Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

2929 Compounds containing other nitrogen-containing functional groups: 2929 10 – isocyanates 2929 90 – other
This heading covers: (1) Isocyanates. This category of chemical compounds includes mono- and polyfunctional isocyanates. Isocyanates which are difunctional or of higher functionality, such as methylene diphenyl isocyanate (MDI), hexamethylene diisocyanate (HDI), toluene diisocyanate (TDI) and toluene diisocyanate dimer, are widely used in the manufacture of polyurethanes. This heading excludes polymethylene phenyl isocyanate (crude MDI or polymeric MDI) (heading 3909). (2) Isocyanides (carbylamines). (3) Carboxylic acid azides.
77 (4) Organic substituted amide derivatives of inorganic acids (other than carbonic acid) and organic substituted imide derivatives of inorganic acids. (5) Calcium cyclamate (calcium cyclohexyl sulfamate). (6) Octamethylpyrophosphoramide (OMPA). (7) Dimethylnitrosamine. (8) Methyltrinitrophenyl nitramine (tetrile), etc. It is used as an explosive. (9) Nitroguanidine. Explosive.
Sub-Chapter X ORGANO-INORGANIC COMPOUNDS, HETEROCYCLIC COMPOUNDS, NUCLEIC ACIDS AND THEIR SALTS, AND SULPHONAMIDES GENERAL The organo-inorganic compounds of headings 2930 and 2931 are organic compounds the molecules of which contain, in addition to atoms of hydrogen, oxygen or nitrogen, metal or non-metal atoms (such as sulphur, arsenic, lead, iron, etc.) directly linked to carbon. Heading 2930 (organo-sulphur compounds) and heading 2931 (other organo-inorganic compounds) do not include sulphonated or halogenated derivatives (including compound derivatives) which, apart from hydrogen, oxygen and nitrogen, have directly linked to carbon only the atoms of sulphur or of halogens which give them their character of sulphonated or halogenated derivatives (or compound derivatives). Headings 2932 to 2934 cover heterocyclic compounds. The term "heterocyclic" refers to organic compounds consisting of one or more rings and containing in the ring or rings, besides carbon, atoms of other elements, such as oxygen, nitrogen or sulphur. The following heterocyclic groups are thus obtained: (A) FIVE-MEMBERED RINGS (1) Containing one hetero-atom: (a) oxygen: furan group (heading 2932); (b) sulphur: thiophene group (heading 2934); (c) nitrogen: pyrrole group (heading 2933). (2) Containing two hetero-atoms: (a) one oxygen, one nitrogen: oxazole and isoxazole groups (heading 2934); (b) one sulphur, one nitrogen: thiazole group (heading 2934); (c) two nitrogen: imidazole and pyrazole groups (heading 2933). (3) Containing three or more hetero-atoms: (a) one oxygen, two nitrogen: furazan group (heading 2934); (b) three nitrogen: triazole group (heading 2933);
78(c) four nitrogen: group tetrazole (heading 2933).
(B) SIX-MEMBERED RINGS (1) Containing one hetero-atom: (a) oxygen: pyran group (heading 2932); (b) sulphur: thiin (thiapyran) group (heading 2934); (c) nitrogen: pyridine group (heading 2933). (2) Containing two hetero-atoms: (a) one oxygen, one nitrogen: oxazine group (heading 2934); (b) one sulphur, one nitrogen: thiazine group (heading 2934); (c) two nitrogen: pyridazine, pyrimidine, pyrazine and piperazine groups (heading 2933). (C) OTHER MORE COMPLEX HETEROCYCLIC COMPOUNDS These compounds result from the condensation of five- or six-membered heterocyclic compounds with other carbocyclic rings. Examples include the following groups: (a) coumarone (heading 2932); (b) benzopyran (heading 2932); (c) xanthene (heading 2932); (d) indole (heading 2933); (e) quinoline and isoquinoline (heading 2933); (f) acridine (heading 2933); (g) benzothiophene (thionaphthene) (heading 2934); (h) indazole (heading 2933); (ij) benzimidazole (heading 2933); (k) phenazine (heading 2933); (l) phenoxazine (heading 2934); (m) benzoxazole (heading 2934); (n) carbazole (heading 2933); (o) quinazoline (heading 2933); (p) benzothiazole (heading 2934). In headings 2932 to 2934, compounds containing more than one heterocyclic ring are to be classified in a subheading of headings 2932 to 2934 if only one of those rings is specifically named in that subheading. However, where two or more heterocyclic rings are named at subheading level, the compound is to be classified in the specific subheading which occurs last in numerical order.

Subheading notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Within any one heading of this chapter, derivatives of a chemical compound (or group of chemical compounds) are to be classified in the same subheading as that compound (or group of compounds), provided that they are not more specifically covered by any other subheading and that there is no residual subheading named ‘Other’ in the series of subheadings concerned.
