2826 19 100 0 — Fluorides of ammonium or of sodium
Fluorides of ammonium or of sodium
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, mandatory labelling, recycling fee, conformity assessment, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 2826 4 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
2826 Fluorides; fluorosilicates, fluoroaluminates and other complex fluorine salts: - fluoride: 2826 12 - - aluminum 2826 19 - - - other 2826 30 - sodium hexafluoroaluminate (synthetic cryolite) 2826 90 - other
(A) FLUORIDES Subject to the exclusions mentioned in the General Explanatory Note to this sub-Chapter, this heading covers fluorides (i.e., metal salts of hydrofluoric acid of heading 2811). The most important fluorides include: (1) Ammonium fluorides: the neutral fluoride (NH4F) and the acid fluoride (NH4F·HF). These are deliquescent, colourless, toxic crystals, soluble in water. They are used as antiseptics (for preserving hides and wood), for controlling fermentation (instead of hydrofluoric acid); in dyeing (as a mordant), for etching glass (mainly the acid fluoride), for cleaning copper, in metallurgy (for opening up ores, obtaining platinum), etc. (2) Sodium fluorides: the neutral fluoride (NaF) and the acid fluoride (NaF·HF). Obtained by calcining natural calcium fluoride of heading 2529 (fluorspar or fluorite) with a sodium salt. Colourless crystals, sparingly soluble in water; toxic. Like the ammonium fluorides, they are used as antiseptics (for preserving hides, wood, eggs), for controlling fermentation, and for etching glass to give it a matt surface. They are also used in the manufacture of vitrifiable enamels or of pesticides. (3) Aluminium fluoride (AlF3). Obtained from bauxite and hydrofluoric acid. Colourless crystals, insoluble in water. Used as a flux in the manufacture of enamels or ceramics and for purifying hydrogen peroxide. (4) Potassium fluorides. Neutral potassium fluoride (KF·2H2O) consists of colourless, deliquescent, toxic crystals, very soluble in water. There is also an acid fluoride (KF·HF). Its uses are the same as those of sodium fluorides. In addition, the acid fluoride is used in the metallurgy of zirconium or tantalum. (5) Calcium fluoride (CaF2). Obtained from natural calcium fluoride (fluorite, fluorspar) of heading 2529. Colourless crystals, insoluble in water. It may be in the gelatinous state. Used as a flux in metallurgy (in particular in the electrolytic production of magnesium from carnallite) and in the manufacture of glass or ceramics.
(6) Chromium trifluoride (CrF3·4H2O). Dark green powder, soluble in water. In aqueous solution, glass corrodes. It is used as a stain when dyeing. (7) Zinc fluoride (ZnF2). White powder, not soluble in water. It is used for impregnation of wood, in the manufacture of enamels and in galvanostegia. (8) Antimony fluorides .The action of hydrofluoric acid on antimony oxides produces antimony trifluoride (SbF 3), which crystallizes as floating white needles soluble in water, and antimony pentafluoride (SbF 5), a viscous liquid dissolved in water with a hissing sound to form hydrate (with two water molecules). These salts are used in the production of ceramics and as an etching in dyeing or printing textile materials. (9) Barium fluoride (BaF2). Received by the action of hydrofluoric acid on oxide, sulfide or barium carbonate. White powder, moderately soluble in water; toxic en. It is used as a pigment in the manufacture of ceramics or enamels, as an antiseptic for embalming, as an insecticide, etc. This heading does not cover non-metal fluorides (heading 2812). (B) Fluorosilicates are salts of hexafluorosilic acid (H2SiF6) of heading 2811. (1) Hexafluorosilicate disodium (sodium fluorosilicate) (Na 2SiF6). It is obtained from silicon fluoride, which is a byproduct of the production of superphosphates. White powder, moderately soluble in cold water. It is used for the manufacture of opaque glass and enamels, artificial stones, acid-resistant cement, rat poison, insecticides; it is also used for electrolytic extraction of beryllium; electrolytic refining of tin; latex coagulation; as an antiseptic. (2) Hexafluorosilicate dicalium (potassium fluorosilicate) (K 2SiF6). White crystalline powder odorless, poorly soluble in water, dissolves in hydrochloric acid. Used for the preparation of vitreous enamel fritta, ceramics, insecticides, synthetic mica; used in metallurgy of aluminum and magnesium. (3) Calcium hexafluorosilicate (calcium fluorosilicate) (CaSiF 6). White crystalline powder, poorly soluble in water; used as a white pigment in the production of ceramics. (4) Copper hexafluorosilicate (copper fluorosilicate) (CuSiF 6·6H2O). Blue crystalline powder, soluble in water, is toxic. It is used to obtain a motley color and as a fungicide. (5) Zinc hexafluorosilicate (zinc fluorosilicate) (ZnSiF 6·6H2O). Crystalline powder soluble in water; reacts with calcium compounds to form a layer of calcium fluoride. It is used to harden concrete, galvanic zinc deposition, as an antiseptic or fungicide (when wood is infected). (6) Barium hexafluorosilicate (barium fluorosilicate) (BaSiF6). White powder. It is used in the fight against the Colorado beetle and other insects, as well as to destroy harmful animals. (7) Other fluorosilicates. Magnesium fluorosilicates and aluminum; like zinc fluorosilicate, are used to harden concrete. Chromium and iron fluorosilicates are used to make dyes.
This heading does not cover topaz, natural aluminium fluorosilicate (Chapter 71). (C) Fluoroaluminates and other complex salts of fluoride (1) Hexafluoroaluminate trisodium (sodium hexafluoroaluminate) (Na 3AlF6), synthetic cryolite obtained as a precipitate by mixing aluminum oxide dissolved in hydrofluoric acid with sodium chloride or melting aluminum sulfate with sodium fluoride. It is a whitish crystalline mass. Used as a substitute for natural cryolite (heading 2530) in aluminum metallurgy, in pyrotechnics, in the manufacture of enamel and glass, or as an insecticide. (2) Fluoroborates. Sodium fluoroborate (disinfectant), potassium fluoroborate (used in the production of enamel), chromium and nickel fluoroborates (used for electroplating), etc. (3) Fluorosulfates. Of greatest interest is antimony ammonium fluorosulphate ((NH4)2SO4SbF3) or "gene salt"; soluble crystals that corrode glass and metal. It is used as a stain when dyeing. (4) Fluorophosphates obtained, for example, from natural magnesium fluorophosphate (heading 2530) or lithium aluminium fluorophosphate (ambligonite) (heading 2530). (5) Fluorotantalates (produced in tantalum metallurgy); fluorotitanates, fluorohermanates, fluoroniobats, fluorocirconates (produced in zirconium metallurgy), fluorosanthates, etc. This heading covers metal fluoride oxide (beryllium and others) and complex oxide fluoride salts, but nonmetal fluoride oxide is excluded (heading 2812). Fluoroformates, fluoroacetates or other organic fluorine-containing salts are also excluded (Chapter 29).
