Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Certain substances of this heading which are classified under international instruments as narcotic drugs or psychotropic substances are listed at the end of Chapter 29. This heading does not cover imides of polybasic acids. Explanation of subheadings. Subheadings 2933 11, 2933 21 and 2933 54 Phenazone (subheading 2933 11), hydantoin (subheading 2933 21) and barbituric acid (subheading 2933 52) are compounds characterized by a particular heterocyclic structure. Derivatives of these compounds included in the corresponding
92 subheadings shall also retain the basic structure of the parent compound. Thus, compared to the parent compound, these derivatives typically have: (a) unmodified functional groups (e.g., oxogroups); (b) the same number and arrangement of double bonds; (c) the same substituents (e.g., a phenyl group and two methyl groups for phenazone); and (d) in addition, only substituted hydrogen atoms (e.g., a hydrogen atom in a pyrimidine ring of barbituric acid is substituted with an alkyl group). However, salts derived from the enolic form of the parent compound should be considered derivatives of ketoforms. Subheading 2933 79 Lactams containing an additional heteroatom other than a nitrogen atom of the lactam group (e.g., dilactam) in the same ring shall not be included in the subheading to which lactams are included. In such cases, an additional heteroatom should be taken into account to determine the classification. For example, oxazepam (INN) is to be classified in subheading 2933 91 and not in subheading 2933 79. If the amide functional group is part of two or more rings and if one of these rings does not contain an additional heteroatom (other than a nitrogen atom of the lactam group), such a molecule shall be considered lactam. For inclusion in subheading 2933 79, lactams must have different lactam groups separated by at least one carbon atom at each end. However, this subheading does not include compounds in which carbon atoms separating and adjacent to lactam groups form an oxo group (> C=O), an imino group (> C=NH) or a thiox group (> C=S). For example, barbituric acid is not included in subheading 2933 79 (subheading 2933 52).
