1106 30 — Flour, meal and powder of produce of chapter 8 "Edible fruit and nuts; peel of citrus fruits or melons"
Flour, meal and powder of produce of chapter 8 "Edible fruit and nuts; peel of citrus fruits or melons"
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 1106 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
1106 Flour of fine and coarse grinding and powder of dried legumes of heading 0713, of the heart of the sago palm, of root vegetables or tubers of heading 0714 or of products of Chapter 08: 1106 10 – of dried legumes of heading 0713 1106 20 – of the heart of the sago palm, of root vegetables or tubers of heading 0714 1106 30 – of products of Chapter 08
(A) Fine and coarse flour and powder of dried legumes of heading 0713. This heading covers flour of fine and coarse grinding and powder prepared from peas, beans or lentils; these are used mainly for the preparation of soups or purees. This heading does not cover: (a) non-fat soybean flour (heading 1208); (b) carob flour (heading 1212); (c) soups and broths (liquid, solid or powdered) on the basis of fine and coarse flour (heading 2104). (B) Flour of fine and coarse grinding and powder from the heart of the sago palm, from root vegetables or tubers of heading 0714. These products are obtained by simple grinding or rubbing the core of the sago palm or dried cassava root vegetables, etc. Some of these products are often heat-treated during production to remove toxic substances; such treatment may cause pre-clasting of the starch. This heading does not include starches derived from this starting material (it should be noted that starch from sago is sometimes called sago flour). These types of starch are classified in heading 1108 and can be distinguished from the flour of this heading by the characteristic crunching between the fingers. Granulated flour of fine and coarse grinding and powder of sago palm core, root crops or tubers of heading 0714 are also excluded (heading 0714). (C) Flour of fine and coarse grinding and powder from products of Chapter 08. From the fruits or nuts of group 08 into flour of fine and coarse grinding and powder are processed mainly chestnuts, almonds, dates, bananas, coconuts and tamarind. This heading also includes flour of fine and coarse grinding and powder of fruit peel. However, this heading does not include tamarind powder in retail packages intended for prophylactic or therapeutic use (heading 3004). The products of this heading may be improved by the addition of small quantities of antioxidants or emulsifiers. This heading also excludes: (a) the heart of the sago palm (heading 0714); (b) the finished foodstuffs known as tapioca (heading 1903).
