Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

1401 Materials of plant origin used in a manner for weaving (for example, bamboo, rattan, reed, sitnik, willow, raffia, peeled, bleached or colored straw of grains and linden bark): 1401 10 – bamboo 1401 20 – rattan 1401 90 – other
This heading covers vegetable materials used mainly for the manufacture of plaited articles, such as mats and matting, trays, baskets of all kinds (including baskets for packing fruit, vegetables, oysters, etc.), travelling bags, suitcases, furniture (e.g., chairs and tables), hats, etc. The same materials may also be
used for the manufacture of blizzards, handles of umbrellas, canes, rods, smoking pipes, coarse ropes, etc., for the production of paper pulp or as litter for animals. This heading includes, inter alia, the following vegetable raw materials: (1) Bamboo, which is a special variety of herbs grown in certain regions, and in particular in China, Japan and India. Bamboo has a very light, smooth, usually hollow stem, in some cases with a groove between regular pairs of nodes. Bamboo (split or unsplit, sawn along or unsawed, cut in length or not cut, rounded at the ends or not rounded, bleached or unbleached, treated against ignition or untreated, polished or unpolished, painted or unpainted) is classified in this heading. (2) Rothang, which is the curly stems of palm trees mainly of the species of the genus Calamus (Calamus), which grow mainly in South Asia. Stems of cylindrical shape, strong and flexible, with a diameter of 0.3 to 6.0 cm, colors from yellow to brown, with a matte or glossy surface. This heading covers the core and the strong outer part of the rattan and the long strips obtained by longitudinal cutting or the whole rattan. (3) Reeds and sitniks; this is the collective name for many herbaceous plants growing in humid places both in the temperate zone and in the tropics. Reeds usually have straight hollow rigid stems with ties of llami evenly distributed along the length of the stem and indicating the place of attachment of the leaves. The most famous are the swamp reed (Scirpus lacustris), the arundo reed (Arundo donax), the common reed (Phragmites communis), various species of Cyperus (to feed) (for example, Cyperus tegetiformis - to feed the Malayan) and species of Juncus (sitnik) (for example, Juncus effus - sitnik divergent). (4) Willow (white, yellow, green or red), long flexible young shoots and branches of some varieties of willow (Salix). (5) Rafia; this is the commercial name for fibrous stripes derived from the leaves of some Raphia palms, of which the most important is Raphia ruffia, which grows mainly in Madagascar. Rafia is used for weaving or as a garter in gardening. Fabrics of uncut raffia are excluded (heading 4601). This heading covers other leaves and herbs (e.g. Panama palm and latania) used for the same purposes as raffia and for the manufacture of hats. (6) Grain straw, with or without spike, peeled, bleached or stained (see below). (7) The inner crust (club) of some species of linden (Tilia species). The fibers of this bark are very strong and are used for the production of ropes, packaging fabric, rough mats, as well as for gartering plants. This heading includes the bark of the baobab and the bark of certain species of willow or poplar having a similar application. In addition to cereal straw, which is not included in its raw form (heading 1213), this heading includes other plant materials for weaving, washed or unwashed, raw or split into strips, torn, polished, bleached, prepared for painting, painted, lacquered or proolyphenated or treated against ignition. The goods of this heading may be cut in length, rounded at the ends or not rounded.
(straws for the manufacture of cocktail straws, reeds for the manufacture of rods, bamboo for painting, etc.), or are bound in arms and whether bundles, which may be slightly twisted for the convenience of packing, storage, transportation, etc.; the materials of this heading, twisted so that they can be used in this form instead of wicker articles, fall in heading 4601. This heading also does not cover: (a) wood chips (heading 4404); (b) plant materials described above, flattened, crushed, scratched or otherwise treated for spinning (heading 5303 or 5305).
