0511 99 85 — Animal products, n.e.s.; dead animals, unfit for human consumption (excl. fish, crustaceans, molluscs and other aquatic invertebrates)

Animal products, n.e.s.; dead animals, unfit for human consumption (excl. fish, crustaceans, molluscs and other aquatic invertebrates)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

0511 Products of animal origin, not elsewhere named or included; fallen animals of groups 01 or 03, unfit for human consumption: 0511 10 – bovine sperm – other: 0511 91 – products from fish, roaches, mollusks or other aquatic invertebrates; fallen animals of group 03 0511 99 – other

This heading covers: (1) Animal semen. (2) Animal embryos, transported in a frozen state for transplantation into a recipient. (3) Animal blood, liquid or dried, whether or not fit for human consumption. The heading excludes animal blood prepared for therapeutic, prophylactic or diagnostic uses (heading 3002). (4) Cochineal and similar insects. Cochineal is an insect living on certain species of cactus. Three kinds of cochineal are known in commerce: black, grey or silvery, and reddish. Cochineal yields a red colouring matter (cochineal extract) (heading 3203), which is used in the manufacture of carmine lake (heading 3205). Among the insects similar to cochineal, the most important is kermes, also known as the kermes scale insect, which lives on a variety of dwarf oak.

56 Kermes is used in the manufacture of bright and fast red colouring matters, which fall in heading 3203. The kermes insect should not be confused with "kermes mineral" (heading 3824). Cochineal and kermes are supplied in the dried state and may be whole or powdered. (5) Fish roe and milt, unfit for human consumption. These include: (i) fertilised fish eggs for hatching, recognisable by the presence of black spots, which are the eyes of the embryos; (ii) salted milt and roe (e.g., of cod or mackerel), used as fishing bait. They can be distinguished from caviar substitutes (heading 1604) by their characteristic pungent unpleasant smell and by the fact that they are usually supplied in bulk. Edible roe and milt are excluded from this heading (Chapter 03). (6) Waste of fish or of crustaceans, molluscs or other aquatic invertebrates. These include, inter alia: (i) scales of Baltic herring, smelt or similar small fish, fresh or preserved (but not in brine); they are used for the preparation of pearl essence for imitation pearl coatings; (ii) fish swim bladders, raw, dried or salted, used for the manufacture of gelatin and isinglass; (iii) fish guts and skin waste, used for the manufacture of glue, etc.; (iv) fish waste. The heading further excludes: (a) edible livers, fins, heads, tails, swim bladders and other edible fish offal (Chapter 03); (b) shells of molluscs, crustaceans or echinoderms of heading 0508; (c) inedible fish livers used in the preparation of pharmaceutical products (heading 0510). (7) Silkworm eggs. These resemble small seeds of a pale yellowish colour, gradually turning ash-grey or earthy-yellow. They are usually packed in boxes (or combs) or in small fabric bags. (8) Ants' eggs. (9) Sinews, used, like the waste referred to in items (10) and (11) below, mainly as raw material for the manufacture of glue. (10) Parings and similar waste of raw hides or skins. (11) Waste of raw furskins, clearly not suitable for use by furriers. (12) Dead animals of Chapter 01 or 03, and their meat or offal, unfit or unsuitable for human consumption, other than products of heading 0209 or of any of the preceding headings of this Chapter.

57 (13) Horsehair and waste thereof, whether or not put up as a layer with or without supporting material. This category covers hair of the manes or tails of horses or of bovine animals. It covers not only raw horsehair but also horsehair which has been washed, cleaned, bleached, dyed, curled or otherwise prepared. These goods may be in bulk, in bunches or in hanks, etc. The heading also covers horsehair put up as a layer on a backing of fabric, paper, etc., or sewn between pieces of fabric, sheets of paper, etc., by means of metal staples or simple stitching. The heading excludes horsehair which has been spun, and hair knotted end to end (Chapter 51). (14) Natural sponges of animal origin. This category covers raw sponges (including those merely washed) and prepared sponges (e.g., with the calcareous matter removed, or bleached). Sponge waste is also covered by this category. Luffa, also known as vegetable sponge, falls in heading 1404. The heading excludes: (a) shellac, seed lac, stick lac and other natural unpurified lacs (heading 1301); (b) animal fats of Chapter 15; (c) collections and collectors' pieces of zoological interest, consisting of stuffed or otherwise preserved animals, butterflies and other insects, eggs, etc. (heading 9705).
