Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(A) Instruments and apparatus for detection or measurement of alpha-, beta-, gamma-, x-ray, cosmic or other ionizing radiation These instruments and apparatus are used for scientific research, industrial purposes (metallurgy, oil exploration, etc.) or for biological or medical purposes (in combination with radioactive atoms). These include: (1) Sensors containing ionization chambers. "" A potential difference is created between the two electrodes contained in the ionization chamber. The ions produced when radiation enters the chamber are attracted to the electrodes and the resulting potential changes can be amplified and measured. (2) Geiger counters. Between the two electrodes of the counter, a large potential difference is maintained; the ions formed by incoming radiation are greatly accelerated and in turn ionize the gas contained in the tube. This creates impulses that can be counted. The ionization chamber and the Geiger counter apparatus of this heading generally consist of several nodes in, such as a camera or counter, an amplifier, a voltage source for a camera or counter, and a conversion circuit or indicator. All these nodes are often contained in one body. Sometimes all of these units, except for a camera or meter, are in the same housing, and apparatus of this type (which require the presence of a camera or meter to the full set) are also included in this heading (as a substantially complete device). If individual nodes are presented separately, they are classified according to the general provisions of this group. Some ionization chambers that are used to measure the total amount of radiation over the estimated time (e.g., 24 hours) do not require auxiliary amplifiers, etc., but contain a very light moving spray that can be observed.

under a microscope and which shows the total quantity of radiation that has passed through the chamber. These chambers (which often resemble fountain pens) are complete measuring instruments in themselves and fall in this heading. This heading also covers scintillation counters. These consist of a device (photomultiplier) which incorporates a photocell and a secondary-electron multiplier. They operate on the principle that radiation can be detected or measured by its effect in exciting fluorescence in certain crystals (zinc sulphide, sodium iodide activated with thallium, anthracene, plastics impregnated with tetraphenylbutadiene, etc.). These crystals are placed between the source of radiation and one electrode of the counter. This category also includes: (1) Dosimeters and similar apparatus used in radiology for measuring and checking the intensity and penetrating power of X-rays. (2) Apparatus for measuring cosmic or similar radiations. (3) "Thermocouple" neutron detectors and measuring or detecting instruments containing neutron detector tubes (using boron, boron trifluoride or hydrogen, or radioactive fissile elements). (4) Instruments for measuring or detecting radiation, containing liquid or solid-state scintillators. This heading excludes: (a) apparatus incorporating a scintillation counter whose data are converted into analogue signals for the purpose of making medical diagnoses (e.g., gamma cameras, scintillation scanners) (heading 9018); (b) measuring or checking apparatus designed to incorporate a radioactive source (in particular artificial isotopes), e.g., for measuring the thickness of materials (sheets, gaskets or similar articles), for checking the contents of packages, for measuring slow air currents (ionisation anemometers), etc. (heading 9022). (B) OSCILLOSCOPES, SPECTRUM ANALYSERS AND OTHER INSTRUMENTS AND APPARATUS FOR MEASURING OR CHECKING ELECTRICAL QUANTITIES Oscilloscopes and oscillographs are used, respectively, for observing or recording rapid variations of an electrical quantity (voltage, current, etc.). These instruments may be divided into three main categories: (a) loop oscillographs, in which a winding, usually consisting of a loop of elastic wire with mirrors attached to it, moves in the field of an electromagnet. The periodic phenomenon being studied may be observed directly on a sheet of ground glass or recorded on photographic film; (b) soft-iron moving-armature oscillographs with an engraving stylus, having a coil acting on a strip of soft iron placed in a permanent field. A light rod, pointed at one end, is attached to this strip and traces the phenomenon (e.g., by scratching a coated cellulose acetate film); (c) cathode-ray oscilloscopes and oscillographs; these operate by recording the deflection of an electron beam by electrostatic or electromagnetic forces. These instruments, which may consist of one or more parts, comprise a cathode-ray tube, power supply units and transformers, amplifiers, a

scan or sweep and other auxiliary devices, and sometimes an electronic switch. Memory oscilloscopes used to study individual rapid transient processes are equipped with either an electron-beam memory tube or a digital memory device associated with a cathode ray tube. In devices of the first type, the signal image is fixed and stored on an electron-beam tube. In devices of the second type, the signal is recorded in memory and can be issued at will for viewing on the screen. Spectrum analyzers are devices that identify the different frequency components of an input electrical signal. They are mainly used for the analysis of electrical quantities. They can also analyze ionizing radiation, sound waves, and other non-electrical quantities if used in conjunction with radiation detectors or other devices capable of perceiving non-electrical quantities and converting them into electrical signals. This heading includes recorders for recording transient processes, which are devices designed to collect signals and record them, taking into account their transmission later in the appropriate form on the display (television monitor, for example). “Logical anal isators”, which are devices used for the study of electrical circuits consisting mainly of semiconductor devices, are also classified in this heading. Instruments and apparatus for measuring and controlling electrical quantities may be of indicator or recording type. They can be divided according to the mode of operation into several categories, such as: (1) Magnetoelectric appliances, in which the measured current passes through a coil that can move freely in a magnetic field generated by a permanent magnet. The arrow is attached to a moving coil. (2) Electromagnetic devices in which the pointer is deflected by a solenoid acting on a piece of soft magnetic iron fixed to the axis of the arrow. (3) Electrodynamic devices in which the measured current passes through fixed and movable coils of inductance, the movable coils acting in the magnetic field of stationary. The arrow is mounted on movable coils. (4) Induction devices consisting of the axis of the arrow on which a flat disc or cylinder is mounted which acts in the air gap of an electromagnet having one or more windings. (5) Devices with thermocouples in which the measured current passes through a heater acting on the hot joint of a bimetallic thermocouple, the electromotive force of which is then measured. (6) Electronic devices based on semiconductor technology with a pointer or optoelectronic display for analog or digital output. In addition to the above-mentioned types of instruments and apparatus, which normally perform direct measurements, this heading also includes instruments and apparatus for indirect measurements, which give the operator some data from which it is possible to calculate the measured quantity (comparative method). This category of goods includes, in particular, measuring bridges and potentiometers. They are usually installed in housings or casings containing one or more galvanometers,

