2519 90 90 — Fused magnesia

Fused magnesia

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 2519 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

2519 Natural magnesium carbonate (magnesite); melted magnesia; sintered magnesium (agglomerated), containing or not containing small amounts of other oxides added before agglomeration; other magnesium oxides, with or without impurities: 2519 10 – natural magnesium carbonate (magnesite) 2519 90 – other

This heading includes magnesite (or giobertite), which in nature is formed as magnesium carbonate with impurities in various ratios. This heading also includes various types of magnesium (magnesium oxide) derived from natural magnesium carbonate, basic magnesium carbonate, magnesium hydroxide formed by precipitation from sea water, etc. The main types are: (1) Melted magnesia obtained by melting. It is usually colorless, but may be slightly yellow or greenish. It is less soluble than other types of magnesium, and is used, for example, in the production of crucibles or heating elements for electric furnaces. (2) Burned to sintering (agglomerated) magnesium obtained by calcination at high temperature (approximately 1400 – 1800 ° C). Agglomerated magnesia may contain small amounts of other oxides (e.g., iron oxide or chromium oxide) added before the agglomeration process in order to lower the three-fucking working temperature atura. It is used in the production of fire-resistant bricks. (3) Caustic-burned magnesium, usually derived from magnesite calcinirs at a relatively low temperature (below 900 °C). It is chemically more ative than fused or agglomerated magnesia and is used, for example, in the production of magnesium compounds, discoloring reagents or oxychloride cement. Light and heavy magnesium oxides are usually obtained by calcination of pure precipitated magnesium hydroxide or basic magnesium carbonate at a temperature of 600 to 900 °C. These magnesium oxides are practically insoluble in water, but are easily melted in diluted acids, and are more chemically reactive than other types of magnesia (e.g. agglomerated magnesia and fused magnesia). They are used for the manufacture of medicines, cosmetics, etc. This heading does not include: (a) hydrated basic magnesium carbonate, sometimes called “pharmaceutical white magnesia” (heading 2836); (b) artificially grown crystals (other than optical elements), of magnesium oxide, each weighing at least 2.5 g (heading 3824); optical elements of magnesium oxide (heading 9001).

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. Unless otherwise specified in the context of or in note 4 to this chapter, this chapter includes only products raw or washed (including with chemicals that remove impurities without changing the structure of the product), crushed, ground, powdered, sifted, enriched by flotation, magnetic separation or other mechanical or physical processes (except crystallization). Products which have been roasted, calcined, mixed or processed by methods not specified in each heading are not included in this chapter.

Products of this group may contain additives of dust suppressant, provided that this does not alter the properties of the product, making it suitable for specific rather than conventional use.

2. This group does not include:

(a) freeze-dried, precipitated or colloidal sulfur (heading 2802);

(b) mineral dyes containing 70 % or more by weight of chemically bound iron in terms of Fe2O3 (heading 2821);

(c) medicinal products or other products of Chapter 30;

(d) perfumes, cosmetics or toiletries (Chapter 33);

(e) dolomite padding mixture (heading 3816);

(f) paving stones, curbstones or paving boards (heading 6801); mosaic cubes or similar articles (heading 6802); slate for roofing, cladding or waterproofing (heading 6803);

(g) precious or semi-precious stones (heading 7102 or 7103);

(h) crystals of sodium chloride or magnesium oxide, artificially grown (other than optical elements), each weighing not less than 2.5 g (heading 3824); optical elements of sodium chloride or magnesium oxide (heading 9001);

(ij) billiard crayons (heading 9504); or

(k) pencils for writing or drawing, pencils for tailors (heading 9609).

3. Any products which may be classified either in heading 2517 or in any other heading of this Chapter shall be classified in heading 2517.

4. Heading 2530 covers, inter alia: vermiculite, perlite and chlorites, unfoamed; natural pigments, whether or not calcified, mixed or unmixed; natural mica oxide of iron; sepiolite (in polished or unpolished pieces); amber; sepiolite agglomerated and amber agglomerated, in plates, rods, sticks, or similar forms, not processed after casting; gagatron (black yanthronate), or with brontrontrontone; or with ambertrontrontone.
