Cider and perry, not sparkling, in containers holding > 2 l
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 2206 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
2206 Other fermented beverages (e.g. cider, pear cider, honey drink, sake); mixtures of fermented beverages and mixtures of fermented beverages and soft drinks, not elsewhere specified or included
This heading covers all fermented beverages other than those of headings 2203 – 2205. It includes, inter alia: (1) Cider, an alcoholic beverage obtained by fermenting the juice of apples. (2) Perry, a fermented beverage somewhat similar to cider, made from the juice of pears. (3) Mead, a beverage prepared by fermenting honey dissolved in water. (This heading includes "vinous mead" – mead with added white wine, flavouring and other substances.) (4) Raisin wine. (5) Wines obtained by the fermentation of fruit juices, other than juice of fresh grapes (fig, date or berry wines), or of vegetable juices, with an alcoholic strength exceeding 0.5 % vol. (6) "Malton", a fermented beverage prepared from malt extract and wine lees. (7) Spruce wine, a beverage made from the needles or small branches of the common spruce or from spruce extract. (8) Sake or rice wine. (9) Palm wine, made from the sap of certain palm trees. (10) Ginger beer and herb beer, prepared from sugar, water and ginger or herbs, fermented with yeast. All these beverages may be either naturally sparkling or artificially charged with carbon dioxide. They remain in this heading when fortified with added alcohol or when their alcohol content has been increased by further fermentation, provided that they retain the character of products falling in this heading.
This heading also includes mixtures of soft drinks and fermented beverages and mixtures of fermented beverages of the preceding headings of Chapter 22, for example mixtures of lemonade and beer or wine, mixtures of beer and wine with a concentrate of alcohol of more than 0.5 vol.%. Some of these drinks may also contain supplements of vitamins or iron compounds. These foods, sometimes called “food supplements,” are designed to maintain overall health or wellness. This heading does not include fruit juices (apple, pear, etc.) and other beverages with an alcohol concentration not exceeding 0.5 vol.% (headings 2009 and 2202, respectively).

1. В субпозицию 2202 10 000 0 включаются воды, в том числе минеральные и газированные, содержащие добавки сахара или других подслащивающих или вкусо-ароматических веществ, при условии их прямого употребления в качестве напитков.
2. В товарных позициях 2204 и 2205 и подсубпозиции 2206 00 100 0:
(a) "actual alcohol concentration by volume" means the number of volumes of pure alcohol at 20 °C in 100 volumes of product at that temperature;
(b) “potential alcohol concentration by volume” means the number of volumes of pure alcohol at 20 °C that can be obtained by complete fermentation of the sugars contained in 100 volumes of product at that temperature;
(c) "total alcohol concentration by volume" means the sum of the actual alcohol concentration by volume and the potential alcohol concentration by volume;
(d) “natural alcohol concentration by volume” means the total alcohol concentration by volume in a product prior to any enrichment;
(e) "about %" means the concentration of alcohol by volume.
3. For the purposes of subheading 2204 30 100 0, “Vine drying in fermentation” means a product obtained by fermentation of grape must having an actual alcohol concentration of more than 1 vol.% and less than three-fifths of the total alcohol concentration by volume.
4. For subheadings 2204 21, 2204 22 and 2204 29:
(A) "total dry extract" means the content in grams per litre of a product of all substances which, under given physical conditions, do not evaporate. The total dry extract should be determined by a densimeter at a temperature of 20 °C.
(B) (a) The presence in products of subheadings 2204 21 110 0 to 2204 21 980 0, 2204 22 110 0 to 2204 22 980 0 and 2204 29 110 to 2204 29 980 of specific amounts of total dry extract per litre referred to in paragraphs 1, 2, 3 and 4 shall not affect their classification:
(1) products with an actual alcohol concentration of not more than 13 vol.%: 90 g or less of total dry extract per 1 liter;
(2) products with an actual alcohol concentration of more than 13 vol.%, but not more than 15 vol.%: 130 g or less of total dry extract per 1 liter;
(3) products with an actual alcohol concentration of more than 15 vol.%, but not more than 18 vol.%: 130 g or less of total dry extract per 1 liter;