standard resistors, capacitors, inductances, standard cells, transformers, converters, switches, etc. Measuring bridges are often named after their inventors (Wheatstone, Thomson, Anderson, Maxwell, Sauty, Schering, Kohlrausch, Wien, etc.); others have names indicating the system of grouping of the comparison units (decade bridges, double bridges, T-bridges, etc.) or the special purpose of the bridge (for measuring impedance, resistance, capacitance, universal bridges, etc.). However, the following instruments are excluded from this heading (Chapter 85) when presented separately: transformers, standard resistors, standard capacitors, standard inductances, standard cells, etc.; also excluded are headphones (used instead of visual null indicators in certain types of measuring bridge). The main types of electrical measurement are as follows: (I) Measurement of the intensity of electric currents. This is carried out, in particular, by means of galvanometers or ammeters. (II) Measurement of voltage by means of voltmeters, potentiometers, electrometers, etc. Electrometers used for measuring very high voltages are electrostatic; they differ from voltmeters of the ordinary type in that they are fitted with spheres or plates mounted on insulators. (III) Measurement of resistance and conductance by means of ohmmeters or measuring bridges, in particular. (IV) Measurement of power by means of wattmeters. (V) Measurement of capacitance and inductance, carried out by means of measuring bridges and expressed in farads or henries. (VI) Measurement of frequencies by means of frequency meters graduated in hertz (cycles per second). (VII) Measurement of wavelengths or radio frequencies by means of wavemeters or of instruments on measuring lines or slotted waveguide sections of measuring lines. (VIII) Measurement of phase angles or power factors, carried out by means of phase meters calibrated in power factors (cosine phi). (IX) Measurement of the ratio of two electrical quantities by means of a ratiometer. (X) Measurement of magnetic fields or magnetic fluxes, carried out by means of galvanometers or fluxmeters. (XI) Measurement of the electrical or magnetic properties of materials, carried out by means of hysteresis testers, permeameters or similar instruments. (XII) Checking of synchronism by means of synchroscopes, instruments for indicating the phase relationship and frequency difference of two periodic phenomena. Such instruments may be recognised by the markings on their dials, which bear the indications "fast" and "slow" (with corresponding arrows). (XIII) Measurement and recording of rapid variations in electrical quantities by means of the oscilloscopes or oscillographs described above. Certain electrical measuring instruments can be used for many purposes, e.g., the electrical or electronic instruments known as "universal testers" (e.g., multimeters or universal measuring instruments), which serve to

rapid measurement of voltages (direct or alternating), currents (direct or alternating), resistances and capacitances. This heading also covers a wide variety of electrical or electronic instruments used in radio communication or telecommunications. In addition to the voltmeters, potentiometers, measuring bridges, ammeters, wattmeters, phase meters and frequency meters mentioned above, this range includes: (i) impedance testers and bridges, designed to determine the impedance of a circuit and also to measure capacitances and inductances; (ii) inductance bridges and similar instruments for measuring the inductance of coils on the Wheatstone bridge principle; (iii) nepermeters and instruments for measuring relative power level in decibels. These instruments are used for measuring attenuation on long-distance telephone lines. Instruments and apparatus for measuring sound characteristics fall in heading 9027; (iv) fading indicators. Unlike nepermeters (based on a compensation system), these instruments give a direct reading of fading; (v) cross-talk meters, used on telephone lines for measuring various quantities; (vi) transmission level indicators; (vii) noise level meters for use on high-frequency lines; (viii) gain measuring instruments, designed for measuring the gain of repeater amplifiers relaying signals on long telephone lines; (ix) interference measuring instruments, i.e., for measuring noise voltage on long-distance telephone lines or interference from neighbouring high-voltage lines; (x) psophometers, instruments for calculating line noise, i.e., the electromotive force of a current source which would produce interference equivalent to that induced in the telephone circuit; (xi) peak indicators for recording short voltage surges, such as occur in transmission systems (e.g., long-distance telephone cables, radio transmitting circuits, short-wave links); (xii) echo meters, used for balancing a transmission line by direct readings of the echo signals, expressed in nepers or decibels; (xiii) non-linear distortion factor meters, designed for measuring the non-linear distortion introduced into complex transmission lines. Some of the instruments listed above, in particular those used for electro-acoustic measurements, are calibrated in nepers or decibels. This heading also covers other instruments and apparatus which perform operations of the kind described in this heading, including instruments for testing or measuring the parameters of valves, particularly for testing radio valves. These valve testing and measuring instruments are sometimes designed to produce the characteristic curve of the valve on the screen of an oscilloscope.

PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), separately presented parts and accessories of the instruments or appliances of this heading also fall in this heading. Examples are: electronic coincidence units for use with Geiger-Müller counters or proportional counters; solid-state scintillators in the form of crystals or plastic elements, mounted or clad in a metal casing, intended exclusively for fitting in detecting instruments; neutron detector tubes using elements of boron, boron trifluoride, hydrogen or fissile elements. Subheading Explanatory Note. Subheading 9030 82 This subheading also covers instruments and apparatus for measuring or checking integrated circuits.
