1. This group does not include:

(a) pencils for cosmetic or hygienic purposes (Chapter 33);

(b) Articles of Chapter 66 (for example, parts of umbrellas or canes);

(c) Jewelry (heading 7117);

(d) parts of general use referred to in Note 2 to Section XV of base metals (Section XV) or similar articles of plastics (Chapter 39);

(e) knives or other articles of Chapter 82 with handles or other parts of carved or cast materials; however, the handles or other parts of these articles presented separately are classified in heading 9601 or 9602;

(f) articles of Chapter 90 (for example, eyeglass frames (heading 9003), routfeders (heading 9017), brushes intended for use in dentistry or for therapeutic, surgical or veterinary purposes (heading 9018);

(g) articles of Chapter 91 (for example, watch cases of all kinds);

(h) musical instruments or parts or accessories thereof (Chapter 92);

2. For the purposes of heading 9602, the term “materials of plant or mineral origin suitable for carving” means:

(a) hard seeds, grains, nuts, nut shells and similar plant materials used for carving (e.g., coroso and doom);

(b) amber and sepiolite, natural and agglomerated, gagat and minerals similar to gagat.

3. For the purpose of heading 9603, the term “assemblies and bundles prepared for the manufacture of blizzards or brush articles” means unrigged knots and bundles of animal wool, vegetable fibres or other materials, ready without linkage to the manufacture of blizzards or brushes, or requiring minor modification, such as trimming and cutting in a certain shape from above to prepare them for assembly.

4. This Chapter covers articles (other than those referred to in headings 9601 to 9606 or 9615), whether consisting wholly or partly of precious metals or metals clad in precious metals, of natural or cultivated pearls, of precious or semi-precious stones (natural, artificial or reconstructed). However, headings 9601 to 9606 and 9615 include articles in which natural or cultivated pearls, precious or semi-precious stones (natural, artificial or reconstructed), precious metals or metals clad with precious metals are but an insignificant component.

1. Subheadings 9619 00 710 to 9619 00 890 cover articles of pulp, paper, pulp wool or pulp fabric.

These subheadings also include multi-component articles consisting of:

(a) an inner layer (e.g. of nonwoven materials) designed to absorb moisture from the skin and thus prevent irritation;

(b) an absorbent base for collecting and retaining moisture until the product is removed; and

(c) the outer layer (e.g., plastics) preventing the fluid from leaking out of the absorbent substrate.
