2006 00 — Vegetables, fruit, nuts, fruit-peel and other edible parts of plants, preserved by sugar "drained, glacé or crystallised"

Vegetables, fruit, nuts, fruit-peel and other edible parts of plants, preserved by sugar "drained, glacé or crystallised"

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

2006 Vegetables, fruits, nuts, fruit peels and other plant parts canned with sugar (soaked in sugar syrup, glazed or candied)

The products of this heading are prepared first by treating the vegetables, fruit, nuts, fruit-peel or other parts of plants with boiling water (to soften them and facilitate penetration of the sugar), then by repeatedly heating them to boiling point and keeping them in syrups of progressively increasing sugar concentration until they are impregnated with sugar to the extent necessary to ensure their preservation. The principal products preserved by sugar are whole fruit or nuts (sour cherries, sweet cherries, apricots, pears, plums, chestnuts (marrons glacés), walnuts, etc.), segments or pieces of fruit (orange, lemon, pineapple, etc.), fruit-peel (citron, lemon, orange, melon, etc.), other parts of plants (angelica, ginger, yams, sweet potatoes, etc.) and flowers (violets, acacia, etc.). Drained products are prepared using a syrup (e.g., a mixture of invert sugar or glucose with sucrose) which does not crystallise on exposure to air. After impregnation and draining off of the surplus syrup, drained products sticky to the touch are obtained. Glacé products are obtained by dipping drained products into a sucrose syrup which sets as a thin glossy coating. Crystallised products are prepared by impregnating the product in sucrose syrup and subsequently drying it, whereby sugar crystals form on the surface of the product or throughout it. Products preserved with sugar and put up in syrup, whatever the type of packing, are excluded from this heading (heading 2002, 2003 or 2005 in the case of vegetables, and heading 2008 in the case of fruit, nuts, fruit-peel and other edible parts of plants, e.g., marrons glacés or ginger in syrup). Dried fruit (e.g., dates and prunes) falls in Chapter 08 even if a small

The amount of sugar or its arugic surface is covered with a dry coating of natural sugar, which may give these products the appearance of candied fruit of the heading.

4. Tomato juice, the dry weight content of which is 7 % or more, is to be classified in heading 2002.

5. For the purposes of heading 2007, the expression ‘obtained by cooking’ means obtained by heat treatment at atmospheric pressure or under reduced pressure to increase the viscosity of a product through reduction of water content or other means.

6. For the purposes of heading 2009, the expression ‘juices, unfermented and not containing added spirit’ means juices of an alcoholic strength by volume (see note 2 to Chapter 22) not exceeding 0,5 % vol.

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. For the purposes of subheading 2005 10, the expression ‘homogenised vegetables’ means preparations of vegetables, finely homogenised, put up for retail sale as food suitable for infants or young children or for dietetic purposes, in containers of a net weight content not exceeding 250 g. For the application of this definition, no account is to be taken of small quantities of any ingredients which may have been added to the preparation for seasoning, preservation or other purposes. These preparations may contain a small quantity of visible pieces of vegetables. Subheading 2005 10 takes precedence over all other subheadings of heading 2005.

2. For the purposes of subheading 2007 10, the expression ‘homogenised preparations’ means preparations of fruit, finely homogenised, put up for retail sale as food suitable for infants or young children or for dietetic purposes, in containers of a net weight content not exceeding 250 g. For the application of this definition, no account is to be taken of small quantities of any ingredients which may have been added to the preparation for seasoning, preservation or other purposes. These preparations may contain a small quantity of visible pieces of fruit. Subheading 2007 10 takes precedence over all other subheadings of heading 2007.

3. For the purposes of subheadings 2009 12, 2009 21, 2009 31, 2009 41, 2009 61 and 2009 71, the expression ‘Brix value’ means the direct reading of degrees Brix obtained from a Brix hydrometer or of refractive index expressed in terms of percentage sucrose content obtained from a refractometer, at a temperature of 20 °C or corrected for 20 °C if the reading is made at a different temperature.

Additional notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. В товарной позиции 2001 овощи, фрукты, орехи и другие съедобные части растений, приготовленные или консервированные с добавлением уксуса или уксусной кислоты, должны содержать 0,5 мас.% или более свободной летучей кислоты в пересчете на уксусную кислоту. Кроме того, в грибах подсубпозиции 2001 90 500 0 содержание соли должно составлять не более 2,5 мас.%.

2. (a) The content of the various sugars expressed as sucrose (sugar content) in products of this Chapter corresponds to the refractometer reading at 20 °C multiplied by the following coefficient:

0.93 for products of subheadings 2008 20 to 2008 80, 2008 93, 2008 97 and 2008 99, or

0.95 for products of other headings.

However, the content of various sugars expressed as sucrose (sugar content) in the following products of this group:

products derived from seaweed and other algae prepared or preserved in a manner not specified in Chapter 12;

- products derived from cassava, maranta, salep, earthen pear or artichoke, sweet potatoes or sweet potatoes and similar root vegetables and tubers of high starch or inulin content of heading 0714;

products produced on the basis of grape leaves;

corresponds to the value obtained by processing the measurement results by high-performance liquid chromatography ("HPLC method") using the following formula:

S + (G + F) x 0.95, where

S is the sucrose content determined by HPLC method;

G is the glucose content determined by HPLC method;

F is the fructose content determined by HPLC method.

(b) “Brix number” in the subheadings of heading 2009 corresponds to the numerical reading of the refractometer at 20°C.

3. Products of subheadings 2008 20 to 2008 80, 2008 93, 2008 97 and 2008 99 shall be regarded as containing sugar additives if the "sugar content" in them exceeds by weight the percentage specified below, depending on the type of fruit or part of the plant consumed:

pineapples and grapes: 13%

Other fruits, including fruit mixtures, and other plant parts consumed: 9%
