from photographs or digital images taken from two different points at a known distance from each other, which must then be "retrieved" (to obtain accurate information about the shape, size and coordinates of the objects in the image or photograph). Such equipment consists mainly of: (1) "Retractable" equipment, including a projector (with a light source), a negative holder, a lens and a projection table. This equipment allows you to change the scale and correct the negatives of aerial photography, which in practice have promising distortions due to variations in the earth's surface. (2) Recovery equipment (stereo-registration equipment or photo goniometers), also called "stereotopographers", "stereoplanographs", "autographs", "stereoplotters", "stereocomparators", etc. This is a complex apparatus used to draw out the planographic details and contour lines that make up the map or plan, this procedure is usually performed continuously and does not require additional calculations. (3) Coordinators used in conjunction with recovery equipment. They support a map that draws a pencil controlled by a stereotopograph or stereoplanograph. (4) Analytical stereo-measuring systems consisting of a photogrammetric optical mechanical apparatus and a programmable calculator. These systems are used for visual analytical interpretation of photographic or digital images. However, this heading does not include photographic cameras for aerial surveying (heading 9006) and co-ordinaters not intended for photogrammetric applications (heading 9017).
Hydrography is the scientific description and graphical construction of water currents, depths, levels of tides, etc. Most of the instruments used for such purposes are therefore included in the preceding paragraphs. (IV) Oceanographic or hydrological devices (1) Special self-descriptive level indicators for recording fluctuations in the level of lakes or rivers; they consist of a float and a recorder. (2) Hydrometric wheels with bladed wheels and hydrometric blade wheels for measuring the speed of currents in rivers, canals, etc. (3) Agitation or tide recorders. Industrial appliances based on the same operating principles as those described in paragraph (IV)(1) and (2) above (e.g., liquid level indicators, flow meters, etc.) are not included in this heading (heading 9026). It should be noted that this category does not include thermometers, barometers, hygrometers and psychrometers and combinations of such devices (heading 9025). This category of goods, however, includes: (1) Wind direction indicators, whether or not equipped with limbs. (2) Anemometers, i.e. meteorological instruments for measuring wind speed. Instruments of the same type consist of a rotor with three cup-shaped blades mounted on a vertical axis, and the readings are given by a counter. The other most common type consists of a type of weather vane equipped with a tube, in which the wind pressure is measured by a differential pressure gauge, graduated in units of speed. This category also includes anemometers in which the generator creates a fluctuating voltage, which is then indicated on a voltmeter calibrated in units of wind speed. It should be noted that special types of anemometers for measuring the velocity of air flows in mines, tunnels, chimneys, furnaces and other air passages consisting of a special type fan and a circular scale are not included in this heading (heading 9026). (3) Vapour measurements (such as writing, evaporative weights, etc.). (4) Instruments for recording the duration of the sunshine (based on a glass sphere, sensitized paper, etc.). (5) Nephoscopes to indicate the velocity and direction of movement of clouds. (6) Cloudmeters for measuring the height of the cloud cover above the ground by indicating the angular elevation of the spot of light formed where a strong beam of light meets the cloud, so that the height can be calculated automatically by triangulation. (7) Visibility meters to measure meteorological visibility or the ability of air to transmit light. (8) Rain gauges and indicators to measure the amount of precipitation at any location. The simplest type of device consists of a funnel of known diameter attached to a receiver to collect rainwater, the amount of which is then measured in a calibrated tube.
(9) Actinometers, solarimeters and pyrheliometers to measure the intensity of sunlight or the total radiation received from the sky. It should be noted, however, that this heading does not include simple or combined thermometers used for the same purpose (heading 9025). (10) Aerological sensing equipment (radioprobes or devices for determining the speed and direction of the wind) launched on balloons or parachutes. Such devices consist of instruments (thermometers, barometers and hygrometers) for high-altitude research work in combination with a wireless transmitter that allows you to automatically record on the ground readings of the device. Balloons and parachutes presented separately are not included (Chapter 88). (11) Theodolites for recording successive positions of balloon probes. (VI) Geophysical devices Many geophysical instruments are not classified in this heading, for example, instruments for the analysis of gas, silt or soil, photoelectric fluorometers and fluoroscopes (devices which use ultraviolet light to detect or identify numerous substances) (heading 9027); electrical or electronic measuring instruments (for example, instruments for measuring resistivity, radioactivity meters, devices with thermocouples) (heading 9030), etc. (1) Seismometers and seismographs for the recording of the times and, duration and intensity of motion of a point on the earth's crust, and seismometers and seismographs used both for the recording of various phenomena occurring during earthquakes and for oil exploration. In these devices, seismic waves generated by an earthquake or a charge explosion are converted into electrical impulses. (2) Magnetic or gravimetric geophysical instruments used in the exploration of ores, oil, etc. These highly sensitive devices include magnetic scales, magnetometers, magnetic theodolites and gravimeters, torsion scales. (3) Electronic magnetic gradiometers (also known as "proton magnetometers") that measure the gradient of the Earth's magnetic field. (4) Surround acoustic scanning devices that create a "picture" of a borehole by measuring the passage time of an ultrasonic signal emitted by a rotating sensor in the head of the device. (5) Equipment for measuring the angle of inclination of a borehole. (VII) DISTRIBUTIONS This class of goods includes all types of optical or about ptoelectronic rangefinders for determining the distance between the device and a given object. They are used for topographic surveying, photography and cinematography, armed forces, etc. Subject to the provisions of Notes 1 and 2 to this Chapter (see general provisions), this heading also includes parts and accessories to the articles of this heading. Such parts and accessories include pegs for earthing chains.
However, monopores, bipeds, tripods and the like, even if specifically designed for tools and accessories of the heading, are not included (heading 9620).
