1214 90 90 — Hay, lucerne, clover, sainfoin, forage kale, lupines, vetches and similar forage products (excl. swedes, mangolds and other fodder roots and lucerne meal)
Hay, lucerne, clover, sainfoin, forage kale, lupines, vetches and similar forage products (excl. swedes, mangolds and other fodder roots and lucerne meal)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 1214 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
1214 Pieces, beets of leaf (mangold), root vegetables of fodder, hay, alfalfa, clover, esparcet, fodder cabbage, lupin, vica and similar forage products, granulated or ungranulated: 1214 10 - coarse grinding flour and alfalfa pellets 1214 90 - other
This heading covers (1) Brassica napobrassica, chard, forage turnip, forage carrots (white or pale yellow) and other forage root vegetables. These root vegetables are classified in this heading even if some of them are fit for human consumption. (2) Hay, alfalfa, clover, esparcet, stern cabbage, lupin, vica and ana logical feeds, fresh or dried, whole, sliced, milled or pressed. They fall in this heading whether or not they have been salted or otherwise siloed to prevent fermentation or decay. The term “similar feed products” means only plants specially grown for livestock feed. It does not mean vegetable waste which may be used for the same purpose (heading 2308).
Feed products of this heading may also be in the form of pellets, that is, agglomerated or direct pressing, or with the addition of a binder in an amount not exceeding 3 wt.%. This heading also excludes: (a) carrots (reddish-yellow) of heading 0706; (b) straw and cereal chaff (heading 1213); (c) plant products which, although used for animal feed, are not specially grown for this purpose, such as carrots or beets, maize leaves (heading 2308); (d) products used for animal feed (for example, sweetened feed) (heading 2309).
