Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, conformity assessment, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

0902 Tea with or without flavoring additives: 0902 10 – green tea (unfermented), in primary packages of net weight not more than 3 kg 0902 20 – other green tea (unfermented) 0902 30 – black tea (fermented) and partially fermented, in primary packages of net weight not more than 3 kg 0902 40 – other black tea (fermented) and partially fermented
This heading covers the different varieties of tea derived from plants of the botanical genus Thea (Camellia). The preparation of green tea consists mainly of heating the fresh leaves, rolling them and drying them. In the case of black tea, the leaves are rolled and fermented before being heated or dried. The heading also covers partly fermented tea (e.g., oolong, or red tea). The heading includes tea flowers, buds and waste, and tea in the form of powder (of leaves, flowers or buds) agglomerated into pellets or tablets, as well as tea pressed into various shapes and sizes. Tea which has been flavoured by steam treatment (e.g., during fermentation) or by the addition of essential oils (e.g., lemon or bergamot oil), synthetic flavourings (which may be in crystalline or powder form) or parts of various other aromatic plants or fruits (such as jasmine flowers, dried orange peel or cloves) also falls in this heading. The heading also covers decaffeinated tea, but caffeine itself is excluded (heading 2939). The heading further excludes products obtained from plants not of the botanical genus Thea, although sometimes called "tea", for example: (a) maté, or Paraguay tea (heading 0903); (b) products used for making herbal infusions or herbal "teas". These fall, for example, in heading 0813, 0909, 1211 or 2106; (c) ginseng "tea" (a mixture of ginseng extract with lactose or glucose) (heading 2106).
