2517 10 — Pebbles, gravel, broken or crushed stone, for concrete aggregates, for road metalling or for railway or other ballast, shingle and flint, whether or not heat-treated
Pebbles, gravel, broken or crushed stone, for concrete aggregates, for road metalling or for railway or other ballast, shingle and flint, whether or not heat-treated
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

This heading includes gravel, pebbles, crushed stones or crushed stones (including mixtures of stones of various types), commonly used as concrete, ballast for highways or railway tracks or other ballast. Separated materials in the form of construction waste and demolition of buildings, consisting mainly of fragments of stones, which are used for the same purposes either directly or after crushing, are also included in this heading. This heading also includes boulders and silica gravel. Cream round gravel is used in ball mills for grinding lime, cement, etc. Silicon gravel after crushing is mainly used in the ceramic industry or as an abrasive material. Other pebbles are used in arc mills (for example, for grinding lime, cement, etc.) or for road surfaces. It should be noted that this heading does not include silicon gravel in the form of cut blocks or stones which have been made by artificial rolling for use in ball mills. They fall in heading 6802. This heading also includes macadam and tarted macadam.
Macadam consists of roughly sorted crushed stones, pebbles, slag, dross or similar industrial waste or mixtures of these materials. When mixed with tar, bitumen, etc., it is known as tarted macadam. Products specially prepared (e.g. by melting a mixture of minerals) and, for example, for addition to materials intended for pavement of roads for the purpose of improving their strength, adhesion, visibility, etc., are not included in this heading (mainly heading 3824). This heading also includes granules, crumbs and powders of heading 2515 or 2516; but when they are artificially painted (for example, for window shop windows), such crumbs and granules are classified in heading 6802. The following products are classified in this heading even if they have been heat treated: (1) Pebbles, gravel and crushed stone or crushed stone. (2) Boulders and flint gravel. (3) Granules, crumbs and powder of stones of heading 2515 or 2516. In accordance with Note 3 to this Chapter, any products which may be included in this heading and in any other heading of the group shall be classified in this heading.

(a) freeze-dried, precipitated or colloidal sulfur (heading 2802);
(b) mineral dyes containing 70 % or more by weight of chemically bound iron in terms of Fe2O3 (heading 2821);
(c) medicinal products or other products of Chapter 30;
(d) perfumes, cosmetics or toiletries (Chapter 33);
(e) dolomite padding mixture (heading 3816);

(ij) billiard crayons (heading 9504); or
(k) pencils for writing or drawing, pencils for tailors (heading 9609).
