Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

1701 Sugar of cane or beet and chemically pure sucrose, in the solid state (+): - raw sugar without flavoring or coloring additives: 1701 12 - beet sugar 1701 13 - cane sugar specified in the note to subheadings 2 to this chapter 1701 14 - other cane sugar - other: 1701 91 - with flavoring or coloring additives
Cane sugar is obtained from the juice contained in the stems of sugar cane ic. Beet sugar is obtained from juice extracted from sugar beet root vegetables. Unrefined cane or beet sugar, or raw sugar, occurs in the form of crystals of brown color or other solid forms; this color is due to the presence of impurities. The dry sucrose content is less than 99.5° as indicated by the polarimeter (see note to subheadings 1). Raw sugar is usually processed into refined sugar products. However, it can be so high in purity that it can be used in food without refining. Refined cane or beet sugar is obtained by further processing of the corresponding raw sugar. Refined sugar is a white crystalline substance that enters the market in the form of a product of varying degrees of crushing or in the form of small cubes, heads, bars or sticks, or properly molded, sawn or crushed pieces. In addition to the raw sugar and refined sugar mentioned above, this heading includes brown sugar consisting of white sugar mixed with a small amount, for example, caramel cooler or molasses, and candy sugar consisting of large crystals formed as a result of a slow crystal llyzing of a concentrated sugar solution. It should be noted that this heading includes cane or beet sugar, which is only in the solid state (including powdered sugar), including containing flavoring or coloring additives. Sugar syrups of cane or beet sugar consisting of an aqueous sugar solution are classified in heading 1702 if they do not contain flavouring or coloring substances, otherwise they are classified in heading 2106. This Chapter excludes products in solid form (including granules or powders) which have lost the quality of sugar used in the preparation of beverages (heading 2106). This heading also includes chemically pure sucrose in the solid state, whatever its origin. Sucrose (other than chemically pure acharose) obtained from any raw material other than sugar cane or sugar beet is not included in this heading (heading 1702). Explanation of subheadings. Subheadings 1701 12, 1701 13 and 1701 14 Raw cane sugar entering the trade always contains more than 0.1% invert sugar, while its content in raw beet sugar is usually less than 0.1%. These two types of sugar can also be distinguished from each other by the smell that occurs when stored overnight aqueous solutions of the corresponding samples in the purchase of oren containers.

1. This group does not include:
(a) sugar confectionery containing cocoa (heading 1806);
(b) chemically pure sugars (other than sucrose, lactose, maltose, glucose and fructose) or other products of heading 2940; or
(c) medicinal products or other products of Chapter 30.
Subheading notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. For the purposes of subheadings 1701 12, 1701 13 and 1701 14, ‘raw sugar’ means sugar whose content of sucrose by weight, in the dry state, corresponds to a polarimeter reading of less than 99,5°.
2. Subheading 1701 13 covers only cane sugar obtained without centrifugation, whose content of sucrose by weight, in the dry state, corresponds to a polarimeter reading of 69° or more but less than 93°. The product contains only natural anhedral microcrystals, of irregular shape, not visible to the naked eye, which are surrounded by residues of molasses and other constituents of sugar cane.
Additional notes
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
1. For the purposes of subheadings 1701 12 100, 1701 12 900, 1701 13 10, 1701 13 90, 1701 14 10 and 1701 14 90, the term “raw sugar” means sugar without flavouring or coloring or any other additives in which the dry sucrose content is less than 99.5 wt.% when determined by the polarimetric method.
2. For the purposes of subheading 1701 99 100, the term “white sugar” means a sugar without flavours or colourings or any other additives in which the dry sucrose content is 99.5 % or more when determined by the polarimetric method.
3. For the purposes of subheadings 1702 30 100 0, 1702 40 100 0, 1702 60 100 0 and 1702 90 300 0, the term isoglucose means a product derived from glucose or its polymers and containing in a dry state not less than 10 % by weight of fructose.
4. "Inulin syrup" means:
(a) in subheading 1702 60 800 0 direct product of hydrolysis of inulin or oligofructose containing in the dry state more than 50 % by weight of fructose in the free state or as sucrose;
(b) in subheading 1702 90 800 0 direct product of hydrolysis of inulin or oligofructose containing in the dry state not less than 10 wt.%, but not more than 50 wt.% of fructose in the free state or in the form of sucrose.
