2853 90 900 0 — Inorganic compounds, n.e.s.; amalgams (excl. of precious metals)

Inorganic compounds, n.e.s.; amalgams (excl. of precious metals)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 2853 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

2853 Phosphides, whether or not chemically defined, excluding ferrophosphorus; other inorganic compounds (including distilled or conductivity water and similarly pure water); liquid air (whether or not rare gases have been removed); compressed air; amalgams, other than amalgams of precious metals 2853 10 – cyanogen chloride (chlorcyan) 2853 90 – other

(A) Phosphides, defined or undefined chemical composition, except for ferrophosphorus, phosphides are compounds of phosphorus with another element. The most important phosphides included in this heading are obtained by direct interaction of their constituent elements; they include: (1) Copper phosphide (couprophosphorus, copper phosphorus). Received in a reflective oven or crucible. Usually it is a yellowish-gray mass or small, very fragile ingots of crystal structure. This heading covers copper phosphide and copper-based ligatures only if they contain more than 15 % by weight of phosphorus. Alloys with a lower phosphorus content are usually included in Chapter 74. Copper phosphide is a very good deoxidizer of copper, increasing the hardness of this metal; it improves the fluidity of the molten metal and is used in the production of bronze phosphorus. (2) Calcium phosphide (Ca3P2). Small crystals of chestnut color or gray granular mass. In contact with water, it emits spontaneously flammable hydrogen phosphides. It is used with calcium carbide for navigational signals (self-flammable signals for bakens). (3) Zinc phosphide (Zn3P2). Gray poisonous powder with a glassy structure; releases phosphine and decomposes in moist air. It is used to kill rodents and locusts, as well as in medicine (instead of phosphorus). (4) Tin phosphide. Very fragile silvery-white solid. It is used in the production of alloys. (5) Other phosphides, such as hydrogen phosphides (solid, liquid, gaseous) and phosphides of arsenic, boron, silicon, barium, cadmium.

This heading does not cover: (a) compounds of phosphorus with oxygen (heading 2809), halogens (heading 2812) or sulfur (heading 2813); (b) phosphides of platinum and other precious metals (heading 2843); (c) ferrophosphorus (iron phosphide) (heading 7202).

(B) DISTILLED OR CONDUCTIVITY WATER AND SIMILARLY PURE WATER This heading covers only distilled water, double-distilled water or electro-osmotic water, conductivity water and similarly pure water, including water treated with ion exchangers. Natural water, even if filtered, sterilised, purified or softened, is excluded (heading 2201). Water put up in measured doses or in packings for retail sale falls in heading 3004. (C) OTHER INORGANIC COMPOUNDS This heading also covers inorganic chemical compounds not elsewhere specified or included (including certain compounds of carbon listed in Note 2 to this Chapter). This heading includes: (1) Cyanogen and its compounds with halogens, e.g., cyanogen chloride (chlorocyan) (CNCl); cyanamide and its metal derivatives (other than calcium cyanamide, heading 3102 or 3105). (2) Oxide sulphides of non-metals (arsenic, carbon, silicon) and sulphide chlorides of non-metals (phosphorus, carbon, etc.). Thiophosgene (CSCl2) (thiocarbonyl chloride, carbon sulphide dichloride) is obtained by the action of chlorine on carbon disulphide; a red liquid, suffocating and lachrymatory, decomposed by water, used in organic synthesis. (3) Alkali metal amides. Sodium amide (NaNH2) is obtained by the action of heated ammonia on a lead-sodium alloy or by passing gaseous ammonia over molten sodium. Pinkish or greenish crystals, decomposed by water. Used in organic synthesis, in the preparation of azides, cyanides, etc. There are also amides of potassium and of other metals. (4) Phosphonium iodide. Obtained, for example, by the reaction of phosphorus, iodine and water; used as a reducing agent. (5) Trichlorosilane (SiHCl3). Obtained by the action of hydrochloric acid (HCl) on silicon; used for the preparation of synthetic silicon dioxide, or "white carbon black", and of high-purity silicon. (D) LIQUID AND COMPRESSED AIR Liquid air is marketed in steel or brass cylinders with a vacuum jacket. Liquid air can cause severe burns and acts on soft organic materials, making them more brittle. Used for the production of oxygen, nitrogen and rare gases by fractional distillation. Because of its rapid evaporation, it is used in laboratories as a cooling agent. Mixed with fine charcoal and other products, it forms an explosive which is used in

mining. This heading also covers (1) liquid air from which inert gases have been removed; (2) compressed air. (E) Amalgams, other than precious metals, mercury forms amalgams with various base metals (alkaline metals and alkaline earth metals, zinc, cadmium, antimony, aluminum, tin, copper, lead, bismuth, etc.). Amalgams can be obtained by direct interaction of metals with mercury, electrolysis of metal salts using a mercury cathode or electrolysis of mercury salts (in this case, the cathode is made of the corresponding metal). Amalgams obtained by electrolysis and purified at low temperature are used in the preparation of pyrophoric metals, which are more reactive than those obtained at high temperature. They are also used in metallurgy of precious metals. (1) Alkali metal amalgams decompose water with less heat than pure alkali metals and are therefore more active reducing agents than alkali metals. Sodium amalgam is used in the production of hydrogen. (2) Amalgam is used as a reducing agent in organic synthesises. (3) Copper amalgam containing small amounts of tin is used in dentistry. Copper amalgams are so-called metal cements that soften when heated, suitable for molding and repairing porcelain products. (4) Zinc amalgam is used in galvanic cells to prevent corrosion. (5) Cadmium amalgam is used in dentistry and in the production of tungsten wire from sintered metal. (6) Tin-antimony amalgam is used to obtain "bronze" smears. Amalgams containing precious metals, whether or not they contain base metals, are excluded (heading 2843). Compounds of mercury, chemically defined or undetermined, other than amalgams, are classified in heading 2852.

Correspondence keys of the Russian Ministry of Economic Development, edition of 20.07.2023. The ministry’s caveat:
