2922 17 — Methyldiethanolamine and ethyldiethanolamine
Methyldiethanolamine and ethyldiethanolamine
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The term "oxygenated functional amino compounds" means amino compounds which, in addition to the amine functional group, have one or more oxygen-containing functional groups as defined in note 4 to Chapter 29 (alcohol, etheric, phenolic, acetal, aldehyde, ketone, etc., functional groups and their esters of organic and inorganic acids). This heading therefore includes amino compounds which are substituted derivatives of amines having oxygen-containing functional groups of headings 2905 to 2920, and esters and salts of these compounds. Diazotizing amines and their salts of this heading, diluted to a standard concentration for the manufacture of azo dyes, are also classified in this heading. Organic dyes are not included in this heading (Chapter 32). (A) Aminospirts, their simple and complex ephires, salts of these compounds These compounds contain one or more alcohol hydroxyl groups and one or more amino groups associated with carbon atoms. These compounds contain as oxygen-containing functional groups only alcohol groups, their simple or complex etheric groups or combinations of these functional groups. Any oxygen-containing functional group not located in the "source" segment attached to the parent amino alcohol shall not be taken into account for classification purposes. (1) Monoethanolamine (NH2(CH2CH2OH)) Quite viscous colorless liquid; used for the production of pharmaceutical products, soaps, etc. (2) Diethanolamine (NH(CH2CH2OH)2). Colorless crystals or weakly colored liquid; used to absorb acid gases, soften the skin during tanning and in organic synthesis.

These compounds contain as oxygen-containing functional groups only phenolic functional groups, their etheric (simple or complex) functional groups or combinations of these functional groups. Any oxygen-containing functional group not located in the "source" segment attached to the parent aminonaftol or other aminophenols shall not be taken into account for classification purposes. Certain substances of this heading which are regarded as narcotic drugs or psychotropic substances under international instruments are shown in the list at the end of Chapter 29. Subheading Explanatory Note. Subheadings 2922 11 to 2922 50 For the purposes of classification in these subheadings, an ether function or an ester function of an organic or inorganic acid is regarded as an alcohol, phenol or acid function, depending on the position of the oxygen function in relation to the amino group. In these cases, only those oxygen functions which are present in the part of the molecule situated between the amine function and the oxygen atom belonging to the ether or ester function are to be taken into account. The segment containing the amine function is regarded as the "parent" segment. For example, in the compound 3-(2-aminoethoxy)propionic acid the parent segment is aminoethanol, and the carboxyl group is disregarded for classification purposes; this compound falls in subheading 2922 19 as an ether of an amino-alcohol. If a compound contains two or more ether or ester functions, the molecule is divided, for classification purposes, into parts at the oxygen atom of each ether or ester function, and only those oxygen functions which are in the same segment as the amine function are taken into account. If a compound has two or more amine functions linked to an ether or ester function, it falls in the subheading which is the last in numerical order of codes; the particular subheading
69 is determined taking into account whether a simple etheric or complex etheric functional group is considered as an alcohol i, phenolic or acidic functional group with respect to each amine functional group.
